Description of task

Under the direct supervision of the Unit coordinator, the UNV will undertake the following tasks:

  • Supports the unit coordinator to ensure an adequate information management system for Conflict Related Sexual Violence (CRSV) in the JHRO database.

  • Contributes to the review of CRSV information at a field level for R&I Unit and MARA coordinator.

  • Ensures a regular information exchange, close coordination and collaboration with the Child Protection Section.

  • Provides expertise and develops assessments on CRSV as part of protection plans in the framework of Protection of Civilians (through participation in the Early Warning Cell, SMGP-P, Protection Cluster and other platforms).

  • Supports and/or participates in the work of Joint Protection Teams, Joint Investigation Missions, Joint Assessment Missions, and Ad hoc Missions and ensures that CRSV is consequently and systematically integrated into reports and follow up/action plans.

  • Provides training to MONUSCO’s civilian, police and military components on the prevention of and response to CRSV. WPA is expected to closely coordinate and collaborate with each mission component in order to ensure mainstreaming of CRSV concerns in mission policies and activities, supporting the inclusion of prevention and response activities on CRSV in strategies, Standard Operating Procedures, etc.

  • Strengthens and supports the work of JHRO in the provision of CRSV training for non-UN actors including for FARDC (Forces Armées de la RDC) and PNC (Police Nationale Congolaise);

  • Works within the existing Sexual and Gender Based Violence (SGBV) coordination mechanism to contribute to the development and strengthening of the referral pathway for survivors in line with Standard Operating Procedures for the SGBV Prevention and Response (IASC, 2008);

  • Participates in all SGBV fora (Protection Cluster, FAI, AMS, PP, Data and Mapping, etc)

  • Supports the Government of DR Congo with the implementation of the National Strategy against Gender Based Violence (GBV) where needed and coordinates this support with relevant UN agencies such as UNICEF, UNFPA and UNHCR.

  • Supports capacity building for local authorities on CRSV prevention awareness and on early warning and response to CRSV.

  • Provides expertise to and supports the development and implementation of programs addressing sexual violence, funded by the International Support and Stabilization Strategy (ISSSS).

  • Works as a focal point for planning and implementation of Quick Impact Projects (QIPs)related to CRSV.

  • Coordinates and shares sexual violence data with the ISSSS Monitoring & Evaluation Support Unit (EEST) where relevant and monitors the impact of ISSSS Sexual Violence interventions in the stabilization priority zones.

  • Performs any other duties and ad hoc task as may be required.

Description of task

Under the authority of the Chief Civil Affairs Section, the UN Volunteer will undertake the following tasks:

  • Support the management and development of the Community Alert Network (CAN) and contribute to the SAGE data base and Support and coordinate related field activities;
  • Generate analytical weekly and monthly reports on Protection of Civilians (POC) incidents and related protection responses, and advise the Civil Affairs management on early warning related issues
  • In coordination with MONUSCO Communication Information and Technology System (CITS), monitor Civil Affairs SAGE interface and formulate recommendations to the System developers and designers to improve and optimize the data base including the mission Geographic Information System (GIS) in order to generate specific maps to support the production of accurate visualized context.
  • Ensure that CAN stations are operational in close liaison with the Civil Affairs Field offices; identify hot spots and support the CAN extension plan.
  • Contribute to capacity building for CAN focal points on CAN reporting using SAGE data base interface in partnership with the Office of the DSRSG for SAGE
  • Contribute to overall mission monitoring and planning as required in line with Protection of civilian’s tools & activities;
  • Actively participate in SAGE task force, steering committee
  • Perform other duties as required, in line with DPKO/DFS policy directive on Civil Affairs;
  • When working with (including supervising) national staff or (non-)governmental counterparts set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job trainingand translations.

  • Facilitate structured dialogue sessions between conflicting parties/communities to decrease intra/inter community tension and violence.

  • Facilitatecapacity building workshops on early warning and to enable the gradual hand-over of PoC mechanisms to communities and authorities
  • Facilitate consultations between communities’ leaders and key actors to deeper the understanding of emerging conflicts and to reduce tension and reinforce social cohesion:
  • Support the organization of awareness-raising campaigns targeted leaders of local conflict resolution structures, chiefs and civil society leaders in the topics of peaceful coexistence.
  • Conduct quarterly conflict scans including actors mapping in selected areas to capture key conflicts dynamics.
  • Support the organization of capacity building sessions of community leaders and local conflict resolution mechanisms in conflict resolution and/or implementation of peace agreements.
  • Furthermore, UN Volunteers are required to:

Description of task

The Project Management Assistant will discharge the following duties:

  • Support the planning and development of CVR projects in close coordination with the CVR project officers within the team and the CVR Unit at DDR HQ in Goma

  • In close coordination with the CVR project officers:

    • Organize and maintain records of all CVR project management products, to include baselined documentation, progress reports, exception and issue reports, end stage and end of project reports, minutes of meetings, action points and other documentation.

    • Organize and maintain a database of all CVR projects, to include projected and actual cost, scope, duration, and direct beneficiaries; the latter disaggregated by category and gender.

