Description of task

The UN volunteers will be based in the Project Management Office, located in the Beijing Volunteer Service Federation office. Under the primary supervision of the National Programme Manager ( NPM ) and secondary supervision of the Country Coordinator of UNV in China, working closely with UNV China and the PMO staff, the UN Volunteers will undertake the following tasks:

Assisting NPM with results oriented project management and implementation.

  • Assist in planning of the project implementation including the development of the annual work plans, terms of references and other project management documents as needed
  • Provide hands-on planning and support to the implementation of project activities
  • Ensure monitoring of timeliness and quality of project implementation
  • Prepare financial reports and disbursement plan within timely frawework
  • Prepare various reports to summarize the key progress/suggestions for adjustment by referring to outputs and activities
  • Draft quarterly and yearly progress reports to be submitted to UNV/UNDP and CICETE offices
  • Report to UNV on the project implementation regularly. Support any missions or events upon requests from UNV as project site visits, promotional articles, success stories and good practices, including content sharing and photos, and establish of UN Volunteers Alumni network.
  • Other related tasks assigned by NPM

Facilitating Monitoring and communication among key partners and participating volunteering involving organizations.

  • Maintain regular project reporting mechanism through daily communication and monthly project meetings arrangement between PMO, CICETE, UNV, and UNDP.
  • Develop and implement the M&E framework to ensure regular, mid-year and year end monitoring and evaluation by aligning with project outputs and results and make technical suggestions on adjustment
  • Ensure internal communication with other departments located in BVF and within Beijing Youth League for effectively planning and implementing project activities
  • Maintain regular communication between CICETE, UNV, UNDP and other key stakeholders on project financial management and respond promptly to requests for budget preparation, budget revision and project financial reporting

Facilitating the management of knowledge products and multilateral knowledge sharing and learning

  • Collect, analyse and compile relevant data, information in the areas and contribut to the international and cross-country learning and sharing initiatives
  • Coordinate among academia, UNV and local partners in the drafting of the Status of China volunteerism report and compile policy recommendations and conduct research on international partnerships and cooperation
  • Facilitate the organization of international conference/forum to support multilateral knowledge exchanges and experience sharing
  • Support the translation in both Chinese and English for key events, publication, daily communication with UNV HQ, Regional offices and Field Unit as well as other ad hoc translation work

Develop PMO advocacy strategy to promote the project results and youth engagement for overseas volunteering programme through new social media platform, websites etc

Description of task

Under the direct supervision of the responsible SMU Team Leader, the UN Volunteer will undertake the following tasks:

  • Maintenance of UN House Data Center and all servers infrastructure from UN House including HP Encloser C7000, HP DL 380 G9 servers, HP 4330/4730/4500/2040 SAN Storage, HP 6600 Switch, HP Virtual Connect and others as required;
  • Coordinate with other units regarding essentials needed for Data center to operate smoothly such as replacing faulty air condition, power supply with backup generator, UPS and networking for connectivity;
  • Maintain VMware Replication between UN House and Tomping for disaster recovery and Business continuity on installed and configured VMware Replication appliance such as HP 2040 SAN Storage for replication;
  • Identify and rectify any replication issues such networking and other errors;
  • Maintenance of all installed and configured VMware Horizon 7.4 VDI infrastructure with its components like Horizon View Administrator, View Composer and SQL database;
  • Provide full range of technical assistance in the area of server operation and administration such as installed, configured and deployed Virtual Infrastructure such as VMware Esxi, vCenter, VDI, Active Directory administration such as set account expiry for user account upon checkout, IP address assignment, DNS and DHCPconfiguration, Internet Proxy settings and SEP antivirus servers/clients update;
  • Monitor and act as required regarding deployment of O365 and windows updates via Microsoft SCCM;
  • Provide 2nd level of support to helpdesk and regional office as required;
  • Perform other related duties as may be required from time to time by FTS Management.

