Description of task

Under the supervision of the project coordinator, the Project Management Unit or their designated representative(s) and the local Forest+ coordinator, the UN Volunteer will be responsible for the execution at the state level of the actions of the Plan to Support the States of the Legal Amazon, and for the implementation of the Floresta+ Amazônia Pilot Project, including the following activities:

  • To prepare the Working Plan altogether with the Project Management Unit and the Supervisor, and to execute it as established;
  • To define adaptive strategies, documentation and procedures to ensure the achievement of expected outputs;
  • To coordinate with the state institution responsible for the CAR to prioritize and increase the efficiency of the analysis of rural properties' CAR whose owners/holders are potential beneficiaries of the Forest+ Amazonia Pilot Project, as well as to increase the number of CARs i) active; ii) with an approved legal reserve; and iii) in one of the two categories "analyzed without pending" or "analyzing waiting";
  • To plan and to execute campaigns, altogether with the State Environmental Agencies (OEMAs), and other institutions related to the subject, to resolve pending issues in the CAR with the owners/holders of rural properties potentially eligible for the Forest+ Amazonia pilot project;
  • To define and implement strategies to increase compliance with notifications from the SICAR Owner/Holder Center, and to engage potential beneficiaries of the Forest+ Amazonia pilot project;
  • To plan and execute campaigns, altogether with the State Environmental Agencies (OEMAs) and other institutions related to the subject, to join the Forest+ Amazonia Pilot Project with the owners/holders of rural properties potentially eligible for the Forest+ Amazonia Pilot Project.
  • To support the implementation of the Forest+ Amazonia pilot project communication campaign in the UF. The campaigns should be carried out in strategic regions of the state that allow for greater effectiveness of the activity, including actions in several municipal urban centers and rural areas;
  • To coordinate the local UN Volunteers team and counter service activities of the CAR to be provided by the Forest+ Amazonia pilot project;
  • To participate in training events related to the process of environmental regularization of rural properties promoted by the state or by the Brazilian Forest Service. Attending to all training and knowledge transfer events in the context of supporting the environmental regularization of rural properties through the Forest+ Amazonia pilot project;
  • To carry out technical training at the State Departments of Environment and Agriculture, as well as at institutions supporting rural property owners and holders, on the procedures for joining the Forest+ Amazonia pilot project;
  • To monitor the progress of the Forest+ Amazonia pilot project activities carried out by partner institutions, in order to identify synergies and redundancies between planned and ongoing actions;
  • To carry out the registration of actions, activities and results achieved;
  • To collect data and information on local actions as required by the Project Management Unit and the Project Technical Coordination Unit;
  • To prepare follow-up reports on local activities;
  • Other related tasks may be requested or assigned by the supervisor.

Description of task

Under the direct supervision of the Monitoring and Evaluation Specialist, and in close collaboration with the SPM&E Team and Programme Sections, the National UN Volunteer Monitoring and Evaluation Officer will undertake the following tasks:

Support the M&E function in UNICEF Brazil and the implementation of the studies, researches and evaluations planned in the Integrated Monitoring, Evaluation and Research Planning (EISI Plan)

  • Support the preparation, consolidation and follow-up of the 2021 and 2022 EISI plan and M&E work plan;
  • Support data collection, data analysis and quality assurance for the studies, researches and evaluations planned for 2021 and 2022.
  • Provide ad-hoc support to M&E and evidence generation activities planned for 2021 and 2022, including the ones related to the Brazil Country Office’s (BCO) responses to the Covid-19 Pandemic and the Venezuelan Migrant Crisis.

Support activities related to Situation Monitoring and Assessment

  • Follow national research and databases for the most up-to-date information on the situation of children and adolescents;
  • Help prepare Concept Notes, Terms of References, reports, summary briefs and analyses on a range of themes to support the BCO, including related to the Covid-19 and the Venezuelan Migrant Crisis.
  • Support data collection, updates, quality control and preparation of briefs for a range of local, regional and international initiatives.

Support activities related to Programme Performance Monitoring

  • Support the Deputy Representative, Planning Officer, and SPM&E team in the implementation of mid-year and annual programme reviews;
  • Support data collection and consolidation for reporting on M&E outputs and outcomes during mid-year and annual programme reviews;
  • Support the implementation of SPM&E’s responses to the Covid-19 Pandemic and the Venezuelan Migrant Crisis.

Support the preparation of Country Office Annual Report (COAR)

  • Support data collection, quality control, preparation and consolidation of specific chapters of the COAR 2021.

Support the implementation and management response of selected evaluations and studies

  • Support the design, implementation and management response of the evaluations undertaken and planned for 2021-2022, including the current Country Programme Evaluation (CPE).

Support the implementation of UNICEF’s equity approach

  • Support data collection, analysis and quality assurance of selected initiatives that promote UNICEF’s equity approach, including in the finalization of the current editions of the UNICEF Seal and the Platform of Urban Centres (PCU) initiatives.

