Description of task

Under the direct supervision of the Assistant Representative in charge of Supply Chain Management in Kinshasa the UN Volunteer will undertake the following tasks:

Strategy:

  • Prepare plans for delivery of relief items according to operational needs.
  • Apply UNHCR's procurement strategy when planning for purchase of important commodities and services.
  • Through regular physical verification of Property, Plant and Equipment (PPE) establish their status, propose old and obsolete PPE for disposal and plan for the arrival of replacement items.

Operational Support:

  • Contributing within the Multifunctional team to Identify partners, in particular for supply chain projects, based on objectives, priorities, strengths and resources of the partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
  • Resolve difficulties in the local supply chain by finding solutions to problems and bottlenecks, and provide regular reports on supply chain activities, the status of requests and the availability of items in the supply chain.
  • Ensure timely customs clearance of consignments, and manage storage of goods according to "best practices" and UNHCR rules and regulations.
  • Maintain an efficient system for the release, distribution and redeployment of goods.
  • Coordinate transportation and distribution of relief items.
  • Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.
  • Coordinate activities of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
  • Through regular physical verification of PPE establish their status.
  • Propose old and obsolete PPE for disposal and plan for arrival of replacement items.

Infrastructure Support:

  • Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
  • Draft and dispatch quotation requests and/or tenders, assist in the evaluation of offers and draft bid-tabulations, and prepare proposals for award of contracts to the Committee on Contracts.
  • Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence;
  • Monitor the manufacture/transport of ordered goods to ensure timely delivery.
  • Analyse matters relating to procurement activities, and deliver information on all procurement activities within area of responsibility. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections.
  • Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration and marking of new PPE, and organisation of the physical verification of PPE.
  • Ensure that PPE agreements are properly issued and signed.
  • Ensure proper preparation of disposal forms and cases for the Asset Management Board.
  • Organise the disposal of PPE, according to Asset Management Board decisions.
  • Provides asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
  • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.

Business Support:

  • Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
  • Implement practical projects to improve supply performance that has clear objectives, timescales, tasks and resources defined. Monitor the project implementation and report on progress.
  • Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
  • Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on supply chain management.
  • Adapt local supply chain structures to be consistent with the operational needs. Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Description of task

Under the direct supervision of the Unit coordinator, the UNV will undertake the following tasks:

  • Supports the unit coordinator to ensure an adequate information management system for Conflict Related Sexual Violence (CRSV) in the JHRO database.

  • Contributes to the review of CRSV information at a field level for R&I Unit and MARA coordinator.

  • Ensures a regular information exchange, close coordination and collaboration with the Child Protection Section.

  • Provides expertise and develops assessments on CRSV as part of protection plans in the framework of Protection of Civilians (through participation in the Early Warning Cell, SMGP-P, Protection Cluster and other platforms).

  • Supports and/or participates in the work of Joint Protection Teams, Joint Investigation Missions, Joint Assessment Missions, and Ad hoc Missions and ensures that CRSV is consequently and systematically integrated into reports and follow up/action plans.

  • Provides training to MONUSCO’s civilian, police and military components on the prevention of and response to CRSV. WPA is expected to closely coordinate and collaborate with each mission component in order to ensure mainstreaming of CRSV concerns in mission policies and activities, supporting the inclusion of prevention and response activities on CRSV in strategies, Standard Operating Procedures, etc.

  • Strengthens and supports the work of JHRO in the provision of CRSV training for non-UN actors including for FARDC (Forces Armées de la RDC) and PNC (Police Nationale Congolaise);

  • Works within the existing Sexual and Gender Based Violence (SGBV) coordination mechanism to contribute to the development and strengthening of the referral pathway for survivors in line with Standard Operating Procedures for the SGBV Prevention and Response (IASC, 2008);

  • Participates in all SGBV fora (Protection Cluster, FAI, AMS, PP, Data and Mapping, etc)

  • Supports the Government of DR Congo with the implementation of the National Strategy against Gender Based Violence (GBV) where needed and coordinates this support with relevant UN agencies such as UNICEF, UNFPA and UNHCR.

  • Supports capacity building for local authorities on CRSV prevention awareness and on early warning and response to CRSV.

  • Provides expertise to and supports the development and implementation of programs addressing sexual violence, funded by the International Support and Stabilization Strategy (ISSSS).

