Description of task

Bajo la supervisión directa del Jefe de la Unidad de Análisis Situacional de la OCHA Colombia, el/la voluntario/a VNU Especialista realizará las siguientes tareas:

  • Apoyo en la gestión, alimentación y actualización de los sistemas, plataformas, herramientas y sitios web (Monitor, 345W, salahumanitaria.co, entre otros) establecidos para consolidar la información sobre la situación y la respuesta humanitaria, así como la consolidación de la paz y el desarrollo, con un enfoque diferencial (género, edad y etnia).
  • Apoyo en la consolidación y procesamiento de datos, análisis de la información del territorio donde está presente, reflejada en mensajes clave, productos de información de emergencia y contexto (Flash update, Situation Report, infografías, presentaciones, ficha técnica) de forma periódica, que hacen visible tanto la situación, como la respuesta humanitaria y las carencias, con un enfoque diferencial (género, edad y etnia).
  • Garantizar la actualización y/o elaboración de productos de información (pública e interna), tanto narrativa como visual, de manera oportuna, de acuerdo con los criterios establecidos en el plan de trabajo del lugar donde se encuentre el responsable de la información.
  • Apoyar al Equipo Local de Coordinación (ELC) en su proceso de gestión de la información para respaldar el seguimiento de la situación y la sensibilización, el seguimiento de la respuesta y los procesos de adopción de decisiones.
  • Prestar apoyo técnico y participar en los procesos establecidos por el ELC, dentro del ciclo de programación humanitaria, asegurándose de que las personas con necesidades sectoriales, carencias humanitarias y respuesta en su región estén informadas. La información debe garantizar la desagregación en términos de género, edad y etnia, así como la transversalidad del enfoque de género, diferencial y derechos.
  • Apoyo con la creación de capacidad de los asociados y las contrapartes locales para promover, facilitar y optimizar la gestión de la información sobre los sistemas, herramientas y productos mencionados, además de involucrar a otras contrapartes cuando sea necesario.
  • Participar y apoyar la ejecución de la evaluación rápida de necesidades MIRA y sus respectivos informes cuando el impacto humanitario sea evidente, como la herramienta establecida para el EHP, además de la participación y contribución de los socios. Promover el uso de las herramientas de género de MIRA.
  • Participar y apoyar activamente los espacios de coordinación definidos y existentes a nivel local y nacional cuando sea necesario (tanto la arquitectura humanitaria como la institucional), en el marco de las funciones y temas establecidos para el cargo.
  • Involucrar a los puntos focales de género / grupos de género en el desarrollo de productos de información estratégica (sesiones informativas regionales, presentaciones de contexto, flash, etc.)
  • Comunicación permanente con los puntos focales temáticos en Bogotá, para informar sobre la solicitud de información ad hoc por parte de otros socios o miembros del ELC, GiC y/o EHP. También para recibir y aplicar la retroalimentación dada.
  • Participar en reuniones de seguimiento a través de teleconferencias y enviar informes semanales sobre las acciones de respuesta, visitas de alto nivel y otras situaciones relevantes que deben conocerse a nivel nacional, para la respectiva incidencia y coordinación en respuesta a los objetivos del Centro de Derecho Ambiental y el EHP.
  • El trabajo implica una interacción frecuente con lo siguiente

Personal de los organismos del sistema de las Naciones Unidas, personal de organizaciones no gubernamentales y de la sociedad civil que se ocupan de cuestiones humanitarias; funcionarios de gobiernos e instituciones locales.

Cualquier otra actividad que se requiera o sea asignada por el supervisor.

