Description of task

Under the direct supervision of the Senior Mission Planning Officer and Chief of the MINUSMA Strategic Planning Unit (SPU), the UN Volunteer will undertake the following tasks:

  • Support the Senior Mission Planning Officer and the SPU in ensuring a strategic approach to the whole Mission’s activities in support of advancement of the mandate;
  • Work with the Senior Mission Planning Officer on supporting and operationalizing the drafting and adoption of the Mission strategic plan, the integrated strategic framework, action plans and other planning processes as required;
  • Provide substantive and practical support in implementing the Mission’s mandate and ensuring proper coordination within MINUSMA and with the UN Country Team, especially in regard to integrated planning processes and shared analysis;
  • Participate in various strategic planning exercises in coordination with the different Mission components and the UN Country Team;
  • Assist in coordinating activities related to planning/budgeting and in preparing related documents and reports as required, including responding to queries coming from HQ New York;
  • Develop and oversee an overall monitoring mechanism and ensure that all components of the mission are aware of their respective monitoring and evaluation duties;
  • Assist the Senior Mission Planning Officer in formulating and managing the implementation of the Mission’s programme of work, ensuring that activities are in accordance with the mandate;
  • Represent SPU internal, including in project review committees, and external meetings. Act as a resource as well as provide advice and facilitation to support planning and monitoring by the different mission components;
  • Keep the Senior Mission Planning Officer appraised on all matters requiring their direct attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up as directed;
  • Perform other relevant duties as required

Description of task

Under the direct supervision of the UNV Programme Manager (PM), the duties of the Coordination Officer will include but are not limited to the following:

  • Facilitate and coordinate the integration process of MINUSMA and Agencies components of the Field Unit;
  • Provide management support to the PM and the Programme Officer;
  • Coordinate the mobilization and recruitment of volunteers in collaboration with UNV HQ and all sections of the mission; including communication and updates to UNV PM and section chiefs / hiring managers;
  • Coordinate the arrival and check-in of newly recruited UN Volunteers;
  • Coordinate the check-out and departure of outgoing UN Volunteers, and update the related online systems and tools;
  • Input relevant UN Volunteer data to ATLAS for MINUSMA, UN Agencies and national UN Volunteers as necessary;
  • Support UNV PM during the budgeting and staffing exercise for the UNV component of the mission, including communication to sections, Budget Office, UNV HQ and volunteers;
  • Coordinate and supervise payroll consolidation;
  • Ensure information flow between UNV PM and UN Volunteers regarding all activities; act as focal point for inquiries about redeployment, local working and security conditions, accommodation issues, and all matters related to the Conditions if Service;
  • Process and maintain records of re-deployment, transfers and temporary duty assignments (TDY) for all UN Volunteers;
  • Act as focal point from UNV Field Unit for the security zone warden system;
  • Oversee approval of UN Volunteer leave requests and reports; monitor attendance;
  • Ensure that monthly volunteer statistics and post data reports are sent to UNV PM and to UNV HQ;
  • Support, in coordination with the UNV PM and the UNV Programme Coordinator, the planning and preparation of UNV HQ field monitoring visits;
  • Plan and participate to field missions outside Bamako;
  • Ensure effective coordination and logistical support in collaboration with the Public Information focal point for volunteer advocacy and social activities
  • Effective and efficient support of the Country Coordinator and UN partners in advocacy and outreach campaigns, such as the International Volunteer Day (IVD), presentation of promotional information with Host Entities, local volunteer organizations, etc.;
  • Support onsite and online volunteer mobilization that increases the number of volunteers;
  • In consultation with the Online Volunteering (OV) Programme Assistant in the respective Regional Office, , act as a focal point for online volunteers and accreditation of OV service organizations, focusing on supporting host entities with developing OV opportunities through advocacy engagements and promoting the concept of OV;
  • Support the deployment and assignment management of all UN Volunteer modalities;
  • Support the recruitment of national UN Volunteers, including updating and maintaining a national UN Volunteers local candidate talent pool in coordination with the Volunteer Services Centre (VSC);
  • Maintain files of all UN Volunteers assigned to the country, ensuring that all correspondence and periodic reports are properly kept in the respective volunteer management platform, and that related matters requiring action are brought to the attention of his/her supervisor;
  • Monitor and keep records of the contractual status of all serving UN Volunteers and flag to VSC follow-up actions
  • Maintain up-to-date volunteer leave records and ensure that all UN Volunteers manage absences as per the UN Volunteer Conditions of Service;
  • Maintain up to date contact records of all serving UN Volunteers, including their recognized dependents;
  • Ensure that initial contract documents, beneficiary forms and inventories of personal effects of UN Volunteers are up-to-date, and submitted to UNV headquarters, VSC (through the respective volunteer management platform) in a timely manner, in accordance with the relevant provisions included in the UN Security Handbook as well as in the UN Volunteer Conditions of Service;
  • Assist on the logistical and travel arrangements of arriving UN Volunteers and his/her recognized dependents;
  • Facilitate government clearance and entry visas of incoming UN Volunteers and their recognized dependents;
  • Provide the necessary support to UN Volunteers upon arrival, to open bank accounts as well as to complete forms required to obtain visas, residence permits, etc.;
  • Undertake tasks for the local support of the UN Volunteers and recognized dependents in the country including in the cases of medical evacuation, security evacuations or the death of a UN Volunteer;
  • Assist UNV HQ in ensuring all conditions are met before the payment of final entitlements to UN Volunteers at the end of their assignment.

