Description of task

Within the delegated authority and under the supervision of Drug Control and Crime Prevention Officer of the Data Development and Dissemination Section or his/her designated mandated representative(s), the UN Volunteer Data Science Specialist will:

  • Expand and refine terminology ‘dictionary’ key word search terms to improve data harvesting algorithms results and expand event identification with a focus on high frequency crime and drug statistics to monitor the impact of drug trafficking.
  • Develop software to access live unstructured data with pre-defined frequency and put in place necessary infrastructure for subsequent data handling and extraction.
  • Maintain and regularly update a central repository of sources used for ‘web scraping’ activities used to develop datasets.
  • Support communication and coordination with data harvesting providers and assist with the refinement of existing data sources.
  • Design and develop software applying Machine Learning techniques (including Natural Language Processing) for extracting quantitative information and other relevant variables from unstructured data (textual articles publicly available on the web); ensuring a high-quality output through ‘noise’ elimination’ and de-duplication from within the resulting dataset; conduct iterative testing of software.
  • Adapt Machine Learning models to account for multiple language text and drug/crime lexicon.
  • Ensure software’s full text extraction capabilities from relevant internet pages and related sources.
  • Maintain and regularly update the central repository of sources used for ‘web scraping’ activities used to develop datasets.
  • Set up categorial codes creations to convert text into qualitative information; utilize standardized vocabulary to parse expressions which indicate quantitative information.
  • Collaborate with DMP team members working on Platform front end production to define data schemas, including provision of insight on possible data structure changes needed, for automatic uploading of resulting datasets into the Platform and ensure quality assurance prior to Platform visualization.
  • Conduct in-team and inter-section capacity building on data science practices as needed.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

En el marco de la autoridad delegada y bajo la supervisión de su representante designado, el Voluntario de la ONU llevará a cabo las siguientes tareas:

  • Apoyar el diseño e implementación de sistemas de administración de riesgos del lavado de activos en beneficio de entidades del sector público en Colombia;
  • Dar seguimiento al cumplimiento de los cronogramas de los proyectos asociados a la prevención del lavado de activos en beneficio del sector público en Colombia;
  • Diseñar e implementar jornadas de sensibilización y capacitación para los gestores de riesgo de lavado de activos, y los directivos de entidades del sector público en Colombia, en relación con la importancia de prevenir el lavado de activos;
  • Proponer e implementar webinarios sobre la prevención del lavado de activos en el sector público, respecto a temas de interés y a convenir con los beneficiarios;
  • Formular documentos técnicos para promover la importancia de adoptar un enfoque basado en riesgo en los sistemas de prevención del lavado de activos;
  • Liderar la producción y publicación en redes sociales del contenido técnico y operativo relevante para promover la importancia de prevenir el lavado de activos en el sector público en Colombia;
  • Realizar mesas técnicas con los aliados en el sector público para ayudarlos a identificar los procesos misionales y contractuales susceptibles al riesgo de lavado de activos y financiación del terrorismo
  • Sistematizar la información relacionada con los Convenios de Cooperación Técnica a los que sea asignado/a.

Cualquier otra actividad que se requiera o sea asignada por el supervisor.

Además de lo anterior, a los Voluntarios de la ONU se les insta a integrarse al mandato del programa VNU en el marco de su asignación y promover la acción voluntaria a través de la integración en las comunidades en el desarrollo de su trabajo. Como tales, los Voluntarios de la ONU deben dedicar parte de su tiempo de trabajo a alguna de las siguientes actividades recomendadas:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU (por ejemplo, en los eventos de conmemoración del Día Internacional del Voluntariado);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Proveer reportes de autoevaluación anuales y al finalizar la asignación sobre las acciones de VNU, resultados y oportunidades;
  • Contribuir con artículos/críticas de sus experiencias en el terreno y enviarlas a la sede para su inclusión sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Ayudar con el Programa de Mentores para los nuevos Jóvenes Voluntarios de la ONU;
  • Impulsar o asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio a individuos y organizaciones locales relevantes cuando sea técnicamente posible.

Bajo la supervisión del Especialista en Estrategias de Tecnologías de la Información (o a quien delegue esta actividad) y en coordinación estrecha con el Especialista en Ciberdelito, el Especialista en Análisis de Datos deberá:

  • Investigar, recopilar, evaluar y preparar datos sobre casos delictivos relacionados con la Trata de Personas a través de redes sociales, en el marco de investigación independiente y con información proporcionada por UNODC.
  • Generar estadísticas descriptivas para la generación del modelo de redes a partir de la información sobre casos delictivos relacionados con la Trata de Personas a través de redes sociales, aplicación de métricas de centralidad u otras.
  • Apoyar en la generación de algoritmos de análisis de redes en R y Python.
  • Apoyar al especialista en Ciberdelito en actividades relacionadas con el análisis de redes.
  • Generación de reportes relacionados con las actividades anteriores

Description of task

Under the direct supervision of the Country Technical Lead and National Programme Officer, the National UN Volunteer will carry out the following tasks:

Coordination and planning of project outputs and results:

  • Together with the project team, plan, prioritize and sequence the implementation of project activities ensuring that the activities result in tangible outputs and outcomes

Develop and implement monitoring and evaluation plans in coordination with other relevant project staff

Monitoring project performance:

  • Support liaising with all relevant partners to determine the effectiveness of the activities and outputs of the project, including compiling data on progress towards milestones or program indicators for UNCDF as well as project donors

Support in the planning and execution of project monitoring visits, project surveys, data collection and results chain mapping

Capacity building and knowledge sharing:

  • Contribute to building the capacity of other team members to ensure proper monitoring and evaluation of the project
  • Prepare presentations and briefings including performance monitoring charts and tables on all the results achieved by the project
  • Ensure that the results achieved by the project are well disseminated and gain visibility
