Description of task

Under the supervision of the WHO Country Representative and reporting to the Incident Manager (IM), the incumbent shall perform the following tasks;

Support clinical management, including participating in direct clinical care of suspected and confirmed COVID-19 cases while observing effective Infection Prevention and Control measures (IPC).

Develop and implement drills on specific skills that enhance the capabilities of ​the health workers at the COVID-19 treatment centres.

Develop and implement appropriate trainings to enhance case management and IPC skills ​among the health workers in the treatment centres.

Support health facilities in upgrading standards and practice in IPC treament centres.

Improve by appropriate means the availability, quality, presentation and utilization of clinical date ​and information and to recommend appropriate priority actions to WHO, Ministry of Health, and districts.

Use the results of analysis of clinical data to identify priority areas and actions to reduce the risk of amplification of outbreak prone diseases in the health facilities.

Support monitoring of the health of health workers working in COVID -19 treatment centres and districts in line with WHO and MOH guidance.

Support the collection of daily statistics on case management from the centres where deployed as well as other treatment centres if needed.

Description of task

Under the supervision of the WHO Country Representative or his designated mandated representative (s) and under the overall guidance of the Incident Manager, the UNV Epidemiologist will perform the following tasks;

Work with the COVID-19 response team to perform outbreak investigation of confirmed cases.

Prepare daily regional/district COVID-19 epidemiological situation to support incident management real time decision making.

​Work closely with the regional and district surveillance focal persons to support epidemiological investigations of clusters.

Ensure daily and timely reporting of districts using Open Data Kit (ODK) through daily follow-ups and provision of of feedback to district on quality report.

Support incident commander to process incident information, follow up action points and ensure adequate information sharing between the command centre and the district task force.

Collate and verify data on reported COVID-19 or rumours received from multiple sources, conduct retrospective analysis of reported incidents; determine trends, distribution patterns, and efficiency of the verification mechanism.

Contribute in building the core surveillance, alert and enhance national capacities in accordance with the requirements for International Health Regulation (IHR 2005); provide trainings for subnational incident management team and health facility level staff suited for the areas of responsibility and any particular local, cultural language or other aspects that may pertain to it, support the team in the supervision and on-the-job training at health facility level.

Support the development of early warning systems (including event/community based and indicat​or-based surveillance) for epidemic and pandemic-prone diseases for early detection and response to public health incidents.

Conduct field investigation, provide technical support for vulnerability assessment, risk mapping and development of preparedness/contigency plan at district level.

Maintain a clean line list of all reported COVID-19 cases at National and Subnational level and ​document all steps taken in the verification and response process.

Facilitate the district surveillance regular review meeting including the tracking of the surveillance performance indicators. In cooperation with the team, monitor and evalate the implementation of the planned surveillance activities, as well as alert and response capacities for incident detection, verification and response in compliance with IHR 2005.

Prepare and disseminate outbreak updates and assessments to World Customs Organiztion (WCO) as required using standard tools and templates.

Perform any other incident-specific related duties as required by the functional supervisor

Description of task

Description of task

Under the supervision of the WHO Representative, the UNV Public Health Specialist will provide technical support and advice to the ministry of health in the successful implementation of the district response plan focusing on the nine pillars aligned to the national plan. The incumbent will work closely with all key stakeholders, UN entities and other programme officers to ensure the implementation of the national plan for effective response and Post COVID-19 recovery

  • Support the MoH in setting up and implementing a comprehensive COVID-19 contact tracing process and provide on-site support in responding to challenges encountered by contact tracing teams.
  • Support implementation of infection, prevention and control interventions in health facilities and other institutions:
  • Work with relevant officers and committees in monitoring adherence to IPC guidelines.
  • Support data collection, analysis and reporting on health care workers infected with COVID-19.
  • Support implementation of the clinical care pathway and provide technica assistance to implement the case management guideline
  • Promote use of the available response guidelines and SOPs to ensure the application of common approaches, tools and standards.

  • 1.COVID 19 Coordinator related Duties and Responsibilities

    Fournir des conseils et une coordination au nom des Nations Unies, en coordination avec les partenaires, à l'appui du plan d'urgence des Nations Unies et des efforts visant à assurer le devoir de diligence des personnels et leur dépendants afin de les protéger contre le COVID-19 et d'y répondre :

