Description of task

En el marco de la autoridad delegada y bajo la supervisión de la Coordinación del Proyecto o su representante designado, el Voluntario de la ONU llevará a cabo las siguientes tareas:

Apoyo en la implementación del Proyecto (50%):

  • Contribuir al apoyo diario a la implementación del proyecto y asegurar la conformidad con los resultados, productos, objetivos esperados y los planes operativos.
  • Elaborar notas de concepto, términos de referencia, actas o documentos relacionados con la gestión del proyecto.
  • Asistir en la implementación y monitoreo del proyecto, incluyendo la participación en las visitas de campo.
  • Organizar los eventos de incidencia, talleres, mesas redondas, misiones y otros eventos del proyecto.
  • Elaborar borradores de informes de avance técnico.
  • Elaborar borradores de artículos, publicaciones, discursos, cartas, memos y otros documentos
  • Crear y mantener una base de datos de proyectos.
  • Participar en reuniones de coordinación al interno y externo del PNUD.

Administración Financiera (25%):

  • Revisar y procesar las solicitudes de pago de los beneficiarios y proveedores a través de la obtención de las autorizaciones y aprobaciones necesarias y asegurar que los pagos sean efectivizados rápidamente
  • Mantener la integridad financiera del programa dentro de la Oficina País del PNUD
  • Revisar los informes financieros presentados por los beneficiarios y emitir recomendaciones
  • Elaborar borradores de propuestas de presupuestos administrativos.
  • Proporcionar otros informes financieros según sea requerido.

Funciones Administrativas (25%)

  • Establecer un sistema de archivo apropiado y mantener los archivos y las documentaciones en buen orden.
  • Elaborar borradores para la correspondencia y comunicaciones de rutina
  • Preparar antecedentes y documentación, actualizar los datos relevantes para las áreas del programa y compilar materiales de antecedentes.
  • Asegurar el flujo de información y la divulgación de materiales a todos los concernidos del proyecto.
  • Elaborar guías pedagógicas para la presentación y manejo administrativo del proyecto, que incluyan los diferentes formatos que deberán ser usados por los donatarios para la presentación de informes, reportes, legalizaciones y demás trámites administrativos.
  • Realizar el seguimiento de los arreglos de viajes y los pagos de viáticos
  • Proporcionar apoyo logístico y otro apoyo al equipo local del proyecto

Description of task

Within the delegated authority and under the supervision of Head of the Sustainable Development Unit or her designated mandated representative(s), the UN Volunteer Communications Officer will:

• Establish an internal and external communication strategy for the Sustainable Development Unit that contribute to enhancing the branding of the unit and as a consequence partnership and resource mobilization;

• Provide advisory to the head of the unit on strategic communication on the unit’s results.

• Act as the communication focal of the sustainable development unit in the CO and contribute to internal and external communication documents.

• Support the elaboration and implementation of the project’s communication plans;

• Organize and conduct the communication component of project activities/events for the Sustainable Development Unit, including drafting the background notes, media relations, taking photos, preparing talking points, invitations and press-releases;

Description of task

Within the delegated authority and under the supervision of SRF Coordinator, and in close collaboration with other colleagues of the team and the Regional Hub, the UNV Programme Specialist will:

Take the lead in advancing the Resilience Response to Syria Crisis – in particular Humanitarian-Development-Peace Nexus (HDPN) and other emerging resilience issues.

  • Initiate and lead all aspects of a policy related brief “After ten years of Syria Crisis: Moving from Humanitarian Assistance to Development and Peace – Breaking the cycle of protracted crises and re-thinking the nexus approach”.
  • In the context of protracted crisis, analyze the relationship between the three concepts of humanitarian assistance, peace building and development and how they impact each other.
  • Build a theoretical framework on integrating humanitarian assistance and development in the context of a protracted crisis and apply this framework practically to the reality of program implementation in the Syria Crisis affected countries.
  • Develop recommendations on how to shape the existing Syria crisis response to better respond to the needs in a protracted context, paying specific attention to the relationship between the three aspects humanitarian, development and peace work.
  • Discuss theoretical frameworks and programmatic and policy recommendations with team and Hub colleagues.
  • Support recruited interns on developing ideas and drafting reports and policy briefs in the areas of peacebuilding and crisis response.
  • As requested by the SRF coordinator, interface with relevant stakeholders, including Governments, Bilateral, UN Agencies, Country Offices, IFIs, Think Tanks, Academia and CSOs

Support the SRF Coordinator in developing strategic and programmatic recommendations for improved coordination and coherence of the UN and UNDP's regional response to the Syrian Crisis and beyond

  • Critically analyze the SRF's strategic inputs and ensure that they are accurate and reflective of UNDP’s position.
  • Develop, manage and coordinate critical research studies and initiatives to fill regional knowledge gaps to UNDP’s crisis response.
  • Provide targeted innovation and technical support to the 3RP countries as required.
  • Provide trend analysis and reporting support for UNDP’s regional coordinating role of the 3RP, specifically in the production of indicator tracking dashboards and qualitative content to global bi-annual reporting on response plans.
  • Coordinate discussion with SRF Country Office Focal Points and colleagues on research ideas, knowledge gaps in the field and share drafts for their review.
  • Ensure the implementation of the resource mobilization strategy (in strengthening resilience response) through conceptualizing and advocating current and new programmatic areas as required, including interface with donors.
  • Contextualize recent stabilization research and approaches to the RBAS HUB colleagues and country offices.

