Description of task

Sous la supervision du Chef d’Unité Gouvernance et Etat de Droit, et en appui au partenaire national, le/la spécialiste en TIC aura la charge de gérer le projet et accomplira les tâches/responsabilités suivantes :

  • Apporter un conseil sur les questions relatives à la gouvernance électronique et au commerce électronique se matérialisant par des notes techniques et d’orientation ou des notes conceptuelles selon le besoin ;

  • Appuyer à la mobilisation des partenaires gouvernementaux, non gouvernementaux, secteur privé, partenaires techniques et financiers afin d’assurer une bonne atteinte des résultats du portefeuille sur les aspects liés à la gouvernance électronique et au Commerce électronique dans les zones cibles du projet en cohérence avec les priorités du PNUD ;

  • Appuyer le partenaire gouvernemental dans la mise en œuvre de la Stratégie Nationale de Gouvernance électronique et/ou de Commerce électronique ;

  • Assurer la mise en œuvre et le suivi programmatique, administratif et financier, conformément au cadre de performance et de résultats du projet, aux procédures du PNUD. Ceci inclus préparation du :

    • Plan de travail annuel,

    • Plan de suivi-évaluation et du plan d’achat annuels ainsi que leur mise à jour,

    • Plans de décaissement trimestriels reflétant les besoins en trésorerie ainsi que leur mise à jour,

    • Rapports de progrès trimestriels, y inclus le reporting financier,

    • Rapports annuels et de clôture et tout autre rapport/document particulier selon les nécessités.

  • En étroite collaboration avec le chargé de suivi et évaluation du bureau, effectuer le suivi du cadre de performance et de résultats du projet sur le système de gestion intégrée ATLAS et ce conformément aux procédures du PNUD ; Ceci inclut également la gestion budgétaire des activités (Révisions budgétaires et leur documentation) ;

  • Elaborer les termes de référence des diverses expertises à mobiliser dans le cadre du projet et coordonner avec les équipes compétentes du PNUD les processus de leur contractualisation.

  • Assurer le suivi avec les partenaires techniques et effectuer la revue substantielle des livrables qui seront soumis et des produits ou résultats atteints;

  • Planifier trimestriellement les réunions du comité de pilotage "COPIL" et coordonner avec le partenaire national leur organisation et leur documentation (Procès-verbaux, minutes…) ;

  • Préparer et coordonner avec les équipes compétentes du PNUD, les processus de l’audit et/ou évaluation du projet selon les procédures du PNUD ;

  • En étroite collaboration avec le chargé de communication du bureau, assurer la communication et la valorisation des résultats du projet à travers une contribution aux moyens et supports de communication du PNUD ;

  • Mobiliser et développer les liens de partenariat avec les partenaires nationaux, les autorités locales, les institutions publiques et privées, société civile et institutions internationales afin de bien positionner le projet par rapport aux différentes interventions et contribuer à la mobilisation des ressources pour son éventuelle extension d’autres zones d’intervention;

  • Assurer le suivi du système d’archivage et de documentation, y compris sur le système de gestion intégrée ATLAS ;

  • Assurer la supervision des activités de l’équipe d’appui mise à la disposition du projet ;

  • Assurer toutes autres tâches confiées par le PNUD ou le partenaire national répondant aux exigences de mise en œuvre des activités habilitantes.

Description of task

Sous la supervision directe du Spécialiste en Finances du Programme Fonds Mondial, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Assurer la conformité des processus financiers, des enregistrements et rapports financiers et du suivi des audits sont conformes aux règles et à la règlementation du PNUD ;

  • Veiller au respect strict du système de contrôle interne ;

  • Participer à l’identification des processus opérationnels du projet et à l’élaboration des procédures standards de fonctionnement ;

  • S’acquitter des tâches comptables diverses concernant les opérations par le suivi quotidien des bordereaux de paiement (vouchers) des projets au niveau de l’unité des Finances depuis l’initiation de la requête dans Atlas en passant par la soumission à l’approbation jusqu’au classement du voucher et des pièces justificatives ;
  • Assurer l’établissement des éléments de rapports financiers périodiques, des rapports d’étapes et des rapports de fin des échéances financières qui sont présentés aux bailleurs de fonds ;
  • S’assurer que les documents de support des paiements sont complets avant leur transmission aux Finances pour finalisation ;
  • Maintenir un système de contrôle des dépenses internes pour s`assurer que les vouchers sont correctement saisis, que les transactions sont correctement enregistrées et saisies dans ATLAS, que tous les paiements sont effectués et que les comptes bancaires des bénéficiaires sont crédités.
  • Vérifier dans Atlas l’exactitude des données bancaires du fournisseur, de la méthode de paiement, du COA et effectuer les contrôles nécessaires pour éviter une duplication dans paiements.
  • S’assurer que les conditions et les modalités de paiement soient conformes aux Purchase Orders et aux contrats pour les paiements avec PO ;
  • Initier les requetes des écritures de liquidation des avances par APJV (régularisation dans le journal comptable), assurer le nettoyage des vouchers avec exception de la réintégration afin d’éviter un impact négatif sur le dashboard ;
  • Maintenir un système de classement et d’archivage des documents er rapports financiers au sein de l’unité des Finances ;
  • Assurer toute autre tâche selon les besoins et sur demande du coordinateur de programme.

