Description of task

Sous la supervision directe de coordinateur national du projet, en collaboration avec le PNUD et la DGEF, le/la Volontaire des Nations Unies effectuera les tâches suivantes:

  • Fournir une assistance technique et stratégique à l’équipe du projet dans la mise en œuvre et leur suivi des activités relatives à la mobilisation des ressources, l’adduction en eau potable et à l’irrigation ;
  • Apporter son appui dans l’élaboration des termes de références, des dossiers d’appels ; d’offres aux marchés de constructions des ouvrages hydrauliques agricoles et leurs annexes ;
  • Participer à l'élaboration des prescriptions techniques des travaux à réaliser, à l’élaboration des Dossiers d’appels d’offres et à l’évaluation des offres ;
  • Appuyer l’équipe du projet dans ses actions d’information, d’éducation et de communication des agriculteurs, notamment les principaux bénéficiaires des infrastructures et équipements hydrauliques agricoles ;
  • Appuyer la DGEF dans son rôle de maitrise d’ouvrage avec les prestataires (Bureaux d’études, consultants etc ) ;
  • Contribuer à l’élaboration et l’exécution d’un plan de renforcement des capacités des institutions au niveau national et des collectivités afin qu’elles intègrent la dimension changement climatique dans la gestion des ressources en eau et dans la révision des politiques de développement ;
  • Contribuer à la rédaction et à la diffusion des rapports d’activité du projet ;
  • Superviser les travaux d’aménagement des sources de captage des eaux et de forage, des réseaux d’adduction d’eau potable ainsi des infrastructures connexes (ouvrages de stockage, réseaux d’irrigation et impluviums) ;
  • Apporter son appui dans la mise en place d’un mécanisme de suivi des chantiers de construction des infrastructures ;
  • Participer au suivi d'exécution des contrats des travaux et services pour les infrastructures urbaines et rurales ;
  • Participer à la réception des ouvrages et infrastructures réalisés suivant les normes prescrites ;
  • Exécuter toutes autres tâches qui pourraient lui être demandées par la Coordination Nationale du projet et la DGEF ;
  • Participer à la validation des travaux des infrastructures agricoles et rurales à réhabiliter ou à̀ construire (les adductions, forages et sources d'eau ;
  • Elaborer les rapports d’activités, les rapports techniques sur l’évolution des travaux, un rapport sur les leçons apprises et tout autre rapport en ligne requis par le Programme VNU.

Description of task

Within the delegated authority and under the supervision of Chief of Field Office or his/her designated mandated representative(s), the UNV C4D Officer will:

1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, cultural, economic, communication and political issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning C4D strategy and interventions in the region.
  • Collect, draft and/or organize materials and related documentations for C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess the impact of C4D activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with relevant Regional Bureaus, Programme Officers, the C4D unit, and other relevant stakeholders
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific Communication for Development components with objectives and activities aimed at different levels:
  • behavior development/change individual/household/facility levels;
  • community participation, social change and collective action at community level; and
  • social mobilization of community-based organizations and advocacy for decision makers;

2. Support to the implementation of C4D activities

  • Collaborate with internal and external partners to provide operational and technical support to the design of C4D strategies, and research, develop, test, produce and use quality C4D materials and/or organize events and activities to ensure maximum outreach and impact on behavioral and social change of target audience.
  • Assess and recommend potential contacts, networks, resources and tools to support the maximum impact and outreach of C4D initiatives.
  • Follow up on the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

​3. Advocacy, networking and partnership building

​Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.

  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Provide technical support to UNICEF, regional sector bureaus and partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D

4. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with national/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
  • Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
  • Provide technical and coordination support to C4D trainings at regional, Zonal, and Woreda levels for Government counterparts, partner organizations, and their volunteer networks.
  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, medias, etc.) in terms of coordination, planning, monitoring of C4D interventions including use of emergency communication materials for creating a strategic network of social mobilization trainers

5. Monitoring and Reporting

  • Undertake regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments / KAP surveys
  • Compile regional C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps
  • Participates in regional and Zonal coordination mechanisms and follow up on C4D tasks
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Description of task

Within the delegated authority and under the supervision of Senior Protection Officer or his/her designated mandated representative(s), the UNV Protection Assistant will:

  • Observe and respect RSD transition related Standard Operating Procedures (SOPs).
  • Draft Resettlement referral as per required by the RSD reviewers.
  • Keep track of vulnerable cases in need of inter-unit follow for monthly dispatch to relevant units.
  • Maintain physical files to be presented to the Technical Advisory Committee in good order until the Commissioner of Refugee Affairs’ endorsement and the subsequent decision issuance.
  • Ensure accurate and regular filing of TAC profiles and of the copy of the Notification of Recognition Letters issued to persons of concern.
  • Support the registry unit in retrieving files called for RSD interview or requiring urgent RSD review.
  • Assist in mitigating fraud by reporting suspected fraud.
  • Act as a backup to prepare the RSD schedule and ascertain relevant interpreters and rooms are available to conduct scheduled RSD interviews.
  • Act as a backup to facilitate liaison with Refugee Affairs competent authorities for the joint issuance of RSD decisions personal and other relevant documents, when appropriate.
  • Act as a back up to provide counseling to persons of concern who inquire about their cases through email or telephone call. Alert and follow-up on cases with supervisor regarding any relevant protection concerns and RSD fast-tracking. Act as a backup to handle the RSD desk.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Under the direct supervision of the Senior Protection Officer (CRRF), the Field Assistant will undertake the following functions in Dzaleka refugee camp;

  • Assist in monitoring the implementation of UNHCR programmes, including the delivery of services by partners, distribution of all humanitarian assistance and monitoring of camp infrastructure.

  • Assist the camp office with administrative tasks as required, including, welcoming and directing visitors to the appropriate staff/units and assist authorized personnel while within the office premises and during field visits.

  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries as might be required.

  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

  • Maintains regular contacts with local authorities and implementing partners as requested and guided by the supervisor.

  • In coordination with implementing and operational partners, assist in the reception, registration and provision of assistance to refugees and other persons of concern to UNHCR.

  • Follow up, on regular basis, the overall situation of persons of concern in the camp and other areas where they have been accommodated and report to the supervisor accordingly.

  • Receive mails on behalf of UNHCR camp Office, distribute the mails to the concerned staff/units and ensure delivery of mails and other items to the Office in Lilongwe.

  • Liaise with all UNHCR staff, schedule and issue appointments slips for refugees and other persons of concern who may wish to see UNHCR staff.

  • Manage the interpreters’ roster and assign interpreters for staff during working hours.

  • Support in organizing UNHCR functions; and assist UNHCR staff in organising venues for workshops and events in Dzaleka refugee camp.
  • Submit requests for items (stationery and cleaning materials) required for office use in Dzaleka and maintain weekly/monthly stocks.

  • Ensure the office premises in Dzaleka camp are in good condition at all times, report any damages and needs for repairs to Admin in the office in Lilongwe.

  • Perform any other duties as might be required by the office.
