Description of task

Sous la supervision directe du Spécialiste en Finances du Programme Fonds Mondial, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Assurer la conformité des processus financiers, des enregistrements et rapports financiers et du suivi des audits sont conformes aux règles et à la règlementation du PNUD ;

  • Veiller au respect strict du système de contrôle interne ;

  • Participer à l’identification des processus opérationnels du projet et à l’élaboration des procédures standards de fonctionnement ;

  • Préparer les salaires mensuels de l’équipe de projet selon les règles et procédures du PNUD ;
  • Assurer le suivi et contrôle minutieux de tous les éléments du salaire ;
  • Assurer l’analyse mensuelle des comptes d’avance et la participation à la clôture annuelle des comptes ;
  • Assurer la gestion des comptes bancaires ouverts au profit des Bénéficiaires Secondaires ;
  • De façon proactive, faire des recommandations pour l’utilisation des économies ;
  • Assurer une bonne exécution de la modalité de paiement requise ;
  • Assurer une bonne gestion de risque financière ;
  • Procéder à la préparation des rapports trimestriels d’exécution financière ;
  • Assurer la revue de toutes les demandes de paiements et avances trimestrielles et procéder à leur préparation ;
  • Assurer le paiement des prises en charge des participants lors des formations organisées par les Bénéficiaires Secondaires ;
  • Participer à l’élaboration d’un registre des équipements achetés dans le cadre du Fonds Mondial ;
  • Participer à la formation des comptables des Bénéficiaires Secondaires ;
  • Participer aux formations en finance pour le personnel des opérations et du projet ;
  • Assurer la synthèse des leçons apprises et des meilleures pratiques en matière de finances ;
  • Faire des contributions de qualité dans les réseaux de connaissance et les milieux spécialisés ;

  • Assurer l’intégration transversale du genre dans la conception, le suivi et l’évaluation des projets relevant de son portefeuille ;

  • Appuyer les SR dans l’établissement des demandes de paiement y compris les documents requis ;
  • Élaborer ou mettre à jour les SOP pour la gestion financière y compris pour la gestion des assets au niveau des SR ;
  • Former les SRs à l’utilisation des SOPs ;
  • Assurer le suivi des paiements sur base des demandes de paiement pour les avances consenties aux partenaires dans le cadre de la mise en œuvre des projets et procéder à la vérification des états financiers et en particulier des pièces justificatives soumises ;
  • S’acquitter des tâches comptables diverses concernant les opérations par le suivi quotidien des bordereaux de paiement (vouchers) des projets au niveau de l’unité des Finances depuis l’initiation de la requête dans Atlas en passant par la soumission à l’approbation jusqu’au classement du voucher et des pièces justificatives ;
  • Assurer l’établissement des éléments de rapports financiers périodiques, des rapports d’étapes et des rapports de fin des échéances financières qui sont présentés aux bailleurs de fonds ;
  • S’assurer que les documents de support des paiements sont complets avant leur transmission aux Finances pour finalisation ;
  • Maintenir un système de contrôle des dépenses internes pour s`assurer que les vouchers sont correctement saisis, que les transactions sont correctement enregistrées et saisies dans ATLAS, que tous les paiements sont effectués et que les comptes bancaires des bénéficiaires sont crédités.
  • Vérifier dans Atlas l’exactitude des données bancaires du fournisseur, de la méthode de paiement, du COA et effectuer les contrôles nécessaires pour éviter une duplication dans paiements.
  • S’assurer que les conditions et les modalités de paiement soient conformes aux Purchase Orders et aux contrats pour les paiements avec PO ;
  • Initier les requetes des écritures de liquidation des avances par APJV (régularisation dans le journal comptable), assurer le nettoyage des vouchers avec exception de la réintégration afin d’éviter un impact négatif sur le dashboard ;
  • Maintenir un système de classement et d’archivage des documents er rapports financiers au sein de l’unité des Finances ;
  • Assurer toute autre tâche selon les besoins et sur demande du coordinateur de programme.

Description of task

Within the delegated authority and under the supervision of the Chief, Youth, Education and Advocacy Unit or his/her designated mandated representative(s), the UN Volunteer will work on:

  1. Coordinator of the UNEP sports program:
  • International Olympic Committee(OIC) partnership: With colleagues in UNEP and IOC, work to ensure the 2021 / 2022 workplan is delivered and seek out new opportunities to build out this collaboration and define the next workplan.
  • Sport Report: Project manage the delivery of a new annual report with a range of partners that will seek to outline how sport can act on the climate / nature crisis.
  • Sport for Nature: Project lead the creation of a new Sports for Nature Alliance with the International Olympic Committee and other partners, which would raise the profile of sport on this agenda in the build-up to Paris 2024, and beyond.
  • Other sports initiatives: With others, consider new relationships on a case-by-case basis to take forward that would support the objectives of the new 5 year UNEP Medium Term Strategy (which focuses on climate, nature and pollution) with sport as a medium for action / awareness on this agenda.
  • Raising the profile of this agenda internally / externally: Raise the profile of UNEPs work with sport inside UNEP, with other UN partners and at key external moments during the course of the year, including a new Ambassador work plan.

  1. Develop substantive paperwork on other agendas as / when required:
  • Fundraising: Consider how funding for this work could be taken forward with other key partners;
  • New opportunities and initiatives: Provide substantive ideas on other analogous opportunities, such as sport / video gaming, with other members of the team at key spike moments during the year.

Description of task

Within the delegated authority and under the supervision of the Enterprise Risk Management Officer or her designated mandated representative(s), the UNV should have the following qualifications/requirements:

  • Coordinate audit, evaluation, review and stakeholder reporting responses across divisions, including the management of response systems and quarterly reviews for various internal and external auditing bodies.

