Description of task

Bajo la supervisión directa del Oficial Legal y la supervisión general del Representante Adjunto, el/la Voluntario(a) de la ONU llevará a cabo las siguientes tareas:

  • Apoyar en la preparación de documentos factuales y analíticos sobre la situación de los derechos humanos y de otras normas internacionales relevantes
  • Apoyar en el desarrollo y seguimiento de la estrategia integral en materia de seguridad y paz en línea con el marco estratégico de la Oficina.
  • Brindar el apoyo necesario para la articulación efectiva de la Oficina con las instituciones estatales de seguridad, las autoridades nacionales y actores de la sociedad civil
  • Apoyar estudios de contexto que permitan proponer líneas de prevención territorial para las comunidades, teniendo en cuenta el enfoque diferencial o de interseccionalidad.
  • Apoyar estudios de seguimiento a la aplicación de los estándares de derechos humanos y de otras normas internacionales relevantes, en la implementación de la Política de Seguridad y Defensa del Ministerio de Defensa Nacional.
  • Apoyar estudios de seguimiento a la aplicación de estándares de derechos humanos, en la implementación de la Política de Seguridad Ciudadana a cargo del Consejero de Seguridad Nacional.
  • Apoyar los procesos de asistencia técnica de OACNUDH a las contrapartes del Gobierno y Estado responsables de las agendas de seguridad y paz
  • Sistematizar y analizar información relevante relacionada con las dinámicas emergentes de violencia.
  • Participar en la verificación de casos de violaciones a los derechos humanos presuntamente perpetrados por miembros de la fuerza pública, aplicando el Manual de Monitoreo de OHCHR.
  • Cualquier otra actividad o función relevante requerida por el supervisor en el ámbito de la competencia.

Además de lo anterior, a los Voluntarios de la ONU se les insta a:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU, como por ejemplo en los eventos de conmemoración del Día Internacional del Voluntariado (DIV);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Reflexionar sobre el tipo y la calidad de la acción voluntaria que se lleva a cabo, incluida su participación en actividades realizadas periódicamente;
  • Contribuir con artículos/críticas (opiniones) de las experiencias en el terreno y enviarlas a la sede para su publicación en el sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Ayudar con el Programa de Mentores para los nuevos Voluntarios de la ONU;
  • Asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio con individuos y organizaciones locales pertinentes cuando sea técnicamente posible;

Description of task

Under the direct supervision of the Country Technical Lead and National Programme Officer, the National UN Volunteer will carry out the following tasks:

Summary of Key Functions

  • Coordination and planning of project outputs and results
  • Monitoring project performance
  • Capacity building and knowledge sharing
  • Support resources mobilization and projects formulation

Coordination and planning of project outputs and results:

  • Together with the project team, plan, prioritize and sequence the implementation of project activities ensuring that the activities result in tangible outputs and outcomes
  • Coordinate progress of project activities and outputs within the project to ensure synergies

Develop and implement monitoring and evaluation plans in coordination with other relevant project staff

Monitoring project performance:

  • Design and implement a monitoring mechanism to monitor and ensure the timely implementation of all activities of the project including development of performance indicators and success criteria
  • Support liaising with all relevant partners to determine the effectiveness of the activities and outputs of the project, including compiling data on progress towards milestones or program indicators for UNCDF as well as project donors
  • Keep and update risks and issues log and inform the team about risks and issues arising within or outside the project that are relevant to any of the project activities

Support in the planning and execution of project monitoring visits, project surveys, data collection and results chain mapping

Capacity building and knowledge sharing:

  • Contribute to building the capacity of other team members to ensure proper monitoring and evaluation of the project
  • Prepare presentations and briefings including performance monitoring charts and tables on all the results achieved by the project
  • Ensure that the results achieved by the project are well disseminated and gain visibility

Support/lead in the preparation of monthly/quarterly/annual reports relate to project outcomes, lessons learned and results

Support resources mobilization and projects formulation:

  • Based on the results achieved by the project, assist in analyzing information on donors, preparing briefs on possible areas of cooperation, identifying new funding opportunities
  • Support the formulation of new projects, including desk research, documentation, drafting concept notes and project documents including results chain and logic models building on the results achieved by the project

Support in creating and maintaining partnerships with other UN agencies, government institutions, bilateral and multilateral donors, private sector, civil society and informing them of the results achieved by the project

Description of task

Within the delegated authority and under the supervision of the unit coordinator or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks:

  • Gather information and report on the human rights situation in the thematic area, including through contacts with other United Nations actors, state authorities and civil society,
  • Prepare and undertake field missions including the timely drafting of reports and follow up.
  • Conduct analysis of compliance of national legal framework and/or public policies with international human rights standards.
  • Promote dialogue between local human rights and civil society networks, local authorities and the OHCHR Office in Venezuela on measures to promote the observance of human rights in their locality.
  • Use the OHCHR database to enter cases and document allegations and violation of human rights violations.
  • Provide technical assistance and follow up to activities with counterparts and partners at different levels within the framework of the Office´s Mandate.
  • Assist in other duties relevant to the post, as requested by the Coordinator of the Unit.

Experience working with/supporting civil society organizations, conducting human rights analysis, documenting individual cases of human rights violations and technical assistance and promotion of human rights desirable.