Description of task

Reporting to the Civil Affairs Team Leader/Coordinator or designate at the field office level, the UN Volunteer will undertake various tasks, including the following:

  • Maintaining contact with local government authorities, political leaders, traditional leaders, religious leaders, civil society actors, as well as with representatives of local and international organisations and briefing them on the mandate and activities of MONUSCO and CAS mandate if so required.

  • Helping to track, report on and providing analysis on potential threats against civilians and of community conflicts including related political, security, social and economic developments, youth and gender-related issues or any other significant developments to identify trends within the area of responsibility (AOR), and in support of the Mission’s overall protection of civilians’ mandate.
  • Providing technical support and assistance to the CAS team particularly CLAs in strengthening early warning and existing protection mechanisms at the local level.
  • Participating in Joint Assessment Missions and Joint Protection Team in support of protection of civilians and stabilisation activities.
  • Fostering confidence-building, dialogue, understanding and cooperation between parties and assisting local authorities and relevant actors with conflict management and protection of civilians.
  • Engaging with and provide technical assistance and advice to civil society groups or institutions that promote a culture of peace and reconciliation, in support of the Mission’s protection priorities.
  • Collaborating and coordinating relevant activities with other UN Agencies, Funds and Programmes, as well as other bodies and institutions, including local and international Non-Governmental Organisations (NGOs) operating at the Provincial, Territorial or other levels of government as required.
  • Supporting the organisation of CAS mandated activities; Providing support to initiatives that build the capacity of local authorities and civil servants.
  • Providing properly edited accurate, timely and factual monthly, weekly and daily, reports on conflict management, protection of civilians and stabilization activities within the area of responsibility based on inputs received from the field bases and CAS FO HQ office. Reporting to adhere to the key aspects of the MONUSCO Civil Affairs mandate, guided by UNSC Resolutions 2559 to assist the protection of civilians and support the stabilisation and strengthening of State institutions in the DRC and key governance and security reforms with emphasis on conflict management and protection of civilians including early warning and interventions at the local and provincial levels.
  • With support from CAS HQ, maintaining a mechanism to track use of Result Based Budgeting (RBB) tools and maintenance of the RBB database; Establishing and maintaining a CAS partners/contacts database.
  • Producing briefs and other analytical reports as required on Protection of Civilians, political developments, peace processes, conflict and insecurity.
  • Working with designated information technology staff to manage Civil Affairs information and produce summary reports; Consolidating alerts and information received and incorporating into a database that produces trends and other summary information;
  • Participating in meetings on behalf of CAS with other UN Agencies, civil society organisations and other partners, both local and international;
  • When working with (including supervising the tasks of) national personnel, governmental or non-governmental counterparts, setting aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training where and when appropriate.

  • Apoyar los procesos de asistencia técnica de OACNUDH a las contrapartes del Gobierno y Estado responsables de las agendas de seguridad y paz
  • Sistematizar y analizar información relevante relacionada con las dinámicas emergentes de violencia.
  • Participar en la verificación de casos de violaciones a los derechos humanos presuntamente perpetrados por miembros de la fuerza pública, aplicando el Manual de Monitoreo de OHCHR.
  • Cualquier otra actividad o función relevante requerida por el supervisor en el ámbito de la competencia.

Además de lo anterior, a los Voluntarios de la ONU se les insta a:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU, como por ejemplo en los eventos de conmemoración del Día Internacional del Voluntariado (DIV);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Reflexionar sobre el tipo y la calidad de la acción voluntaria que se lleva a cabo, incluida su participación en actividades realizadas periódicamente;
  • Contribuir con artículos/críticas (opiniones) de las experiencias en el terreno y enviarlas a la sede para su publicación en el sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Ayudar con el Programa de Mentores para los nuevos Voluntarios de la ONU;
  • Asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio con individuos y organizaciones locales pertinentes cuando sea técnicamente posible;

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task

Within the delegated authority and under the supervision of the unit coordinator or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks:

  • Gather information and report on the human rights situation in the thematic area, including through contacts with other United Nations actors, state authorities and civil society,
  • Prepare and undertake field missions including the timely drafting of reports and follow up.
  • Conduct analysis of compliance of national legal framework and/or public policies with international human rights standards.
  • Promote dialogue between local human rights and civil society networks, local authorities and the OHCHR Office in Venezuela on measures to promote the observance of human rights in their locality.
  • Use the OHCHR database to enter cases and document allegations and violation of human rights violations.
  • Provide technical assistance and follow up to activities with counterparts and partners at different levels within the framework of the Office´s Mandate.
  • Assist in other duties relevant to the post, as requested by the Coordinator of the Unit.

  • University degree in law, political science, international relations or social science with academic studies in human rights, at least three years of experience directly related to human rights.

A minimum of 3 years of experience in the field of human rights at the national or international level. Experience working with/supporting civil society organizations, conducting human rights analysis, documenting individual cases of human rights violations and technical assistance and promotion of human rights desirable.

Experience in the field of Economic Social and Cultural Rights, development and/or humanitarian issues are an asset.
