Description of task

Under the direct supervision of the Head of Field Office , the UN volunteer will undertake the following tasks:

  • Ensuring that Shelter Cluster partners are supported in carrying out shelter needs assessments, Post distribution monitoring report considering the current situation, projected population planning figures and the expected scale of returns;
  • Ensure that monthly regular cluster and technical working meetings are done, and reports disseminated to shelter cluster partners and launch them on the national and the global cluster website site;
  • Developing country level shelter cluster strategies and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure;
  • Providing clear guidance on standards for shelter and settlement, including minimum emergency standards to meet basic and essential needs;
  • Together with the information management officer, compiling, analyzing and mapping available information on shelter options in country considering relevant policies adopted by the Government and the cluster shelter;
  • Ensure that shelter partners when planning shelter works, that the technical component reflects shelter cluster minimum standards for the provision of emergency and other types of shelter assistance and is within the recommended budgetary requirements approved by the cluster. Due consideration should be given to standards in other relevant sectors such as water and sanitation, protection and GSAT;
  • Ensuring that shelter cluster strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin;
  • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner and establish monitoring and evaluation tools to ensure that works are implemented according to cluster recommendations;
  • Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations;
  • The position requires regular contact with other clusters colleagues and partners, program, protection and field staff in country in order to ensure that shelter cluster strategy are considered in all technical support related to shelter and construction activities;
  • Close and regular contact with technical and non-technical staff of UN Agencies, shelter cluster Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to shelter and infrastructure coordination and provision;

Relevant professional experience includes management of humanitarian shelter or settlement programs / projects or a combination of experience in the humanitarian sector and construction-related activities outside of the humanitarian sector such as supervision of construction works. Excellent interpersonal, teamwork and negotiation skills in a cross-cultural environment and the ability to assist in communication of technical and non-technical details with Government technical staff as well as NGO staff and local authorities.

Description of task

Within the delegated authority and under the supervision of Associate Donor Relations Officer (Global Focus content management) in collaboration with the Chief of Section, the Refugee UNV Assistant to the Global Appeal and Reports Section will support in the following tasks:

  • Inclusion of refugee voices in the work of the Section/Service
    • Exploring creative ways to reflect refugee (or forcible displaced) voices in appeals, reports and other publications produced/co-produced by the section.
    • Drafting and developing good practices for the Section/service to follow in terms of engaging with refugees.

  • Design creative content
    • Conceptualizing infographics with data on budget, targets, indicators, results, etc.
    • Helping design the new results-based framework for presentation in the Global Appeal.
    • Presenting content in a structured and accessible manner for the print publications, microsites and presentations produced/co-produced by the Section.

  • Innovative thinking around Global Focus redesign
    • Familiarizing with the Global Focus website and the current platform it’s built on.
    • Participating in discussions on Global Focus reform, including any meetings within/outside the Section.
    • Contributing to the Global Focus redesign by proposing creative ideas in terms of design (in line with UNHCR brand guidelines), presenting the content in a meaningful way.

  • Keep abreast on the information related to the new results-based framework (COMPASS), different global platforms/UNHCR systems like refugee data, inter-agency portal, etc. and analyse/understand the impact of any new developments on the work of the Section.

  • Any other tasks related to appeals, Global Focus and reports.

Description of task

Reporting to the Civil Affairs Team Leader/Coordinator or designate at the field office level, the UN Volunteer will undertake various tasks, including the following:

  • Maintaining contact with local government authorities, political leaders, traditional leaders, religious leaders, civil society actors, as well as with representatives of local and international organisations and briefing them on the mandate and activities of MONUSCO and CAS mandate if so required.

  • Helping to track, report on and providing analysis on potential threats against civilians and of community conflicts including related political, security, social and economic developments, youth and gender-related issues or any other significant developments to identify trends within the area of responsibility (AOR), and in support of the Mission’s overall protection of civilians’ mandate.
  • Providing technical support and assistance to the CAS team particularly CLAs in strengthening early warning and existing protection mechanisms at the local level.
  • Participating in Joint Assessment Missions and Joint Protection Team in support of protection of civilians and stabilisation activities.
  • Fostering confidence-building, dialogue, understanding and cooperation between parties and assisting local authorities and relevant actors with conflict management and protection of civilians.
  • Engaging with and provide technical assistance and advice to civil society groups or institutions that promote a culture of peace and reconciliation, in support of the Mission’s protection priorities.
  • Collaborating and coordinating relevant activities with other UN Agencies, Funds and Programmes, as well as other bodies and institutions, including local and international Non-Governmental Organisations (NGOs) operating at the Provincial, Territorial or other levels of government as required.

  • Working with designated information technology staff to manage Civil Affairs information and produce summary reports; Consolidating alerts and information received and incorporating into a database that produces trends and other summary information;
  • Participating in meetings on behalf of CAS with other UN Agencies, civil society organisations and other partners, both local and international;
  • When working with (including supervising the tasks of) national personnel, governmental or non-governmental counterparts, setting aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training where and when appropriate.

Description of task

Under the direct supervision of the Deputy Representative (Operations) the UN Volunteer will undertake the following tasks:

  • Act as inter-agency liaison through the Programme Inter-Agency Group (outcomes: CCA, new Country Cooperation Framework, extended UNDAF up to the end of 2022, among other).