Description of task

Within the terms of the organization’s delegated authority, and under the direct supervision of the MINUSCA Medical Officer/Chief Medical Section, the UN Volunteer Medical Doctor will be responsible for:

· Attending the MINUSCA Medical Clinic/satellite clinics on a full time basis;

· Daily medical consultations of MINUSCA personnel (UN civilian personnel, national and international Contractors, uniformed personnel);

· Overseeing the work of all the other staff in the clinic (doctors, nurses and drivers);

· Being on call during and outside office hours, to observe and treat emergencies in the medical clinic or in their accommodation;

· Maintaining medication and medical supply stock through timely requests to the mission pharmacist;

· Providing vaccinations for all MINUSCA staff;

· Conducting health education and sensitization on health topics, including HIV/AIDS;

· Arranging consultation with specialists in mission area or outside CAR for UN staff, when required;

· Establishing good relations with reliable hospitals and other private medical facilities;

· Maintaining emergency medical supplies and equipment to be used in case of emergency situations;

· Conducting entry and periodic medical examinations for United Nations staff members;

· Maintaining medical records of all UN personnel served by the clinic; observing medical confidentiality;

· Advising health and hygiene precautionary steps to be undertaken at the duty station;

· Conducting Contingent Owned Equipment (COE) Verification Inspections;

· Performing other related functions, when required by the Chief Medical Officer/Chief Medical Services;

Description of task

Under the direct supervision of the Unit coordinator, the UNV will undertake the following tasks:

  • Supports the unit coordinator to ensure an adequate information management system for Conflict Related Sexual Violence (CRSV) in the JHRO database.

  • Contributes to the review of CRSV information at a field level for R&I Unit and MARA coordinator.

  • Ensures a regular information exchange, close coordination and collaboration with the Child Protection Section.

  • Provides expertise and develops assessments on CRSV as part of protection plans in the framework of Protection of Civilians (through participation in the Early Warning Cell, SMGP-P, Protection Cluster and other platforms).

  • Supports and/or participates in the work of Joint Protection Teams, Joint Investigation Missions, Joint Assessment Missions, and Ad hoc Missions and ensures that CRSV is consequently and systematically integrated into reports and follow up/action plans.

  • Provides training to MONUSCO’s civilian, police and military components on the prevention of and response to CRSV. WPA is expected to closely coordinate and collaborate with each mission component in order to ensure mainstreaming of CRSV concerns in mission policies and activities, supporting the inclusion of prevention and response activities on CRSV in strategies, Standard Operating Procedures, etc.

  • Strengthens and supports the work of JHRO in the provision of CRSV training for non-UN actors including for FARDC (Forces Armées de la RDC) and PNC (Police Nationale Congolaise);

  • Works within the existing Sexual and Gender Based Violence (SGBV) coordination mechanism to contribute to the development and strengthening of the referral pathway for survivors in line with Standard Operating Procedures for the SGBV Prevention and Response (IASC, 2008);

  • Participates in all SGBV fora (Protection Cluster, FAI, AMS, PP, Data and Mapping, etc)

  • Supports the Government of DR Congo with the implementation of the National Strategy against Gender Based Violence (GBV) where needed and coordinates this support with relevant UN agencies such as UNICEF, UNFPA and UNHCR.

  • Supports capacity building for local authorities on CRSV prevention awareness and on early warning and response to CRSV.

  • Provides expertise to and supports the development and implementation of programs addressing sexual violence, funded by the International Support and Stabilization Strategy (ISSSS).

  • Works as a focal point for planning and implementation of Quick Impact Projects (QIPs)related to CRSV.

  • Coordinates and shares sexual violence data with the ISSSS Monitoring & Evaluation Support Unit (EEST) where relevant and monitors the impact of ISSSS Sexual Violence interventions in the stabilization priority zones.

  • Performs any other duties and ad hoc task as may be required.

Description of task

Within the delegated authority and under the supervision of the Communication Specialist based in Goma and in close collaboration with all programme sections, the UN Volunteer Communications Specialist will undertake the following tasks:

General public communications activities:

  • Produce high-quality communication documents in French and English;
  • Research, draft and edit communication materials (articles, press releases, human interest stories, fact sheets and others) for both traditional and modern media for advocacy, social mobilization and resource mobilization activities; contribute to the qualitative aspects of production (e.g. translation, graphic design);
  • Work on the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact;
  • Help in the planning and organizing as well as generating public support for special events and activities to promote country programme goals;
  • Monitor the public perception of UNICEF in the country; recommend appropriate action to maintain a positive image for the organization; evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences; and participate in the evaluation of their impact;
  • Develop close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizing both web-based and traditional media as appropriate to generate and maintain public interest in children's issues and tell the story of UNICEF's cooperation to a wider audience;
  • Assist in identifying and obtaining feature stories and other material to facilitate advocacy and fund-raising activities;
  • Assist in the development of work plans that are consistent with UNICEF communications strategies, goals, objectives and activities; monitor compliance and provide support and guidance to ensure objectives are met, including performance planning, monitoring and appraisal; plan and monitor the use of communication budgetary resources;