Description of task

  • To support, within the scope of State Secretariats, Federations, Unions and Rural Cooperatives, among other institutions, the owners and holders of rural properties of up to 4 fiscal modules, in the process of meeting the notifications and rectification of the CAR;

Description of task

En el marco de la autoridad delegada y bajo la supervisión de la Coordinadora de Gestión Fronteriza y Manejo de la Información o su representante designada/o, la/el Voluntaria/o de la ONU llevará a cabo las siguientes tareas:

  3. Implementar las actividades enmarcadas en los proyectos de acuerdo al plan de acción de la OIM.
  4. Provisión de información y orientación a la población en movilidad humana.
  5. Brindar asesoría jurídica con respecto a la vulneración de derechos y acceso efectivo a la justicia.
  6. Brindar asesoría legal respecto al acceso a derechos (salud, educación, laboral, medios de vida, servicios de justicia) a población en movilidad humana sobre procesos de registro y regularización en Ecuador.
  7. Derivar los casos identificados y que requieran atención prioritaria a las entidades gubernamentales correspondientes acorde al requerimiento.
  8. Identificar, documentar y realizar el respectivo seguimiento a casos atendidos y derivados.
  9. Realizar actividades orientadas a brindar asistencia y participar en actividades de capacitación y de carácter territorial.
  10. Elaborar reportes sobre las actividades realizadas.
  11. Ingresar información y mantener actualizada la base de datos de población beneficiaria de la OIM.
  12. Elaborar documentos sobre los principales obstáculos que enfrenta la población para acceder a los derechos, tendencias y tipologías de casos, y sobre estrategias de intervención.
  13. Prestar apoyo si se requiere a las actividades lideradas por otras áreas de la OIM, en la entrega de asistencia humanitaria directa, en comunicación con programas y socios implementadores de la OIM; organismos de cooperación, las ONG y las instituciones públicas a nivel local.
  14. Asistir con la recopilación de información diaria sobre la asistencia que brinda la OIM y el trabajo realizado en terreno a la coordinación y al jefe de oficina.
  15. Realizar un monitoreo constante de la calidad, cantidad y pertinencia de la asistencia brindada por la OIM, mediante matrices, encuestas y mecanismos de retroalimentación.
  16. Contribuir en la preparación y participar en reuniones internas y externas, y asistir en la preparación de presentaciones, ayudas memorias, protocolos y similares;
  17. Contribuir a la transversalización del enfoque de protección en la asistencia humanitaria. (1) seguridad y dignidad, (2) acceso efectivo, (3) rendición de cuentas y (4) participación y empoderamiento de las comunidades afectadas dentro de la asistencia a ser brindada.
  18. Participar activamente en los espacios de coordinación sobre Gestión Fronteriza y Manejo de la Información de la OIM.
  19. Cualquier otra actividad que se requiera o sea asignada por la Coordinadora del Área y/o Jefe de Oficina local.

  5. Realizar informes de seguimiento y una propuesta final de optimización del uso de FOGEPS para las COAC calificadas y de estrategia para captar nuevas COACs.

Description of task
  • Coordinar la implementación de las acciones del MYRP en la provincia de Guayas con los socios implementadores, las instituciones públicas involucradas y los demás actores que se estimen pertinentes.
  • Aportar técnicamente al diseño de acciones a ser implementadas en el marco del MYRP a nivel nacional y en particular para su adecuación y adaptación a la realidad y necesidades de la provincia del Guayas.
  • Dar continuidad al acompañamiento a las instituciones educativas, en la Inclusión en el Sector Educativo, en la provincia de Guayas.
  • Reportar la situación de la gestión territorial en Guayas de manera bimensual a través de informes de avances y monitoreo de los objetivos planteados por la coordinación territorial.
  • Formar parte activa de las reuniones de coordinación general buscando promover la optimización de los recursos y resultados esperados.
  • Informar sobre las alertas territoriales y realizar las respectivas recomendaciones de resolución para la efectiva implementación de todas las acciones en territorio.

Tareas adicionales:

  • Considerar los avances de la coordinación de gestión de conocimiento, monitoreo y evaluación del programa y avanzar de manera articulada con el equipo de coordinación territorial.
  • Contribuir al seguimiento de la coordinación territorial del programa y del monitoreo de sus resultados en Guayas, manteniendo estrecha coordinación con los espacios de coordinación interinstitucional locales y el equipo del Ministerio de Educación en sus niveles desconcentrados. Todo ello, en articulación con la coordinación territorial del Programa.
  • Servir como punto de enlace entre las contrapartes y socios implementadores de la UNESCO que tendrán acciones en la provincia de Guayas, así como la coordinación entre las acciones que desarrollen los distintos miembros del GTRM a nivel local y el GTE.
  • Garantizar que se mantenga un enfoque de género en todas las actividades, incluidas las actividades específicas.
  • Preparar información para las reuniones bimensuales y comunicaciones periódicas del Programa, considerando la implementación territorial del Programa en Guayas.
  • Asegurar el cumplimiento de protocolos, normas y procedimientos administrativos financieros y de los reportes que fueran requeridos.
  • Otras funciones necesarias para la óptima ejecución del Programa y para el correcto posicionamiento de la UNESCO en la provincia del Guayas.
