Description of task
  • Conduct casework by interviewing identified refugees for resettlement. Assess the resettlement needs and complete RRF (Resettlement Registration Forms) and refer cases for review to the Resettlement Officer;
  • Research country of origin information to support and strengthen resettlement cases;
  • Support and assist in the preparation of and facilitation of resettlement country missions;
  • Assist Resettlement Officer with the organizing of training workshops and seminars on resettlement related issues for UNHCR staff;
  • Manage in a fair manner refugees’ resettlement expectations through information sharing, outreach and counselling;
  • Regularly liaise with Protection, Community Services and other relevant Units to individual case processing within the Office;
  • Regularly update ProGres database with resettlement events and maintain own statistical data for reporting purposes;
  • Participate at the Resettlement Unit, Protection Section and Office meetings when requested;
  • Undertake support resettlement missions to the field when required.

Description of task

Within the delegated authority and under the supervision of the Social Policy Specialist, the national UN Volunteer Economic and Fiscal Expert will provide technical support for UNICEF Brazil on economic and fiscal policy analysis, with focus on public budgeting and financing for children and adolescents.

This work will entail the following:

  • Review and analysis of macro-economic and fiscal tendencies, including
    • existing and potential fiscal space as well as sustainability of such fiscal space;
    • efficiency and effectiveness of increased spending for children and adolescents;
    • macroeconomic and fiscal feasibility analysis.

  • Analysis and elaboration of summary briefs and other material on economic and fiscal trends for child-related public budget allocation including for subnational levels of the Brazilian federative system, including:
    • Briefing notes and presentations for technical internal and external discussions;
    • Analysis of existing national budget policies, social expenditures and investments in social policies for children and adolescents in Brazil
    • Analysis of existing ‘allocation and operational’ effectiveness and efficiency of direct/indirect public allocations for children and adolescents;
    • Analysis of the overall economic and financial situation of Brazil, ensuring a child-responsive analytical lens, to identify available and/or potential fiscal space for sustainable spending on social policies;

Description of task

Description of task

Under the supervision of the Chief of Operations and Resource Management and Chief Environment Unit, the Environment Officer will be responsible for managing the Environment Unit in the sector and for coordinating and managing actions on environmental and cultural issues in the mission, establishing, implementing, monitoring and revising as necessary the mission's Environmental Management System (EMS). The duties listed below are part and parcel of this task on the mission's EMS:

Policy and Guidance:

  • Support the Chief of Operations and Resource Management and the Chief Environment Unit in review and/or development and implementation of the mission's environmental policy and objectives (including directives, audit follow-up, Mission Environmental Action Plan, Standard Operating Procedures, etc.);
  • Conduct environmental assessments and surveys of operations in the mission, including Environmental Impact Assessments (EIA);
  • Liaise with Military at camps to assure assessment actions are completed;
  • Provide environmental support and guidance to clients within the mission;
  • Produce the mission's Environmental Baseline Study (EBS), if no such study has been done, or update existing EBS as necessary;
  • Implement the Environmental Action Plan in the sector of responsibility;
  • Implement and collect data for the environmental Action Planning and Performance (eAPP)
  • Produce the Environmental Emergency Preparedness Plan with relevant offices;

Management of Environmental Unit:

  • Manages the Environment Unit of the Sector. Incumbent will be the sole person in Environment Unit in the Sector and will need to be creative, motivated, and somewhat self-directed;
  • Oversees the execution of all environmental actions in the sector;

Environmental Action Plan - Implementation:

  • Lead, coordinate and monitor the implementation of the environmental Action Planning and Performance (eAPP) including data collection and reporting
  • conducting regular environmental inspections and risk assessment
  • Maintain a record of environmental issues and actions thereon at the mission, including, for example, a list of potentially hazardous installations within the mission (e.g. petrol station, warehouse storing flammables) in cooperation with fire marshals or other staff at the mission designated to deal with emergencies;
  • Investigate complaints or reports of pollution, contamination, health hazards and other environment-related incidents;
  • Submit periodic reports on environmental issues at the mission, to the Chief Environment Unit including policy compliance status reports as required for DOS;
  • Recommend to the Chief Environment Unit to undertake such measures as may be required to prevent or mitigate environmental problems;
  • Advise relevant officers or offices on environmental issues arising from the assessments, studies and plans, including environmental information relevant to the operations of the mission;

Awareness and Training:

  • Promote awareness on environmental issues;
  • Provide an environmental briefing to all mission personnel including police and military contingents during their induction training and as needed;
  • Conduct environmental training to all mission personnel.

Coordination and Partner Relations:

  • Liaise on environmental issues with local authorities and the office of the United Nations Resident Coordinator and relevant United Nations bodies and agencies present in the country or region hosting the mission;
  • Carry out any other tasks required to support the DPO/DOS Environmental Policy for UN Field Missions and the environmental objectives of the mission as directed by the Director of Mission Support.