Además de lo anterior, a los Voluntarios de la ONU se les insta a integrarse al mandato del programa VNU en el marco de su asignación y promover la acción voluntaria a través de la integración en las comunidades en el desarrollo de su trabajo. Como tales, los Voluntarios de la ONU deben dedicar parte de su tiempo de trabajo a alguna de las siguientes actividades recomendadas:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU (por ejemplo, en los eventos de conmemoración del Día Internacional del Voluntariado);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Proveer reportes de autoevaluación anuales y al finalizar la asignación sobre las acciones de VNU, resultados y oportunidades;
  • Contribuir con artículos/críticas de sus experiencias en el terreno y enviarlas a la sede para su inclusión en el sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Ayudar con el Programa de Mentores para los nuevos Voluntarios de la ONU;

Impulsar o asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio a individuos y organizaciones locales relevantes cuando sea técnicamente posible.

Description of task

Under the direct supervision of the Head, Nairobi Convention Secretariat, the national UNV will undertake the following tasks:

Description of task

Under the direct supervision of Communication for Development Specialist (Health) and Communication for Development Manager , the UN Volunteer will undertake the following tasks:

  1. Participates in and contributes to the county level community engagement and participation planning, communication strategy development, social and community mapping; Assist C4D specialist in coordination county level assessments and studies related to C4D. Description of task

Description of task

Within the delegated authority and under the supervision of the SDG Finance and South-South Cooperation Regional Advisor the UNV Finance for Development Officer will:

  1. Technical Assistance and programme support to African Countries (35%)
  • Provide country support for the development of INFF, in line with the UN DESA methodology for INFFs, with a particular focus on the Development Finance Assessments (DFA) and SDG financing strategies as requested by UNDP COs.
  • Assist COs in the national revenue mobilization agenda of the countries, including through the tax reform processes, by linking the work under the Tax Inspectors Without Borders Global Programme to the regional domestic resource mobilisation for a renewed social contract project.
  • Support development of country engagement plans in African countries reflecting the main workstreams of the AFSH DRM project as required.
  • Any other related duty as may be required;
  1. Policy Analysis and Support to global and regional policy dialogue on Financing for Development in Africa (35%)
  • Carry out research and analysis on the transformative development cooperation landscape in the region, including through support to undertake the Development Finance Assessments in the African countries, with a particular focus on opportunities opened through the AfTCA, and on issues such as the MIC graduation process, the 4th industrial revolution, the opportunities of the renewable energy and diversification of economy for resource dependent countries.
  • Facilitate programme development and country participation in global and regional policy dialogue on financing for development and DRM/Tax and Development.
  • Support the ddevelopment of concept notes for technical workshops/webinars/side-events for regional INFF and DRM related activities.

Description of task

Under the direct supervision of the World Health Organization Representative and working within the WHO Health Emergency Cluster, the UN Volunteer - Medical Epidemiologist will undertake the following tasks:

· Provide technical advice to the MOHCC IDSR and partners, in the development and implementation of strategies and programmes related to the epidemiological needs for priority diseases, conditions and events. Under the Integrated Disease Surveillance and Response (IDSR) and International Health regulations (2020).

· Conduct real-time analysis of outbreak intelligence data on infectious diseases, with other team members, for epidemic forecasting and detection, guide national and districts on data quality improvement, use of data for monitoring of trends, ALERT and ACTION thresholds (triggers), as well as methodologies for performing Data Quality Audit (DQA) at district and health facility level.

· Synergize surveillance and response data received from multiple sources including Health Information Systems, vertical reporting programmes, community Based Surveillance and IDSR. Improve on efficiency of data collection, correlation, analysis, interpretation and timely action.

· Provide technical support for the establishment and functionality of Rapid Response Teams (RRTs) and Public Health Management Committee (PHEMC) for potential hazards like Infectious diseases, Zoonotic events, Food safety events and chemical events at the district level as per the national guidance and standards.

· In collaboration with the MOHCC Directorates of Disease Prevention and Control (DPC) and Primary Health care, strengthen the implementation of Community Based Surveillance (CBS) for priority diseases, conditions and events including Points of entry/cross border surveillance, where applicable.

· Provide technical guidance for the establishment, implementation and maintenance of the electronic IDSR (e-IDSR) as well as related descriptive and analytical studies.

· Support the MOHCC in the production of information products and reports including weekly newsletters, quarterly bulletins, annual reports, IHR reports, outbreak situation reports, etc.

