Description of task

Under the direct supervision of Chief Budget Officer (CFBO), the UN Volunteer will undertake the following tasks:

- Prepares and submits draft cost estimates for review/finalization by the CFBO;

- Analyses and approves the requirements submitted by the mission’s administrative sections and

substantive offices;

- Manages and prepares the allotments, sub-allotments and redeployment of funds when necessary in

order to ensure that funds are available to carry out the mission’s activities;

- Assist the CBO in the preparation of budget performance reports and other reports as required;

- Liaises with section chiefs, substantive offices and the office of the Head of the Mission to coordinate

on budgetary matters;

- Keeps record of requisition and purchase orders raised by Account Holders;

- Review and monitor budget expenditures;

- Assist CFBO in elaboration of resource agreements;

- Undertake research and provide support to CFBO;

- Monitor budget implementation;

- Completes monthly staffing incumbency reports;

- Produces monthly expenditure reports for distribution to Section Chiefs

Description of task

Under the overall guidance of the head of the Management Support Unit and direct supervision of the M&E Analyst, the UNV is expected to perform the following duties pertaining to the covid-19 Emergency Response Project implemented by the Sudan Federal Ministry of Health, and independently monitored by UNFPA:

Ø Lead the development of the project Monitoring and Evaluation Calendar for field/site visits covering facilities, institutions and beneficiaries of the covid-19 Emergency Response Project;

Ø Provide guidance and support to the project’s national UNVs/M&E to conduct quality project monitoring and reporting;

Ø Ensure that the monitoring activities are well documented using standard template and procedures and shared with responsible partners at Khartoum and state levels for follow up on actions;

Ø Contribute to development of results-based monitoring tools and procedures in the context of the Project Monitoring and Evaluation Plan;

Ø Provide the Country Office with quality monthly update on implementation and progress of the covid-19 Emergency Reponses Project for development of quarterly reports for submission to the Project Management Unit for decision making;

Ø Collect inputs from the focus states - through the national UNVs and partners - on implementation, do quality check and contribute to the development of annual progress reports to stakeholders and donors;

Ø Analyze and asses how findings of monitoring, reviews, assessments and other studies related to the project are analyzed, disseminated and taken into account in ongoing project planning and management;

Ø Promote knowledge sharing and continuous learning, and documenting innovation strategies, approaches, lessons learned and best practices arising from the project implementation;

Ø Ensure that requirements including impartiality and conflict of interest of team members are complied with. Ensure accurate documentation of any actual or perceived conflict of interest.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

Description of task

Under direct supervision of the Director of the assigned Office, the Programme Management Officer will be responsible for the following duties:

  1. Act as the programme/project focal point of the Office:
  • Develops, implements, and evaluates programmes/projects;
  • Monitors and analyses programme/project development and implementation at all stages, including the analysis of implementation difficulties and initiating remedial action;
  • Provides periodic progress reports on the programmes/projects’ implementation, including fund utilisation;

  1. Provide substantive/technical support to the Office:
  • Researches, analyses, and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
  • Undertakes survey initiatives; designs data collection tools; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
  • Organizes & prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc;

Description of task

Within the delegated authority and under the supervision of Communication for Development (C4D) Specialist or his/her designated mandated representative(s), the UN Volunteer Communication for Development Officer will:

Support the strategy design and development of C4D activities

  • Conduct research, and/or participate in conducting comprehensive C4D situation analysis of social, communication, cultural, economic and political issues in the country. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning the C4D component of the Country Program of Cooperation;

  • Collect, synthesize, draft and/or organize materials and related documentations for evidence-based C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results. Assess, select and/or recommend appropriate information and materials for C4D initiatives verifying accuracy and quality for dissemination;

  • Monitor and assess the impact of C4D strategies and activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to the implementation of C4D activities

  • Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality C4D materials and/or organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change;
  • Provide technical, administrative and logistical support and background materials to carry out C4D strategies and activities and recommend operational strategies, approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact. Assess and recommend potential contacts, networks, resources and multiple/social/digital media and tools to support maximum impact and outreach of C4D initiatives.

  • Collect, assess and organize information for budget planning and management of program funds and prepare documentations and related materials for financial plan for C4D initiatives.   • Build and maintain partnerships through networking and proactive collaboration with national and international civil society organisations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness;
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users, and disseminate products to key audiences including partners and donors;

Description of task

Under the direct supervision of head of reproductive health unit, reproductive health specialist the national UN Volunteer will undertake the following tasks:
