Description of task

Sous la supervision du Chef de l'Unité communication du bureau pays de l'OMS en RDC, le volontaire des Nations Unies effectuera entre autres les tâches ci bas:

1. Identifier les sujets d'intérêt pour développer et améliorer les activités médiatiques/de communication au niveau du pays et développer un plan de communication pour le bureau de pays, qui travaille en synergie avec les stratégies de communication mondiales et régionales.

2. Produire des supports d'information publics tels que des communiqués de presse et des avis aux médias sur les événements, les produits et les problèmes de l'OMS à diffuser dans les médias imprimés, électroniques et en ligne, ainsi que des points de discussion médiatiques pour les porte-parole des pays.

3. Établir des relations avec les médias nationaux et veiller à ce que les questions et les travaux de l'OMS soient régulièrement présentés par les médias nationaux.

4. Prenez des photos des principaux événements, activités et programmes de santé de l'OMS à utiliser sur les sites Web nationaux et régionaux sous forme de reportages photo, ainsi que sur les réseaux sociaux.

5. Surveiller la couverture médiatique des problèmes, des programmes et des personnes de l'OMS dans le pays et fournir des rapports réguliers au Bureau régional.

6. Organiser des séances photographiques et des interviews et des opportunités de tournage pour soutenir une grande visibilité des réalisations de l'OMS à travers la télévision, la radio et les journaux, etc.

7. Gérer les comptes de médias sociaux du bureau de pays conformément aux directives et aux normes utilisées dans l'ensemble de l'Organisation, afin d'assurer la cohérence de l'approche. Mettre à jour régulièrement le contenu sur ces plateformes

8. Gérer le développement et la maintenance du site Web du pays, conformément aux directives et aux normes utilisées dans l'ensemble de l'Organisation, afin d'assurer la cohérence de l'approche. Mettre à jour régulièrement le contenu du site Web.

9. Soutenir la surveillance de la désinformation circulant sur les réseaux sociaux et les médias locaux.

10. Recherchez et écrivez des reportages et des messages, en apportant idéalement un élément humain à partir d'expériences de la vie réelle

11. Travailler avec le responsable des relations extérieures du bureau de pays (s'il y en a un) ou du bureau régional pour préparer des produits et des déclarations de communication et de plaidoyer qui seront utilisés par l'équipe de mobilisation des ressources pour convaincre et encourager les donateurs à financer rapidement l'ensemble du secteur de la santé réponse.

12. Collaborer avec tous les acteurs concernés, y compris le cluster santé, les bureaux régionaux et de terrain, les autres départements de l'OMS, les agences des Nations Unies et d'autres partenaires pour identifier et créer des opportunités de communication et préparer des campagnes de communication sur des sujets spécifiques.

Description of task

Description of task

Furthermore, they are also well aligned to the Nation policy documents such as EDPRSIII, Vision 2050 and the current Health Sector Strategic Plan IV.

The mentioned National Health Strategies adhere to the Universal Health Coverage principles (UHC) towards realisation of the Sustainable Development Goals (SDGs). All Strategies are designed in anticipation to the epidemiological transition of the country, the increase in population, life expectancy and the expected increase of the health needs of the elderly and Non-Communicable Diseases (NCDs).

To this end, WHO is responsible for supporting Rwanda through the Ministry of Health in strengthening the various health system components (policies, resources and management), and ensuring effective governance of the health sector (decentralization, partnership, and aid effectiveness).

Under the direct supervision of WHO Representative and the Health System Strengthening Technical Advisor, the UN Volunteer - Public Health Policy, Practice and Management Specialist will undertake the following tasks:

Policy and research

  • Support the SDG domestication work of WHO Rwanda;
  • Assist with review of the literature on the SDGs and health and development of innovative strategies for accelerated attainment of the health-related SDGs;
  • Contribute to building the capacity of Ministry of Health, partners, WHO Country Office staff etc., on health system strengthening especially in the areas of human resources for health;
  • Support monitoring and evaluation of ongoing health-related SDG domestication activities;
  • Contribute to the review and development of a new WHO Rwanda country cooperation strategy;
  • Assist in coordination of WHO’s participation in the delivering as one UN activities including planning, implementation, monitoring and evaluation of the UNDAF;
  • Assist with research, generation of evidence, and its use for decision making;
  • Assist in the planning, implementation, supervision, monitoring and evaluation of the WHO Rwanda biennial plans;
  • Provide public health policy advice and guidance to the WHO Country Office and Ministry of Health as required;
  • Collaborate with and support other WHO Country priority programmes in articulating effective health policies, strategies, and guidelines.