Description of task

Under the direct supervision of the Senior Civil Affairs Officer/Civil Affairs Director, Civil Affairs HQ Information and Analysis Cell Team Leader, or the relevant State Office Team Leader, or periodically their respective designate, the UN Volunteer will undertake the following tasks:

  • Producing accurate, timely and edited consolidated daily reports based on inputs received from the state and HQ offices or from within a state office. Producing consolidated thematic weekly and monthly reports on the central themes, issues and associated Civil Affairs actions based on inputs received from state and HQ offices, or from within a state office. Reporting to adhere to the key aspects of the UNMISS Civil Affairs mandate, guided by UNSC Resolutions 2304 to assist the protection of civilians and support implementation of peace agreements with emphasis on conflict management including early warning and interventions at the local and state levels;
  • Maintain a mechanism to track use of Result Based Budgeting (RBB) tools and maintenance of the RBB database;
  • Establish and maintain a Civil Affairs Division (CAD) partners/contacts database;
  • Provide of briefings and other analytic reports as required on political developments, peace processes, conflict and insecurity;
  • Working with designated information technology staff to manage Civil Affairs information and produce summary reports;
  • Consolidate for market information received from or produced by a state office(s) and incorporating into a database that produces trends and other summary information;
  • Participate in meetings on behalf of CAD with other UN Agencies, civil society organisations and other partners, both local and international;
  • Liaise with partners to disseminate the UNMISS and CAD mandate;
  • Support the organisation of workshops and other team building activities;
  • Perform and supervise national personnel, governmental or non-governmental counterparts for capacity development through coaching, mentoring and formal and on-the-job training;

Description of task

Within the delegated authority and under the supervision of Procurement and Supply Chain Specialist or his/her designated mandated representative(s), the UN Volunteer Procurement and Supply Chain Management Officer will:

  1. Ensure full compliance of procurement activities with UNDP rules, regulations, policies and strategies implementation of the effective internal control, proper functioning of a client-oriented procurement management system:
    • Prepare and draft the procurement documentation of the project including RFQ, ITB, RFP as well as micro purchasing and other direct sourcing when applicable
    • Advise on project procurement activities and sourcing strategies that meet UNDP procurement principles liaise with relevant corporate procurement entities for advice and follow up in coordination with CO
    • Preparation of reports as requested on status of procurement activities
    • Make presentations to national counterparts and other stakeholders on UNDP procurement process a status of specific procurement processes if needed
    • Elaboration and implementation of cost saving and reduction strategies in project procurement
    • Implement contract strategy for the project including tendering processes and evaluation, contract appraisal, evaluation, and negotiation of offers, management of the contract and contractor, considerations and payment conditions, risk assessment
    • Conceptualize, elaborate, and implement strategic procurement in the project including sourcing strategy supplier selection and evaluation, quality management, customer relationship management procurement introduction and promotion, performance measurement
    • Respond in a timely manner to any queries and provide any clarification or progress/status reports relevant to project procurement that may be requested by the project management team; and
    • Consult with Procurement and Supply Chain Management Specialist for the preparation of monthly progress reports for project procurement activities.
  2. Efficient management of procurement processes for the GF grants with the following key responsibilities:
    • Prepares procurement plans and monitors timely initiation planned activities
    • Organizes procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations
    • Prepares Purchase Orders (POs) and contracts in Atlas, preparation of Recurring POs for contracting of services, vendor’s creation in Atlas
    • Ensure POs are duly prepared, budge checked and dispatched in a timely manner and takes timely corrective actions on POs with budget check errors and other problems
    • Monitors proactively the processing of the POs until delivery and documents any changes of timelines for enabling informed logistic and programmatic decisions
    • Prepares submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee Procurement (ACP;)
    • Support undertaking market research to identify availability and potential local sourcing of planned procurement activities
    • Identify risks and undertake mitigating actions in close cooperation with project team
    • Develop and/or implement an internal control system which guarantees that the purchase orders (POs) are duly prepared and processed
    • Manage the implementation of the monitoring system of procurement processes and mechanisms to eliminate anomalies in procurement; and
    • Prepare and submit procurement cases to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP) as required.
  3. Ensure elaboration and implementation of sourcing strategy and e-procurement tools with the following key responsibilities:
    • Develop and manage rosters of suppliers, elaboration of supplier selection and evaluation, quality a performance measurement mechanism.
    • Implementation of sourcing strategy and procurement tools for international tenders focusing on achievement of smooth implementation of e-procurement processes and knowledge transfer to the office/project staff as well as proactive work with supplier community for developing e-tendering knowledge usage/application skills.
    • Establish and promote quality assurance standards for maintenance and inclusion to the rosters.
    • Create various databases and key files necessary for contracting all selected experts and support the Government for the validation of orders in collaboration with the supervisor; and.
    • Implementation of E-Tendering, procurement planning tools and sourcing strategy:
    • Review of PROMPT entries and follow up with relevant projects on procurement planning.
    • Use of E-tendering system for all tenders.
    • Developing sourcing strategy for procurement plans.
  4. Ensures facilitation of capacity building and knowledge building and knowledge sharing focusing on achievement of the following results
    • Engages with the implementing partners, technical partners to strengthen national systems and health institutions, across functional area of PSM
    • Support the Procurement and Supply Chain Specialist in the development of capacity development and transition strategies to support national entities to implement and assume the PR role, ensuring access to appropriate tools and resources.
    • Organization of trainings for the operations/ projects staff on PSM
    • Synthesis of lessons learnt and best practices in PSM.
    • Maintaining electronic and hardcopy files and records to ensure proper documentation; and
    • Maintaining up to date procurement tracking tool and report to Procurement and Supply Chain Specialist as and when needed.
    • Any other duty assigned by the Procurement and Supply Chain Specialist.