Description of task

The work of this UNV position entails virtual/physical verification/certification of all goods received on behalf of MINUSMA done by the R&I Unit of the Centralized Warehouse Section. This includes mostly UNOE property, plant and equipment, as well as inventories type of items, but also may include others like fuel, lubricants, construction materials, commodities, etc. purchased by the United Nations or transferred from other Missions on behalf of MINUSMA. In addition, may include also conducting Board of Surveys for UN assets that have been raised for write-off.

Within the terms of the Organization’s delegated authority and under the supervision of the Chief of the Receiving & Inspection Unit of Minusma (R&I) in Bamako, Mali, the UN Volunteer will undertake the following tasks as requested:

  • Ensure that items received for cases assigned are in accordance with terms and conditions specified in the relevant Purchase Order (PO), Letter of Assistance (LOA) or Contract i.e. quantity, type, specifications, etc.;
  • Actively participate in the R&I procedures throughout the entire mission area for the delivery of rations and other assets as required;
  • Prepare reports for all R&I cases assigned following the established procedures of the unit including preparation of Physical Verifications Vouchers (PVVs), Physical/Virtual Goods Receipts (GRs), or any other;
  • Accurately input of all the related information of each assigned case into the UMOJA ECC property management software module used by MINUSMA and provision of information for any other related process or system used by the Mission as required;
  • Interact with R&I unit staff as well as with Procurement, Self-Accounting Unit (SAU), Property Control Unit (PCIU) if any, representing the best interest of the R&I unit in the best possible way;
  • Serialize and label all assets as required and in accordance with the Item Master Catalogue (IMC) and UMOJA system;
  • Ensure close coordination with Self Accounting Units, Procurement Section, and Centralized acquisition regarding new deliveries, storage, technical inspections and physical checks;
  • Submit periodic reports (i.e. weekly, monthly, etc.) reports to the Chief of the R&I Unit as requested. This may include also trip reports when on temporary duty assignment to regions (TDY) to perform work;
  • Perform of any other related tasks/duties, as assigned by the supervisor or Chief of the unit;
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

Description of task

UN Volunteers are expected to integrate the UN Volunteers programme mandate within their assignment as well as promote voluntary action through engagement with communities (urban & rural) during the course of their work.