  • Works as a focal point for planning and implementation of Quick Impact Projects (QIPs)related to CRSV.

  • Coordinates and shares sexual violence data with the ISSSS Monitoring & Evaluation Support Unit (EEST) where relevant and monitors the impact of ISSSS Sexual Violence interventions in the stabilization priority zones.

  • Performs any other duties and ad hoc task as may be required.

Description of task

This UNV position will provide to the incumbent opportunity to improve understanding of concrete implementation of education strategies and programs.

Under the direct supervision of the Chief Education, the UN Volunteer will undertake the following tasks:

1. Support to education programme development, implementation and planning

  • Support the preparation, design and updating of the situation analysis to ensure that evidence guides UNICEF DRC’s education in development and emergencies programmes/projects.
  • Participate in strategic programme discussions on education program. Formulate, design and prepare programme proposals for education, including in emergencies preparedness and response ensuring alignment with the DRC country program document, Humanitarian Action for Children and Humanitarian Response Plan.
  • Provide technical and operational support throughout all stages of programming processes to education field colleagues to ensure integration, coherence and harmonization of programmes/projects with other sectors, such as Child Protection and WASH and achievement of results as planned and allocated.
  • Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results in an integrated and value for money approach.

2. Education Programme management support, monitoring and delivery of results with a strong focus on Education in Emergencies

  • Support education program oversee and implementation in the DRC 10 field offices
  • Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks and performance indicators to assess/strengthen performance accountability, coherence and delivery of concrete results for education programs/projects.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews to assess progress and to determine required action/interventions to achieve results.
  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
  • Actively monitor education projects through field visits and discussions with education field staff to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Monitor and verify the optimum and appropriate use of resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Provide technical guidance and operational (including budget and supply) support to education staff in field offices to support Education programming.

  • Draft policy papers, briefs and other strategic programme materials for management use.

Description of task

Sous la supervision de l’innovation specialist dans la section Communication pour le développement ou de son (ses) représentant(s) mandaté(s) désigné(s), le/la Volontaire des Nations Unies [stratège numérique et engagement des jeunes collaborera avec la stratege engagement digital. Il/elle appuiera la mise en œuvre du projet U-Report sur différents médias numériques et sociaux à travers les tâches suivantes :

Médias sociaux et U-report

  • Définition des stratégies de communication du projet U-report sur les réseaux sociaux;
  • Gestion des communautés de médias sociaux (Facebook, Twitter et Instagram);
  • Recrutement de u-reporters via les réseaux sociaux;
  • Préparer et publier du contenu (articles, nouvelles, photos, sondages) pour les médias sociaux et les blogs;

Description of task

Sous la supervision du Chef de l'Unité communication du bureau pays de l'OMS en RDC, le volontaire des Nations Unies effectuera entre autres les tâches ci bas:

Description of task

Under the direct supervision of the Head of Field Office, Bunia UNHCR Bunia the UN Volunteer will undertake the following tasks: the UN Volunteer will undertake the following tasks:

  • Ensuring that UNHCR Field operations are supported in carrying out shelter needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns;
  • Developing country level shelter strategies which are framed by UNHCR’s Global Strategy for Settlement and Shelter and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure;
  • Providing clear guidance on standards for shelter and settlement, including minimum emergency standards to meet basic and essential needs;
  • Together with UNHCR's implementing partners, compiling, analysing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government. When planning shelter works, ensuring that the technical component reflects UNHCR minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation;
  • Ensuring the shelter strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin;
  • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner and establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe;
  • Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations;
  • In consultation with UNHCR’s implementing partner and local communities themselves, identifying the need for community based Quick Impact Projects (QIPs) that can benefit the local and displaced communities;
  • The position requires regular contact with programme, protection and field staff in country in order to ensure technical support related to shelter and construction activities;
  • Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to shelter and infrastructure coordination and provision;
  • Maintaining regular contact with the Shelter and Settlement Section in Geneva regarding all technical matters.

Description of task

Under the direct supervision of GBV Coordinator/ specialist (Kwilu-based) and in close

collaboration with other colleagues involved on GBV projects, the UN Volunteer will undertake the following tasks:

Programme Development and Implementation

● Conduct field assessments and/ or situational analyses to determine needs and gaps for GBV prevention and response. Where possible, ensure that GBV issues are integrated into others’ assessments, including inter-agency assessments. Assessments should consider the needs of women, girls, boys and men separately and should focus on identifying gaps and trends to improve programming.

