Description of task

Under the direct supervision of the Chief Property Management Unit, the UN Volunteer will undertake the following tasks:

  • Assists the Supervisor with planning of the property management operations, monitor progress through statistical analysis of database records and monthly progress reports for the Unit;
  • Assist with monitoring ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property;
  • Liaises with the Technical Sections, Procurement Section and Movement Control Section at the mission on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property;
  • Maintain accurate and auditable records, in both hard and electronic format, for accountability of UN Property at mission location in conformance with Administrative Instructions Department of Management Strategy, Policy and Compliance(DMSPC) guidelines and mission Property Management standard operating procedures (SOP);
  • Assists in the utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s property management;
  • Monitors the Inventory Management database, ensuring anomalies are identified in Discrepancy Reports and addressed immediately;
  • Assist with preparation of periodic performance reports in line with Global Assets Management Policy Service (GAMPS) quarterly reporting regime, reviews and ensures accuracy of data;
  • Assist preparation of accurate and auditable statistical reports for management in missions and drafts correspondence, as required;
  • Assists the Chief of the Unit in compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit;
  • Identifies issues and implements solutions to problematic areas related to Property Management.
  • Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process;
  • Assists with the preparation of periodic IPSAS financial reports on property and equipment and Inventory (year-end reports, monthly reports), ensures timely submission as per the GAMPS Guidelines.
  • Perform other duties as required.

A minimum of five (5) years of progressively responsible experience in property management, property control and asset management is required. Experience in support services, logistics and supply chain management is desirable. Experience UN peacekeeping or field mission operation is also desirable.

Description of task

Under the direct supervision of the Head of the Human Rights Field Office and the overall supervision of the Director of MINUSMA Human Rights and Protection Division, the UN Volunteer will undertake the following tasks:

  • Gather information and report on the human rights situation in a designated geographical area, including through close cooperation with other United Nations actors and the community;
  • Monitor and keep the supervisor regularly informed on developments concerning the human rights situation;
  • Visit and monitor detention centres for compliance with international human rights norms;
  • Monitor trials for compliance with international human rights norms;
  • Conduct fact-finding missions; Participate in monitoring activities;
  • Carry out investigations into abuses/violations of human rights or humanitarian law;
  • Prepare case files for submission to the authorities and for inclusion in the OHCHR data base;
  • Assist in the designing and the delivery of capacity building activities;
  • Participate in the establishment and maintenance of contacts with local authorities as well as international organizations operating in the country and civil society;
  • Use the OHCHR database to enter cases and document allegations and violations of human rights violations;
  • Perform other related duties as required by the head of field office or the Director of the Human Rights Division;

Description of task

Under the direct supervision of the Deputy Chief of Civil Affairs Division and overall authority of the Chief of Civil Affairs Division (CAD) the UN Volunteer will undertake the following tasks:

  • Support the implementation of the Civil Affairs Division’s annual work plan;
  • Support the Civil Affairs Section reporting activities, including thematic and monitoring reports on developments and activities related to the Civil Affairs mandate; Support the monitoring of local social, political, economic, and security contexts, as well as the concerns and perceptions of local populations, in order to assess their potential impact on Civil Affairs activities and to identify needs and priorities of beneficiaries;
  • In coordination with Civil Affairs team leaders in the field, as well as Heads of Unit at Bamako level, prepare regular reports on social cohesion, restoration of state authority, civil society and protection of civilians;
  • Consolidate information from Civil Affairs field offices to prepare daily, weekly and analytical reports in support to the Joint Operation center (JOC) and the Joint Mission Analysis Centre (JMAC) to ensure proper coordination, flow of information and reporting;
  • Verify, analyze and present information obtained from a variety of sources in a logical and orderly manner and with a gender perspective;
  • Identify and provide timely information about potential and imminent conflicts at the local level, enabling information sharing and action to avert the conflict or reduce the risk of escalation;
  • Contribute to overall mission monitoring and planning tools (i.e. Result Based Budget for example) as required; Support follow-up and monitoring of Programmatic, Quick Impact, and Trust-Fund projects, including the identification of best practices;
  • Support monitoring and evaluation of Civil Affairs projects, including the impact of the Division’s activities;
  • Coach colleagues in the field to improve their reporting skills; Present the section role and activities at induction programs for incoming new mission staffs;
  • Support the Division’s knowledge and information management processes; Support and oversee inputting of data into the SAGE database;
  • Represent the Civil Affairs Division in coordination meetings; Participate in field visits in support to Civil Affairs activities, when required;
  • Performs other duties as requested in line with the DPKO/DFS Policy Directive on Civil Affairs.

Description of task

Under the direct supervision of the Country Technical Lead and National Programme Officer, the National UN Volunteer will carry out the following tasks:

Summary of Key Functions

Coordination and planning of project outputs and results:

  • Together with the project team, plan, prioritize and sequence the implementation of project activities ensuring that the activities result in tangible outputs and outcomes
  • Coordinate progress of project activities and outputs within the project to ensure synergies

Develop and implement monitoring and evaluation plans in coordination with other relevant project staff

Monitoring project performance:

  • Design and implement a monitoring mechanism to monitor and ensure the timely implementation of all activities of the project including development of performance indicators and success criteria
  • Support liaising with all relevant partners to determine the effectiveness of the activities and outputs of the project, including compiling data on progress towards milestones or program indicators for UNCDF as well as project donors
  • Keep and update risks and issues log and inform the team about risks and issues arising within or outside the project that are relevant to any of the project activities

Support in the planning and execution of project monitoring visits, project surveys, data collection and results chain mapping

Capacity building and knowledge sharing:

  • Contribute to building the capacity of other team members to ensure proper monitoring and evaluation of the project
  • Prepare presentations and briefings including performance monitoring charts and tables on all the results achieved by the project
  • Ensure that the results achieved by the project are well disseminated and gain visibility

Support/lead in the preparation of monthly/quarterly/annual reports relate to project outcomes, lessons learned and results

Support resources mobilization and projects formulation:

  • Based on the results achieved by the project, assist in analyzing information on donors, preparing briefs on possible areas of cooperation, identifying new funding opportunities
  • Support the formulation of new projects, including desk research, documentation, drafting concept notes and project documents including results chain and logic models building on the results achieved by the project

Support in creating and maintaining partnerships with other UN agencies, government institutions, bilateral and multilateral donors, private sector, civil society and informing them of the results achieved by the project