Description of task

Within the delegated authority and under the supervision of the Chief of Section, Conduct and Discipline Team, and the direct responsibility of the Coordinator of CDT Training Unit or his/her designated representative(s), the UN Volunteer will perform the following tasks:

  • Assist in developing and implementing strategies and training programs for all categories of mission personnel on UN Standards of conduct, including mission specific administrative issuances and the Zero Tolerance Policy on sexual exploitation and abuse (SEA);

  • Assist in coordinating and delivering mandatory training on conduct and discipline matters including prevention from sexual exploitation and abuse, induction, refresher, training of trainers, specialized trainings, and briefings for all categories of mission personnel and affiliated personnel;

  • Develop and deliver training programs on all forms of misconduct, specifically tailored to various categories of mission personnel, including internationally and locally recruited personnel, military contingents, military observers, and United Nations Police;

  • Establish and promote linkages with other offices within the mission as well as other UN Agencies, in the Mission’s area to facilitate the development and delivery of training programs on all forms of misconduct, including sexual exploitation and abuse;

  • Review and update guidelines, reference materials, and other relevant training tools to tackle all forms of misconduct by UN personnel;

  • Coordinate training activities throughout the mission area to ensure that all mission personnel receive training on all forms of misconduct upon arrival in the mission and at regular intervals;

  • Record and manage the database for all training activities and maintain accurate statistics inputs;

  • Develop and maintain a filing system for training undertaken and update at daily basis the training database;

  • Produce statistics of training activities;

  • Prepare reports on training undertaken and propose recommendations for improvement ;

  • Conduct regular joint risk assessment visits to Mission’s camps, operating bases, fix posts and facilities, including Civilian facilities, Military and FPU camps and make appropriate recommendations to mitigate identified risks factors associated with any type of misconduct;

  • In coordination with other Mission components, ensure that recommendations from Risk Assessments are implemented.

  • Assist in developing and implementing risk management strategies, programs and tools, in coordination with all mission components;

  • In coordination with other Mission’s components, including Security, the Force and Police contribute to risk assessments in establishments in Bangui through “spot check inspections”; and support as necessary CDT colleagues in the field in conducting such exercises;

  • Record and manage the database for all Risk Assessments exercises conducted and maintain accurate statistics in this regard;

  • Prepare reports on risk management (including joint risk assessments) exercises undertaken and propose overall recommendations for improving risk management strategies.

  • Perform other related tasks as directed by the supervisor or CDT leadership.

Description of task

Within delegated authority and under the supervision of the Chief SSR, the UN Volunteer SSR Officer will be responsible for the following duties:


• Assists in the development of key components of the approved SSR Programme, including overall policy and legal framework, implementation strategy, operational modalities and action plans, taking into account national programme priorities and targets.
• Substantively participates in the development, implementation and evaluation of assigned projects, monitors and analyzes project development and implementation, reviews relevant documents and reports, identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, and identifies and tracks follow-up actions.
• Provides technical inputs to ongoing projects, as well as technical advice and assistance to key parties (e.g.: SSR unit management, established Commissions, or government officials); consults with relevant stakeholders through inclusive and participatory processes; and undertakes continuous monitoring of project activities.
• Organizes or undertakes research on various aspects of SSR work; analyzes and presents information gathered from diverse sources; identifies problems and issues to be assessed and proposes corrective actions.
• Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, and so on.
• Undertakes survey initiatives; reviews, analyzes and interprets responses, identify problems/issues and prepare conclusions.
• Participates in field missions, including provision of guidance to government officials and other parties; drafts mission summaries, and so on.
• Initiates and coordinates outreach activities; contribute to conduct training workshops and seminars; makes presentations on assigned topics or activities.
• Comtributes to coordinates activities related to budget and funding (project preparation and submissions, progress reports, financial statements, and so on) and prepare related documents and reports (pledging, work, programme budget, and so on).
• Liaises closely with others relevant parties to ensure that SSR activities are well integrated and coordinated.
• Prepares various written outputs, like draft background papers, analysis, sections of reports and studies, inputs to publications, and similar.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, and so on.
• When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.
• Performs other related duties as required by direct supervisor

Furthermore, UN Volunteers are expected to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Previous experience in SSR with professional experiences in advising, guiding, or mentoring defense or security forces is required. Previous experience in the UN common system is desirable. Description of task

Under the general supervision of the Chief of MINUSCA Justice and Corrections Section (JCS), and the direct supervision of a senior Judicial Affairs Officer or a regional Head of Justice team, the UN Volunteer Judicial Affairs Officer will undertake the following tasks:

  • Gather and analyze information and report on developments in the national Justice and Rule of Law institutions as well as MINUSCA activities in these fields.
  • Draft and edit daily and weekly reports for the JCS, incorporating contributions from all parts of the section.
  • Assist with the preparation and implementation of strategic planning documents, including Results-Based Budgeting.
  • Prepare and maintain statistical tables on the justice sector in the CAR.
  • Support technical level coordination with other components of the mission aiming at advancing justice-related issues.
  • Conduct legal research and prepare legal opinions on a variety of issues relating to the justice sector in the CAR on the basis of the applicable law, international law and international human rights law.
  • Draft training modules and participate in training activities for the magistrates and other judicial personnel.
  • Participate in the advisory support to the local judicial institutions in the framework of MINUSCA support to the rule of law institutions.
  • Facilitate knowledge building and knowledge sharing.
  • Perform other related duties as required by the supervisor.