Description of task

Description of task

Sous la supervision directe du Représentant Résident du PNUD et en collaboration étroite avec l’Unité Stratégie et Politique du PNUD, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

1. Appuyer la structure en charge de la coordination de l’aide dans :

  • la mise en oeuvre du « Mécanisme Conjoint de Coordination pour l’Emergence (MCCE) », pour assurer une meilleure coordination des actions gouvernementales, une allocation optimale des ressources, et une harmonisation des Partenaires Techniques et Financiers ;

  • la préparation et la documentation des questions techniques et politiques, et l’organisation logistique de la réunion du Groupe de Dialogue des chefs de Coopération et assurer la représentation, participation et contribution effective de l’ensemble des parties prenantes ;

2. Travailler en étroite collaboration avec la structure en charge de la coordination de l’aide pour :

  • renforcer leur capacité à conduire des revues périodiques des mécanismes de partenariat au niveau sectoriel, à suivre les progrès et à faciliter le partage des meilleures pratiques entre ces groupes sectoriels et faire le suivi de leurs fonctionnements ;
  • produire des analyses sur le volume, l’absorption, la répartition et de la qualité des flux d’aide, et la production d’un rapport annuel sur la coopération au développement (RCD), tout en renforçant la coordination de l’aide au niveau régional/infranational ;
  • appuyer la mobilisation des ressources techniques et financières pour la mise en oeuvre des plans sectoriels.

3. Appuyer la structure en charge de la coordination de l’aide dans l’organisation technique et logistique de la réunion des partenaires techniques et financiers de la plateforme sectorielle décentralisation et développement local co-leader par le PNUD en :

  • suivant les activités et l’agenda de cette plateforme ainsi que l’état d’avancement de la mise en oeuvre de leurs recommandations ;
  • documentant les questions techniques et politiques de la plateforme sectorielle ;
  • harmonisant, facilitant et fluidifiant les échanges entre les partenaires techniques et financiers dans cette plateforme sectoriel, et assurant la représentation, participation et contribution effective de chacun d’entre eux ;

4. Agir en tant que personne-ressource du bureau pays du PNUD dans les domaines de la gestion et de la coordination de l'aide au développement et appuyer le bureau pays à :

  • identifier les défis, les opportunités pour formuler des interventions de programme dans ce domaine ;
  • préparer la table ronde des partenaires pour la mobilisation de ressources extérieures pour la mise en oeuvre du Plan Émergence Madagascar et/ou de sa déclinaison régionale et l’atteinte des ODD ;
  • assurer son rôle de Facilitateur des donateurs dans le cadre du Programme multi-bailleurs (OMC, CNUCED, CCI, FMI, Banque Mondiale, PNUD) Cadre Intégré Renforcé (CIR) destiné à aider les PMA comme Madagascar à intégrer efficacement le commerce international et à tirer profit de la libéralisation des échanges commerciaux ;
  • collaborer avec l’équipe-pays des Nations-Unies, les bailleurs et les réseaux de la société civile pour le partage d’informations sur les politiques nationales concer-nant la gestion de l’aide.

Description of task

Under the direct supervision of international senior engineer, National Volunteer Site Civl Engineer will undertake the following tasks:

The main obligation of the youth volunteers is to supervise the construction and the rehabilitation works of stabilization projects in Cabo Delgado Province.

  1. Supervision of Stabilization projects:
  • Assist in assessment processes of the targeted locations in order to identify the needed plan including the procedures, items and equipment. Assist the program team to perform daily supervision tasks needed to properly implement the project and raise relevant issues to senior supervisor.
  • Conduct field visits to the different sites in order to identify issues to be followed by the senior engineers and /or to accomplish daily tasks related to the implementation including providing technical advice to the beneficiaries.
  • Assist in submission of the required Bill of Quantities (BoQs) of the relevant renovation and construction activities in coordination and cooperation with the technical teams from the Government.
  • Participate in pre-bid meetings and respond to queries from pot national bidders if related to BoQs and technical specifications.
  • Participate in Technical Review panels for submitted bids and review all bids against the approved BoQs and technical specifications.
  • Assist in the supervision all locations of building and provide updates, recommendation to UNDP accordingly.
  • Assist in Evaluate, check and verify Contractor’s measurements on Site.
  • Assist in Construction Inspection including inspection of materials, equipment’s to be installed.
  • Assist in checking materials received at construction/renovation sites against damages, missing parts and appropriate ratings; ensuring that the materials/equipment provided by the Contractor meets UNDP requirement and standards.
  • Assist in checking construction progress/ completion and the corresponding payments.
  • Assist in Maintaining project construction/rehabilitation records and issue correspondence, certificates, notices and instructions on behalf of UNDP to the contractor as may be required by the provisions of the construction contract documents.
  • Assist the projecr team in preparing daily and progress reports;