  • Conformément aux directives de l'OMS, développer des stratégies et des outils de communication des risques et d'engagement communautaire,
  • Mener une recherche qualitative pour analyser les obstacles à l'acceptation de la vaccination par le COVID-19.
  • Aborder la question de l'hésitation à se faire vacciner parmi les employés de l'ONU ; identifier les personnes qui hésitent ; trouver le meilleur moyen de les atteindre ; maintenir une communication cohérente ; signaler les retards dans l'acceptation ou le refus des vaccins malgré la disponibilité des services de vaccination.
  • Coordonner et déterminer les opérations stratégiques quotidiennes des équipes de vaccination du COVDI-19.
  • Contribuer à l'élaboration d'objectifs et d'indicateurs clairs pour les activités de vaccination en collaboration avec toutes les agences des Nations Unies.
  • Soutenir en permanence le suivi et la supervision des activités de vaccination afin d'assurer la qualité et la sécurité du personnel, en évaluant les progrès par le biais des résultats et de l'impact en utilisant des données quantitatives et qualitatives.
  • Superviser le suivi et la collecte des données des activités de vaccination COVID-19.
  • Le Médecin collabore étroitement avec les équipes des opérations et les hôpitaux et cliniques de Djibouti pour échange d’informations et pour la prise en charge des malades.
  • Le médecin est responsable de participe également aux actions de vigilance sanitaire, de collecte, d’enregistrement, et de transmission d’informations autorisées sur COVID19 et les vaccins des COVID19.
  • Tâches médicales administratives :
  • Être en contact avec les autres dispensaires, les facilités médicales du pays hôte et les facilités médicales à l’étranger pour coordonner les évacuations sanitaires
  • Faire le suivi des règles et procédures des Nations Unies en ce qui concerne les certificats d’aptitude médicale, congés maladie et les évacuations sanitaires ;
  • Signaler, Référer ou recommander les évacuations sanitaires au RC tel que requis en sa qualité d’expert médical et faciliter les évacuations sanitaires autorisées par le Directeur Médical des NU pour le personnel et les dépendants en consultation avec le Coordonnateur Résident pour investigation et traitement majeur ;
  • Être responsable pour tout document et procédures de rapportage pour les évacuations sanitaires conformément aux règles et procédures des NU ;
  • Assurer un suivi adéquat de tous les cas ;
  • Être responsable de la mise sur pied de bonnes relations avec des hôpitaux fiables, facilités médicales privées, les banques de sang et les médecins locaux, y compris les Médecins désignés, si applicable ;
  • Garder le contact constant avec les Médecins désignés des Nations Unies pour faciliter leur disponibilité en temps opportun ;
  • Assurer que les rapports médicaux sont conservés de manière strictement confidentielle ;
  • Maintenir des fournitures et équipements médicaux d’urgence à servir en cas d’urgence
  • Réapprovisionner les trousses de premiers secours et autres fournitures médicales essentielles dans les autres lieux d’affectation à l’intérieur du pays ;
  • Recommander l’achat des vaccins, fournitures et équipements médicaux, et assurer la mise à jour de l’inventaire ;
  • Maintenir les rapports médicaux de tous les personnels des NU et conseiller les mesures préventives de santé aux nouveaux personnels ;
  • Préparer les rapports périodiques (trimestriels) des fonctions, visites, évacuations sanitaires et traitements du Bureau et envoyer au Service Médical des NU
  • Conseiller sur les étapes de la santé préventive à entreprendre au lieu d’affectation et assumer d’autres responsabilités jugées nécessaire par le Directeur du Service Médical et/ou la Coordonnatrice Résidente des NU.
  • Coordination des activités UN Cares :
  • Planifier et organiser les formations des points focaux et pairs éducateurs;
  • Diffuser les politiques des NU sur le COVID19;
  • Assurer les campagnes d’information, éducation et communication.

Description of task

Within the delegated authority and under the supervision of Head of the WHO Country Office, the UN Volunteer will:

1. Develop and implement an innovative resource mobilization action plan for the Country Office to ensure sustainable financing for core and emergency activities.

2. Researches the interests and application requirements of the main donors and other sources of funding to the country. Drafts proposals, donor briefings, reports and updates to ensure accurate and timely reporting;

3. Maintain partner relations through innovative approaches (e.g, quarterly partner briefing) ; while concisely, clearly and convincingly communicating WHO yearly/biennial strategic direction; proactively contributes in negotiations for rapid donor.

6. support the management of multiple projects throughout the project life cycle; monitor implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements; work closely with procurement, logistics, HR and technical staff to monitor the overall implementation of projects in the country office;

7. Liaise with coordination agencies in the country to ensure that the Country Office participates in system-wide resource mobilization activities and that it effectively engages with staff of Country-Based Pooled Funds to secure funding from those sources;

8. In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about both Health Sector and WHO’s strategies and work to encourage them to fund the overall health sector response to affected populations and to WHO’s strategic plans and proposals;

9. Performs any other relevant duties, as required by the supervisor.

Description of task

Within the delegated authority and under the supervision of the Communications Lead, Department of UHC/Noncommunicable Diseases and Mental Health (UHC/NMH), or his/her designated mandated representative(s), the Technical Officer (UHC/NMH) will:


1- Facilitate the implementation of advocacy and communications activities for prevention,management and treatment of noncommunicable diseases and mental health, in collaboration withthe Department’s Communication Lead and other technical units in the Department of UHC/NMH,with a special focus on tobacco control.
2-Follow up with countries on their advocacy work related to noncommunicable diseases and mentalhealth, with particular attention to tobacco control.
3-Develop a work plan and/or strategy for the Department’s advocacy work, with a regional andnational focus.
4-Follow up with external and internal partners on the implementation of different advocacy products.
5-Support countries in the implementation of their advocacy projects, as needed.

7-Develop, and support the design and production of advocacy materials, including messaging, write-ups, email templates, GIFs, etc. for the Department’s annual health days, with a special focus onWorld No Tobacco Day, and for priority non-WHO health days, for use on multiple platforms,mainstream media, and online and social media, with a special focus on tobacco control.
8-Engage in developing and contributing to advocacy work related to novel tobacco and nicotineproducts, in addition to traditional tobacco products.
9-Produce relevant, high-quality advocacy tools, including audio-visual, photographic and printedmaterials, multimedia presentations, social media, videos and press releases, etc., to highlightWHO’s work in the areas of Noncommunicable Diseases and Mental Health, with a special focuson tobacco control.