Description of task

Within the delegated authority and under the supervision of Warehouse Operations Officer or his/her designated mandated representative(s), the UN Volunteer Warehouse Assistant will:

  • Supervise the receiving, inspection and issuance of Supply items; Prepare and submit Cargo Movement Requests (CMRs) to MOVCON for transfers of materials from one location to another; Prepare cargo in line with convoy schedules.
  • Review approved requests for all commodities, and issue them in accordance with approved quantities, appropriate scales of issue, mission priorities and stock availability; All transfers orders (TOs) and issues of items are done through UMOJA – the organization uses an ERP called UMOJA for the management of its inventory.
  • Supervise the receipt/deliveries of all stock from/to sectors and the accuracy of the delivery against database; Participate in Receipt and Inspection of items delivered by vendors.
  • Maintain inventory accuracy for stock on hand through the assigned Storekeeper; Coordinate with Regional Technical Units (Engineering, Transport, and Supply) representative and the Regional Administration Officers (RAOs) on materials requirements for new, ongoing and planned projects and activities.
  • Coordinate the conduct of cycle counts, bring any noted discrepancies to the attention of the Supervisor;
  • Establish and maintain appropriate warehouse facilities for commodities, control all items subject to storage expiration and assist operating a commodity disposal system in accordance with UN regulations;
  • Ensure safe working environment in the warehouses.
  • Collect and collate, on a monthly basis, all documentations (e.g. delivery notes, CMRs, etc.) for onward submission to the Centralized Warehouse main Office in Bangui for further processing; prepare monthly reports as required;
  • Other related duties as assigned.

Description of task

This position is located in Bangui, in the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Associate Policy and Best Practices Officer (APBPO) reports to the Mission’s Chief of Staff through the Policy and Best Practices Officer (PBPO).

Under the direct supervision of the PBPO, the APBPO will carry out the following duties:

Promote and facilitate organization learning and the sharing of knowledge within the Mission and between the Mission and other missions and UNHQ:

• In consultation with the PBPO and the Chief of Staff and assisted by the Policy and Best Practices Service at UN Headquarters, support the knowledge management action plan that will address the Mission's operational learning needs;

• Promote the active use throughout the Mission of the DPO-DOS knowledge-sharing tools and systems, such as the Policy and Practice Database, End of Assignment Reports, Surveys of Practice and After-Action Reviews, including through the establishment and support of a network of best practices focal points within the Mission;

• Support the Mission Chief of Staff and other senior Mission managers upon request, in identifying gaps in existing official guidance, as identified through needs assessments, evaluations, lessons learned studies, etc., and developing guidance where needed, based on identified gaps;

• Provide inputs to draft guidance as needed, when consulted by UNHQ offices;

• Initiate and coordinate outreach activities, conduct training workshops, seminars, etc.; make presentations on policy, best practices and lessons learning issues;

• Facilitate and/or generate good practices and lessons learned on various Mission work processes, operational responses, organizational systems, mandate implementation, etc.;

• Research, analyze and present information gathered from diverse sources;

• Collect, store and share best practice materials originating in the Mission with UNHQ and other Missions through the Policy and Practice Database, Communities of Practice and other channels and information-sharing fora;

• Prepare and share with Mission leadership syntheses of lessons learned and recommendations documented in the Mission's knowledge sharing reports, as required;

• Organize follow-up action as required on studies undertaken, seminars or workshops on Mission-specific best practices and lessons learned activities;

• Liaise and coordinate with UN partner organizations, national and international organizations and academic institutions on all issues related to lessons learning and knowledge sharing;

• Provide other learning and research services to the Mission as required.

Support the establishment of a Mission-wide system of guidance development based on lessons learned and good practice:

• Promote the integration of lessons learned, good practices and other operational knowledge into work processes, guidance, and planning scenarios;

• Develop, on behalf of the Mission management, an appropriate mechanism for considering and, following up on local-level recommendations generated by knowledge sharing mechanisms;

• Take an active part in the network of Policy and Best Practices Officers and in developing and maintaining the network of Mission focal points;

• In consultation with the Mission Chief of Staff and the senior Mission leadership and supported by the Policy and Best Practices Service (UNHQ), assist the Mission with designing and implementing a mission-specific guidance development process;

• Support the Mission Chief of Staff and other senior Mission managers upon request, with the development, review, approval and dissemination of mission-specific guidance;