Advocacy support:

  • Provide internal office support to programme staff on the production of quality advocacy, information and communication materials to strengthen programme visibility;
  • Participate in global advocacy activities by planning visits of goodwill ambassadors, National Committee representatives and Executive Board members, including preparation of information materials (e.g. press releases, programme summaries, country fact sheets and media kits) and necessary logistic arrangements;
  • Take responsibility where required to adapt and disseminate advocacy materials from the Country Office, NY HQ, Geneva HQ and the respective Regional Office to identified target audiences, arranging translation into local language(s) as necessary; identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences;
  • Develop partnerships with individuals, groups and organizations whose support is essential to the achievement of advocacy and communication objectives (i.e. media), and strengthen their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.

Communication support:

  • Support the Communication team in its day-to-day activities, including but not limited to, contributing to outreach through organizing events and setting up activities (retreats, meetings and task forces);
  • As required, prepare background communication and advocacy materials for briefings and visits of media, goodwill ambassadors, donors, national committee representatives and other special interest groups;
  • Ensure quality, consistency, accuracy and ethics of all communication tools and materials (press releases, videos, social media posts, Human Interest Stories, SitRep, Blog articles, Reports, etc.);
  • Ensure language quality in English and French of all communication tools and materials.

Children’s engagement support

  • Accompany the Child Reporters and members of the Goma Children's Committee in their work of producing written and audio materials, and in organizing advocacy activities;

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

Description of task

Reporting to the Civil Affairs Team Leader/Coordinator or designate at the field office level, the UN Volunteer will undertake various tasks, including the following:

Description of task

Within the delegated authority and under the supervision of Chief of Field Office or his/her designated mandated representative(s), the UNV C4D Officer will:

1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, cultural, economic, communication and political issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning C4D strategy and interventions in the region.
  • Collect, draft and/or organize materials and related documentations for C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess the impact of C4D activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with relevant Regional Bureaus, Programme Officers, the C4D unit, and other relevant stakeholders
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific Communication for Development components with objectives and activities aimed at different levels:
  • behavior development/change individual/household/facility levels;
  • community participation, social change and collective action at community level; and
  • social mobilization of community-based organizations and advocacy for decision makers;

2. Support to the implementation of C4D activities

  • Collaborate with internal and external partners to provide operational and technical support to the design of C4D strategies, and research, develop, test, produce and use quality C4D materials and/or organize events and activities to ensure maximum outreach and impact on behavioral and social change of target audience.
  • Assess and recommend potential contacts, networks, resources and tools to support the maximum impact and outreach of C4D initiatives.
  • Follow up on the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

​3. Advocacy, networking and partnership building

​Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.

  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Provide technical support to UNICEF, regional sector bureaus and partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D

4. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with national/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
  • Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
  • Provide technical and coordination support to C4D trainings at regional, Zonal, and Woreda levels for Government counterparts, partner organizations, and their volunteer networks.

5. Monitoring and Reporting

  • Undertake regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments / KAP surveys
  • Compile regional C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps

Description of task

Sous la supervision directe du Responsable chargé des relations extérieures le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Elaborer et mettre en œuvre un plan de communication qui comprend un calendrier des principaux produits de communication,
  • Identifier les moyens de communication les plus adaptés pour une plus large diffusion de l’information et la promotion des activités de l’OMS
  • Appuyer la conception et la mise en œuvre de différents outils et supports de communication permettant d’améliorer la visibilité de l’OMS et ses partenaires (vidéo, photo, notes d’information, réseaux sociaux) ;
  • Rédiger des communiqués de presse, des histoires d’impact, des messages sur les médias sociaux et d’autres documents de communication sur des événements importants au niveau Pays pour diffusion sur les sites Web du bureau pays
  • Préparer des produits et des déclarations de communication et de plaidoyer qui seront utilisés par l’équipe de mobilisation des ressources pour convaincre et encourager les donateurs à financer rapidement la réponse globale du secteur de la santé,
  • Prendre des photos d’événements importants, du personnel et du travail de l’OMS sur le terrain pour les publier sur les plateformes de médias sociaux et les sites Web de l’OMS
  • Appuyer le responsable des relations extérieure dans l’élaboration des notes d’information, propositions des projets et le rapportage,
  • Rédiger et réviser les articles et les publications produits par les différents programmes en anglais et en français,
  • Développer les différents matériels de visibilité pour chaque programme,
  • Appuyer l’équipe de communication du bureau dans l’organisation des évènements organisés par OMS
  • Collaborer avec tous les acteurs concernés, y compris le groupe de la santé, les bureaux régionaux et extérieurs, d’autres départements de l’OMS, les organismes des Nations Unies et d’autres partenaires pour identifier et créer des opportunités de communication et préparer des campagnes de communication sur des sujets spécifiques en concertation avec le responsable de la communication du bureau,
  • Effectuer toute autre tâche liée aux communications, selon les besoins du superviseur fonctionnel.