Description of task

Under the direct supervision of please complete with the function of the supervisor the UN Volunteer will undertake the following tasks:

Strategy:

  • Prepare plans for delivery of relief items according to operational needs.
  • Apply UNHCR's procurement strategy when planning for purchase of important commodities and services.
  • Through regular physical verification of Property, Plant and Equipment (PPE) establish their status, propose old and obsolete PPE for disposal and plan for the arrival of replacement items.

Operational Support:

  • Contributing within the Multifunctional team to Identify partners, in particular for supply chain projects, based on objectives, priorities, strengths and resources of the partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
  • Resolve difficulties in the local supply chain by finding solutions to problems and bottlenecks, and provide regular reports on supply chain activities, the status of requests and the availability of items in the supply chain.
  • Ensure timely customs clearance of consignments, and manage storage of goods according to "best practices" and UNHCR rules and regulations.
  • Maintain an efficient system for the release, distribution and redeployment of goods.
  • Coordinate transportation and distribution of relief items.
  • Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.
  • Coordinate activities of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
  • Through regular physical verification of PPE establish their status.

Infrastructure Support:

  • Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
  • Draft and dispatch quotation requests and/or tenders, assist in the evaluation of offers and draft bid-tabulations, and prepare proposals for award of contracts to the Committee on Contracts.
  • Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence;
  • Monitor the manufacture/transport of ordered goods to ensure timely delivery.
  • Analyse matters relating to procurement activities, and deliver information on all procurement activities within area of responsibility. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections.
  • Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration and marking of new PPE, and organisation of the physical verification of PPE.
  • Ensure that PPE agreements are properly issued and signed.
  • Ensure proper preparation of disposal forms and cases for the Asset Management Board.

  • Provides asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
  • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.
  • Business Support:

  • Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
  • Implement practical projects to improve supply performance that has clear objectives, timescales, tasks and resources defined. Monitor the project implementation and report on progress.
  • Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
  • Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on supply chain management.

Under the direct supervision of Chief Joint Mission Analysis Centre, the UN Volunteer will undertake the following tasks:

  • Maintain an understanding of the political, security, social-economic, and humanitarian situation in the Mission area and in the region.
  • Identify emerging issues, trends and dynamics that may have implications on the country and ability of the Mission to fulfil its mandate.
  • Collate, analyze and synthesize information to produce accurate and timely JMAC analytical products and briefings.
  • Deliver oral briefings, present visual presentations, and provide decision making advice to diverse audiences in various forums.
  • Assist in the maintenance and coordination of JMAC tools, including “Priority Information Requirements”.
  • Foster effective working relationship within JMAC and with Mission components, UNCT, and other partners.
  • Participate in fact-finding and other missions to the field.
  • Perform other duties, as assigned.

  • Good oral briefing skills are required.
  • Previous international experience in sub Saharan Africa is desirable.
