Description of task
  • Conduct casework by interviewing identified refugees for resettlement. Assess the resettlement needs and complete RRF (Resettlement Registration Forms) and refer cases for review to the Resettlement Officer;
  • Research country of origin information to support and strengthen resettlement cases;
  • Support and assist in the preparation of and facilitation of resettlement country missions;
  • Assist Resettlement Officer with the organizing of training workshops and seminars on resettlement related issues for UNHCR staff;
  • Manage in a fair manner refugees’ resettlement expectations through information sharing, outreach and counselling;
  • Regularly liaise with Protection, Community Services and other relevant Units to individual case processing within the Office;
  • Regularly update ProGres database with resettlement events and maintain own statistical data for reporting purposes;
  • Participate at the Resettlement Unit, Protection Section and Office meetings when requested;
  • Undertake support resettlement missions to the field when required.

Description of task

Under the direct supervision of the Assistant Representative in charge of Supply Chain Management in Kinshasa the UN Volunteer will undertake the following tasks:

Strategy:

  • Prepare plans for delivery of relief items according to operational needs.
  • Apply UNHCR's procurement strategy when planning for purchase of important commodities and services.
  • Through regular physical verification of Property, Plant and Equipment (PPE) establish their status, propose old and obsolete PPE for disposal and plan for the arrival of replacement items.

Operational Support:

  • Contributing within the Multifunctional team to Identify partners, in particular for supply chain projects, based on objectives, priorities, strengths and resources of the partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
  • Resolve difficulties in the local supply chain by finding solutions to problems and bottlenecks, and provide regular reports on supply chain activities, the status of requests and the availability of items in the supply chain.
  • Ensure timely customs clearance of consignments, and manage storage of goods according to "best practices" and UNHCR rules and regulations.
  • Maintain an efficient system for the release, distribution and redeployment of goods.
  • Coordinate transportation and distribution of relief items.
  • Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.
  • Coordinate activities of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
  • Through regular physical verification of PPE establish their status.
  • Propose old and obsolete PPE for disposal and plan for arrival of replacement items.

Infrastructure Support:

  • Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
  • Draft and dispatch quotation requests and/or tenders, assist in the evaluation of offers and draft bid-tabulations, and prepare proposals for award of contracts to the Committee on Contracts.
  • Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence;
  • Monitor the manufacture/transport of ordered goods to ensure timely delivery.
  • Analyse matters relating to procurement activities, and deliver information on all procurement activities within area of responsibility. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections.
  • Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration and marking of new PPE, and organisation of the physical verification of PPE.
  • Ensure that PPE agreements are properly issued and signed.
  • Ensure proper preparation of disposal forms and cases for the Asset Management Board.
  • Organise the disposal of PPE, according to Asset Management Board decisions.
  • Provides asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
  • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.

Business Support:

  • Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
  • Implement practical projects to improve supply performance that has clear objectives, timescales, tasks and resources defined. Monitor the project implementation and report on progress.
  • Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
  • Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on supply chain management.
  • Adapt local supply chain structures to be consistent with the operational needs. Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

Description of task

Under the direct supervision of the Head of Field Office, Bunia UNHCR Bunia the UN Volunteer will undertake the following tasks: the UN Volunteer will undertake the following tasks:

  • Ensuring that UNHCR Field operations are supported in carrying out shelter needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns;
  • Developing country level shelter strategies which are framed by UNHCR’s Global Strategy for Settlement and Shelter and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure;
  • Providing clear guidance on standards for shelter and settlement, including minimum emergency standards to meet basic and essential needs;
  • Together with UNHCR's implementing partners, compiling, analysing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government. When planning shelter works, ensuring that the technical component reflects UNHCR minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation;
  • Ensuring the shelter strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin;
  • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner and establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe;
  • Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations;
  • In consultation with UNHCR’s implementing partner and local communities themselves, identifying the need for community based Quick Impact Projects (QIPs) that can benefit the local and displaced communities;
  • The position requires regular contact with programme, protection and field staff in country in order to ensure technical support related to shelter and construction activities;
  • Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to shelter and infrastructure coordination and provision;
  • Maintaining regular contact with the Shelter and Settlement Section in Geneva regarding all technical matters.

Description of task

Under the direct supervision of Associate Protection Officer the UN Volunteer will undertake the following tasks:

  • Be fully informed about community structures and the protection and security situation of the population of concern and develop strong links with a cross-section of members of refugee/Internally Displaced Persons (IDPs)/stateless communities, using an Age, Gender and Diversity (AGD) approach;
  • Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.   • Assist in supporting consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues;
  • Support the design, implementation and evaluation of protection centred and solutions oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated;
  • Support communities in establishing representation and coordination structures

Description of task

Description of task

Description of task

  • Stay abreast of political, social, economic and cultural developments that have an impact on access to and quality of education.
  • Actively pursue opportunities to promote refugee inclusion into national education systems
  • Coordinate with relevant partners to support access to education for refugees and also host communities.
  • Assist in providing comments on existing and draft legislation related to education for persons of concern (PoC).
  • Coordinate with partners and other actors in education to adapt the Refugee Education 2030 Strategy to the local context and ensure ownership.
  • Collaborate closely with partners to ensure coherent annual planning based on a longer-term strategy, and jointly monitor and assess implementation, providing advice on programme reorientation where necessary.