Description of task

Under the direct supervision of Head of Emergency Preparedness and Response the UN Volunteer will undertake the following tasks:

  • Support coordinated humanitarian operational preparedness for, and response to, emergencies in the region, including through frontline surge, and support (remote and in-person) for the development of relevant products such as contingency plans, the Humanitarian Programme Cycle, flash updates, humanitarian financing (e.g. CERF) etc.
  • Monitor, analyse and report on humanitarian developments, disaster relief/management or emergency situations in assigned areas of Southern and Eastern Africa;
  • Follow developments in countries assigned by the supervisor, keep relevant country profiles up-to-date, interact with the Resident Coordinator’s Office coordination specialist for assigned countries, and highlight any issues of concern to feed into the daily operational update.
  • Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or fill critical gaps.
  • Make contacts and nurture relationships with key interlocuters in your countries of responsibility and thematic areas.
  • Develop or feed into any country/thematic reports/documents that might be required e.g. snapshots, outlooks, sitreps, etc.
  • Assist in the production of appeals for international assistance - including Humanitarian Needs Overviews, Humanitarian Response Plans and Flash Appeals - in the region;
  • Organize and participate in meetings, conferences and consultations with other agencies and partners on humanitarian and emergency relief-related matters in the region;
  • Support the RCO in the preparation of relevant CERF reports in countries under ROSEA’s coverage without OCHA country offices.

Description of task

  • Observe and respect RSD transition related Standard Operating Procedures (SOPs).
  • Draft Resettlement referral as per required by the RSD reviewers.
  • Keep track of vulnerable cases in need of inter-unit follow for monthly dispatch to relevant units.

  • Act as a backup to prepare the RSD schedule and ascertain relevant interpreters and rooms are available to conduct scheduled RSD interviews.
  • Act as a backup to facilitate liaison with Refugee Affairs competent authorities for the joint issuance of RSD decisions personal and other relevant documents, when appropriate.
  • Act as a back up to provide counseling to persons of concern who inquire about their cases through email or telephone call. Alert and follow-up on cases with supervisor regarding any relevant protection concerns and RSD fast-tracking. Act as a backup to handle the RSD desk.

Description of task

Under the direct supervision of Deputy Chief IAT/Information Analyst, the UN Volunteer will undertake the following tasks:

  • Maintain understanding of socio-political, security (including terrorism-related), humanitarian and other developments/events relevant for the implementation of the Mission mandate through monitoring and collection of data/information from multiple sources, including UN Mission civilian, military and police components, UN Country Team (UNCT), national military/civilian authorities, NGOs, media and other key stakeholders.

Description of task

Under the direct supervision of the responsible SMU Team Leader, the UN Volunteer will undertake the following tasks:

  • Maintenance of UN House Data Center and all servers infrastructure from UN House including HP Encloser C7000, HP DL 380 G9 servers, HP 4330/4730/4500/2040 SAN Storage, HP 6600 Switch, HP Virtual Connect and others as required;
  • Coordinate with other units regarding essentials needed for Data center to operate smoothly such as replacing faulty air condition, power supply with backup generator, UPS and networking for connectivity;
  • Maintain VMware Replication between UN House and Tomping for disaster recovery and Business continuity on installed and configured VMware Replication appliance such as HP 2040 SAN Storage for replication;
  • Identify and rectify any replication issues such networking and other errors;
  • Maintenance of all installed and configured VMware Horizon 7.4 VDI infrastructure with its components like Horizon View Administrator, View Composer and SQL database;
  • Provide full range of technical assistance in the area of server operation and administration such as installed, configured and deployed Virtual Infrastructure such as VMware Esxi, vCenter, VDI, Active Directory administration such as set account expiry for user account upon checkout, IP address assignment, DNS and DHCPconfiguration, Internet Proxy settings and SEP antivirus servers/clients update;
  • Monitor and act as required regarding deployment of O365 and windows updates via Microsoft SCCM;
  • Provide 2nd level of support to helpdesk and regional office as required;
  • Perform other related duties as may be required from time to time by FTS Management.

Description of task

Under the direct supervision of the Senior Civil Affairs Officer/Civil Affairs Director, Civil Affairs HQ Information and Analysis Cell Team Leader, or the relevant State Office Team Leader, or periodically their respective designate, the UN Volunteer will undertake the following tasks:

  • Producing accurate, timely and edited consolidated daily reports based on inputs received from the state and HQ offices or from within a state office. Producing consolidated thematic weekly and monthly reports on the central themes, issues and associated Civil Affairs actions based on inputs received from state and HQ offices, or from within a state office. Reporting to adhere to the key aspects of the UNMISS Civil Affairs mandate, guided by UNSC Resolutions 2304 to assist the protection of civilians and support implementation of peace agreements with emphasis on conflict management including early warning and interventions at the local and state levels;
  • Maintain a mechanism to track use of Result Based Budgeting (RBB) tools and maintenance of the RBB database;
  • Establish and maintain a Civil Affairs Division (CAD) partners/contacts database;
  • Provide of briefings and other analytic reports as required on political developments, peace processes, conflict and insecurity;
  • Working with designated information technology staff to manage Civil Affairs information and produce summary reports;
  • Consolidate for market information received from or produced by a state office(s) and incorporating into a database that produces trends and other summary information;
  • Participate in meetings on behalf of CAD with other UN Agencies, civil society organisations and other partners, both local and international;
  • Liaise with partners to disseminate the UNMISS and CAD mandate;
  • Support the organisation of workshops and other team building activities;
  • Perform and supervise national personnel, governmental or non-governmental counterparts for capacity development through coaching, mentoring and formal and on-the-job training;
  • Perform other related tasks as directed by the supervisor, Senior Civil Affairs Officer and/or Director of the Civil Affairs Division.

Description of task