Coordination and partnerships

  • Build partnerships and proactively engage development partners, health stakeholders, Local Government, national and international NGOs, Community Based and other Civil Society Organizations;
  • Support WHO Country Offices work on health governance through strengthening leadership, and coordination roles (Health Sector Working Groups - HSWG, Technical Working Groups - TWGs, Joint Sector reviews, etc.);

Description of task

Within the delegated authority and under the supervision of WHO Representative of Togo, the UN Volunteer will:

1. Develop and implement an innovative resource mobilization action plan for the Country Office to ensure sustainable financing for core and emergency activities.

2. Researches the interests and application requirements of the main donors and other sources of funding to the country.

Drafts proposals, donor briefings, reports and updates to ensure accurate and timely reporting;

3. Maintain partner relations through innovative approaches (e.g, quarterly partner briefing) ; while concisely, clearly and convincingly communicating WHO yearly/biennial strategic direction; proactively contributes in negotiations for rapid donor

4. Support the overall activities related to mobilization of resources, grants management, funding needs and gaps and the awards process. Maintain project calendars and milestones; analyses information on project activities and monitors

progress towards targets using various project management databases;

5. Liaises with Regional Offices to secure the required clearance, including legal and financial clearances for proposals and donor agreements before signature.

6. support the management of multiple projects throughout the project life cycle; monitor implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements; work

closely with procurement, logistics, HR and technical staff to monitor the overall implementation of projects in the country office;

7. Liaise with coordination agencies in the country to ensure that the Country Office participates in system-wide resource mobilization activities and that it effectively engages with staff of Country-Based Pooled Funds to secure funding from

those sources;

8. In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about

both Health Sector and WHO’s strategies and work to encourage them to fund the overall health sector response to

affected populations and to WHO’s strategic plans and proposals;

9. Performs any other relevant duties, as required by the supervisor.

Description of task

Under the supervision of the WHO Country Representative or his designated mandated representative (s) and under the overall guidance of the Incident Manager, the UNV Epidemiologist will perform the following tasks;

Work with the COVID-19 response team to perform outbreak investigation of confirmed cases.

Prepare daily regional/district COVID-19 epidemiological situation to support incident management real time decision making.

​Work closely with the regional and district surveillance focal persons to support epidemiological investigations of clusters.

Ensure daily and timely reporting of districts using Open Data Kit (ODK) through daily follow-ups and provision of of feedback to district on quality report.

Support incident commander to process incident information, follow up action points and ensure adequate information sharing between the command centre and the district task force.

Collate and verify data on reported COVID-19 or rumours received from multiple sources, conduct retrospective analysis of reported incidents; determine trends, distribution patterns, and efficiency of the verification mechanism.

Contribute in building the core surveillance, alert and enhance national capacities in accordance with the requirements for International Health Regulation (IHR 2005); provide trainings for subnational incident management team and health facility level staff suited for the areas of responsibility and any particular local, cultural language or other aspects that may pertain to it, support the team in the supervision and on-the-job training at health facility level.

Support the development of early warning systems (including event/community based and indicat​or-based surveillance) for epidemic and pandemic-prone diseases for early detection and response to public health incidents.

Conduct field investigation, provide technical support for vulnerability assessment, risk mapping and development of preparedness/contigency plan at district level.

Maintain a clean line list of all reported COVID-19 cases at National and Subnational level and ​document all steps taken in the verification and response process.

Facilitate the district surveillance regular review meeting including the tracking of the surveillance performance indicators. In cooperation with the team, monitor and evalate the implementation of the planned surveillance activities, as well as alert and response capacities for incident detection, verification and response in compliance with IHR 2005.

Prepare and disseminate outbreak updates and assessments to World Customs Organiztion (WCO) as required using standard tools and templates.
