Description of task

Within the delegated authority and under the supervision of Senior Protection Officer or his/her designated mandated representative(s), the UNV Protection Assistant will:

  • Observe and respect RSD transition related Standard Operating Procedures (SOPs).
  • Draft Resettlement referral as per required by the RSD reviewers.
  • Keep track of vulnerable cases in need of inter-unit follow for monthly dispatch to relevant units.
  • Maintain physical files to be presented to the Technical Advisory Committee in good order until the Commissioner of Refugee Affairs’ endorsement and the subsequent decision issuance.
  • Ensure accurate and regular filing of TAC profiles and of the copy of the Notification of Recognition Letters issued to persons of concern.
  • Support the registry unit in retrieving files called for RSD interview or requiring urgent RSD review.
  • Assist in mitigating fraud by reporting suspected fraud.
  • Act as a backup to prepare the RSD schedule and ascertain relevant interpreters and rooms are available to conduct scheduled RSD interviews.
  • Act as a backup to facilitate liaison with Refugee Affairs competent authorities for the joint issuance of RSD decisions personal and other relevant documents, when appropriate.
  • Act as a back up to provide counseling to persons of concern who inquire about their cases through email or telephone call. Alert and follow-up on cases with supervisor regarding any relevant protection concerns and RSD fast-tracking. Act as a backup to handle the RSD desk.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Within the delegated authority and under the supervision of Senior Durable Solutions Officer or his/her designated mandated representative(s), the UN Volunteer Associate Settlement Planning Officer will undertake the following tasks:

  • Assess and confirm the feasibility of setting up camps for refugees in accordance with international recognised criteria of accessibility, security, water resources and type of terrain. Assess potential expansion of existing site as needed. Produce drawings of camps including infrastructure based on field data collected by GPS.
  • Work in close coordination with relevant local Government Ministries and relevant Departments to ensure that technical factors related to natural resources, local law issues, protection of environment, land property issues and local communities land use are included in any assessment.
  • Develop site planning and its implementation modalities, including construction of communal infrastructures, taking into account overall needs of target groups, their cultural preferences and the concerns of the local communities.
  • Ensure that camp design takes into consideration protection concerns including those related to gender-based violence and potential discrimination of persons with specific needs.
  • Ensure that site designs take into consideration security concerns (especially those of women and children) and plan adequate location for all required infrastructure.
  • Assist development and implementation of UNHCR programs through analysis of budgetary implications of technical inputs. Provide cost estimations of technical activities, including development of bill of quantities for construction of infrastructure and other works.
  • Work in close collaboration with UNHCR partners in each site/camp to facilitate achievement of international standards.
  • Develop adequate tools for monitoring technical activities and provide regular monitoring and evaluation of implementation by UNHCR partners, including assessment of contracting procedures.
  • Provide technical guidance to UNHCR management and to partners, including establishment of adequate strategy for care and maintenance of the transit centres/camps and their associated infrastructure.
  • Provide regular technical reports, including specific progress reports on status of the implementation.
  • Assist UNHCR office with any other technical related issues as required by the Supervisor.
  • Ensure use of participatory and community-based approaches in the planning and implementation of projects, ensuring that humanitarian responses build on local capacity.

Description of task

Under the direct supervision of the Senior Protection Officer (CRRF), the Field Assistant will undertake the following functions in Dzaleka refugee camp;

  • Assist in monitoring the implementation of UNHCR programmes, including the delivery of services by partners, distribution of all humanitarian assistance and monitoring of camp infrastructure.

  • Assist the camp office with administrative tasks as required, including, welcoming and directing visitors to the appropriate staff/units and assist authorized personnel while within the office premises and during field visits.

  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries as might be required.

  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

  • Maintains regular contacts with local authorities and implementing partners as requested and guided by the supervisor.

  • In coordination with implementing and operational partners, assist in the reception, registration and provision of assistance to refugees and other persons of concern to UNHCR.

  • Follow up, on regular basis, the overall situation of persons of concern in the camp and other areas where they have been accommodated and report to the supervisor accordingly.

  • Receive mails on behalf of UNHCR camp Office, distribute the mails to the concerned staff/units and ensure delivery of mails and other items to the Office in Lilongwe.

  • Liaise with all UNHCR staff, schedule and issue appointments slips for refugees and other persons of concern who may wish to see UNHCR staff.

  • Manage the interpreters’ roster and assign interpreters for staff during working hours.

  • Support in organizing UNHCR functions; and assist UNHCR staff in organising venues for workshops and events in Dzaleka refugee camp.
  • Submit requests for items (stationery and cleaning materials) required for office use in Dzaleka and maintain weekly/monthly stocks.

  • Ensure the office premises in Dzaleka camp are in good condition at all times, report any damages and needs for repairs to Admin in the office in Lilongwe.

  • Perform any other duties as might be required by the office.

Description of task

Under the direct supervision of please complete with the function of the supervisor the UN Volunteer will undertake the following tasks:

Strategy:

  • Prepare plans for delivery of relief items according to operational needs.
  • Apply UNHCR's procurement strategy when planning for purchase of important commodities and services.
  • Through regular physical verification of Property, Plant and Equipment (PPE) establish their status, propose old and obsolete PPE for disposal and plan for the arrival of replacement items.

Operational Support:

  • Coordinate transportation and distribution of relief items.
  • Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.
  • Coordinate activities of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
  • Through regular physical verification of PPE establish their status.
  • Propose old and obsolete PPE for disposal and plan for arrival of replacement items.

Infrastructure Support:

  • Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
  • Draft and dispatch quotation requests and/or tenders, assist in the evaluation of offers and draft bid-tabulations, and prepare proposals for award of contracts to the Committee on Contracts.
  • Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence;
  • Monitor the manufacture/transport of ordered goods to ensure timely delivery.
  • Analyse matters relating to procurement activities, and deliver information on all procurement activities within area of responsibility. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections.
  • Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration and marking of new PPE, and organisation of the physical verification of PPE.
  • Ensure that PPE agreements are properly issued and signed.
  • Ensure proper preparation of disposal forms and cases for the Asset Management Board.
  • Organise the disposal of PPE, according to Asset Management Board decisions.
  • Provides asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
  • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.
  • Business Support:

  • Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
  • Implement practical projects to improve supply performance that has clear objectives, timescales, tasks and resources defined. Monitor the project implementation and report on progress.
  • Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
  • Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on supply chain management.
  • Adapt local supply chain structures to be consistent with the operational needs. Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.