· Contribute to capacity building of the surveillance workforce at national and district levels to enhance IDSR/IHR implementation

· Timely reporting to WHO on a variety of epidemiologic data needs on daily/weekly/ monthly basis as required.

· In cooperation with MOHCC IDSR Programme, monitor and evaluate the implementation of the planned surveillance activities, as well as alert and response capacities for event detection, verification and response in compliance with IHR 2020.

· Support the conceptualization, design, execution and analysis of communicable and non-communicable disease prevention and control related operational research

Description of task

Under the direct supervision of Associate Resettlement & Complementory Pathways Officer, P2, the UN Volunteer will undertake the following tasks:

  • Conduct casework by interviewing identified refugees for resettlement. Assess the resettlement needs and complete RRF (Resettlement Registration Forms) and refer cases for review to the Resettlement Officer;
  • Research country of origin information to support and strengthen resettlement cases;
  • Support and assist in the preparation of and facilitation of resettlement country missions;
  • Assist Resettlement Officer with the organizing of training workshops and seminars on resettlement related issues for UNHCR staff;
  • Manage in a fair manner refugees’ resettlement expectations through information sharing, outreach and counselling;
  • Regularly liaise with Protection, Community Services and other relevant Units to individual case processing within the Office;
  • Regularly update ProGres database with resettlement events and maintain own statistical data for reporting purposes;

Description of task

Under the supervision of the project coordinator, the Project Management Unit or their designated representative(s) and the local Forest+ coordinator, the UN Volunteer will be responsible for the execution at the state level of the actions of the Plan to Support the States of the Legal Amazon, and for the implementation of the Floresta+ Amazônia Pilot Project, including the following activities:

  • To prepare the Working Plan altogether with the Project Management Unit and the Supervisor, and to execute it as established;
  • To define adaptive strategies, documentation and procedures to ensure the achievement of expected outputs;
  • To coordinate with the state institution responsible for the CAR to prioritize and increase the efficiency of the analysis of rural properties' CAR whose owners/holders are potential beneficiaries of the Forest+ Amazonia Pilot Project, as well as to increase the number of CARs i) active; ii) with an approved legal reserve; and iii) in one of the two categories "analyzed without pending" or "analyzing waiting";
  • To plan and to execute campaigns, altogether with the State Environmental Agencies (OEMAs), and other institutions related to the subject, to resolve pending issues in the CAR with the owners/holders of rural properties potentially eligible for the Forest+ Amazonia pilot project;
  • To define and implement strategies to increase compliance with notifications from the SICAR Owner/Holder Center, and to engage potential beneficiaries of the Forest+ Amazonia pilot project;
  • To plan and execute campaigns, altogether with the State Environmental Agencies (OEMAs) and other institutions related to the subject, to join the Forest+ Amazonia Pilot Project with the owners/holders of rural properties potentially eligible for the Forest+ Amazonia Pilot Project.
  • To support the implementation of the Forest+ Amazonia pilot project communication campaign in the UF. The campaigns should be carried out in strategic regions of the state that allow for greater effectiveness of the activity, including actions in several municipal urban centers and rural areas;
  • To coordinate the local UN Volunteers team and counter service activities of the CAR to be provided by the Forest+ Amazonia pilot project;
  • To participate in training events related to the process of environmental regularization of rural properties promoted by the state or by the Brazilian Forest Service. Attending to all training and knowledge transfer events in the context of supporting the environmental regularization of rural properties through the Forest+ Amazonia pilot project;
  • To carry out technical training at the State Departments of Environment and Agriculture, as well as at institutions supporting rural property owners and holders, on the procedures for joining the Forest+ Amazonia pilot project;
  • To monitor the progress of the Forest+ Amazonia pilot project activities carried out by partner institutions, in order to identify synergies and redundancies between planned and ongoing actions;
  • To carry out the registration of actions, activities and results achieved;
  • To collect data and information on local actions as required by the Project Management Unit and the Project Technical Coordination Unit;