● Develop with colleagues and implementing partners if appropriate GBV specific prevention and response interventions in line with UNFPA minimum Standards for prevention and Response to Gender-Based Violence in Emergencies. In acute emergencies, these should particularly focus on service delivery and protection.

● Orient and if necessary conduct training for UNFPA staff, implementing partners, and national authorities in planning and implementing GBV programmes related to IDPs/returnees and host communities.

● Support capacity development of GBV implementing partners as well as other GBV actors facilitating their access to relevant training sessions and support or lead interorganizational capacity building activities on GBV, including on safe and ethical GBV information management, as well as verify that all UNFPA implementing partners undertake UNFPA GBViE online training

● Identify programme gaps in terms of prevention, mitigation and response to GBV .

● Regularly monitor and supervise, in person, quality of activities, developing as possible best practices and documentation.

● Identify capacity gaps of implementing partners and support their capacity building.

● Proactively engage with donors to raise additional programme funds in line with overarching vision and work plan.

● Develop fundraising proposals and concept notes in collaboration with the GBV team and other colleagues and under overall supervision of UNFPA GBV Programme Coordinator (Kinshasa-based),

● Ensure activities of UNFPA programme are widely communicated externally including towards sharing in relevant humanitarian mechanism, reports and social media

● Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes and maximize programme impact.

Interagency Coordination:

● Activate the GBV sub-cluster in Kwilu

Facilitate an inter-agency, multi-sectoral regional GBV sub-cluster and overseeing the response including development of key coordination tools such as referral pathways up to date and accessible, map current institutional response capacities, including facilitating mapping of GBV-specific 3/4/5Ws.

● Establish result-oriented, two-way communication channels with the central and sub-national GBV sub-clusters to ensure a standardized response to GBV.

● Work with partners to continually identify response gaps in line with proposed work plan (including geographic coverage and programmatic scope) and seek solutions to fill gaps. In collaboration with GBV Program Coordinator in Kinshasa, advocate with UNFPA as sub-cluster lead to address gaps not yet filled by partners.

● Promote/organize GBV campaigns to raise awareness on GBV (e.g. 16 days against GBV, day of the girl child).

● Support the establishment of the PSEA Network, the implementation of the global SOPs and that of community-based reporting

mechanism.

● Ensure all GBV sub-cluster partners and in particular UNFPA IPs are aware of national framework and protocols as well as relevant policy guidelines, technical standards, and other resource materials (go to www.gbvaor.net for the latest information), that have policies and procedures to address SEA, in line with international standards.

● Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, government, etc.). As feasible, engage MONUSCO sections active in addressing GBV (such as women protection or human rights), including but not limited to ensuring inter-agency inputs to the annual S-G’s report on conflict related sexual violence and bi-annual contribution to MARA

● Coordinate and collaborate with other actors in diverse areas such as Health, Child Protection, Shelter and NFI, Food Security, Logistics, Education to ensure integration of GBV- related action in their plans and to advocate for joint awareness-raising for non-GBV specialists.

● In consultation with non-governmental GBV actors and national civil society, identify appropriate mechanisms for working with and collaborating with provincial authorities on GBV issues

Monitoring and reporting

● Provide regular and comprehensive updates related to UNFPA’s progress to address GBV.

● Monitor GBV assistance provided by UNFPA through implementing partners to affected populations.

● Engage in monitoring and evaluation at UNFPA as well as inter-agency level, e.g providing analyses of available secondary data, participating in MIRA or other assessments and/or conduct GBV assessments and in support to align to standardized GBV incident report/intake form which is in line with the GBV Information Management System (GBVIMS).

● Monitor UNFPA’s GBV programme activities by keeping a close record of activities, such as capacity building, expenditures and agreements made with local partners

● Prepare regular progress reports and document lessons learned and challenges and share with the relevant UNFPA Regional Office, UNFPA Humanitarian and Fragile Contexts Branch, and other units as may be necessary.

● Contribute to drafting of reports and SitReps on UNFPA response as required as well as to GBV sub-cluster reports / fact-sheets, including for UNFPA SitRep and GBV SC SitRep for OCHA submission

Any Other Duties

● Perform any other duties as required by the DRC management, supervisor.

Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.

Assist with the UNV Buddy Programme for newly-arrived UN Volunteers.

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
