Description of task

This assignment is a support service to the MINUSMA and its personnel; it is not a humanitarian assignment involving direct work or interaction with beneficiaries.

Under the direct supervision of a Judicial Affairs Officer (team leader) based in Tombouctou, the United Nations Volunteer will be responsible for the following duties:

  • Follow-up through the criminal justice chain the treatment given by prosecutors and judges to cases of alleged illegal detention, and with that purpose, establish and maintain excellent working relations with the police, the prosecution and prison services, the judiciary and other Government officials as well as with the respective mission components;
  • Conduct research and analysis and provide expert advice and technical assistance to national counterparts on legal and judicial systems, including on legal and institutional reform;
  • Participate in the mapping and assessment of the judicial and legal systems, with on the functioning of the judiciary in the North of the country as well as in factors in rule of law progress in the field (rule of law indicators);
  • Assist in key activities with other mission components (e.g. police, corrections, human rights, political/civil affairs, gender, child protection, SSR, etc.) and other United Nations and external assistance providers;
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Description of task

The Youth Engagement and Events Officer will work with the Project Manager and support all the activities of the UNDP Sahel Youth Project. The incumbent is expected to perform the following duties:

Supporting Programme Coordination

  • Conduct background research on policies, strategies and priorities related to social entrepreneurship, innovation, youth development, greening and climate resilience in the region.
  • Draft background notes, briefing materials and speeches, as required.
  • Manage the data and information on the programme, track the key data points and deliverables.
  • Create the drafts of regular reporting to both the management at Dakar Regional Hub as well as to the partners.
  • Collect information and build a network of youth empowerment focal points from youth organizations, governments, UN agencies, private sector, regional bodies, etc.
  • Support the organization of project events, missions, retreats and other activities at regional and national levels.

Supporting Partnerships

  • Manage and maintain the database of potential partners for planned events and follow-up support
  • Support in delivering the partnership strategy.
  • Identify local partner(s) in the field of social entrepreneurship, social innovation and youth development.
  • Manage all logistics related to the various partners – potential and existing.
  • Manage any volunteers and vendors for the purpose of marketing, design, comms, etc.
  • Prepare fundraising collateral and communication materials.

Event Management

  • Support with event operations including invitations, registrations, speaker preparations, venue/platform management, feedback and more.
  • Provide and coordinate project-related administrative and on-site logistics support.
  • Act as a focal point for speakers, participants and partners.
  • Prepare draft outreach/communication materials (PPTs, brochures).
  • Drafting of reports on held events – ensuring effective events documentation.

Research and thought leadership

  • Conduct periodic secondary and primary research to understand the evolution of the youth social empowerment ecosystem.
  • Identify and articulate patterns and trends, nationally and regionally.
  • Support in building the thought leadership positioning for UNDP’s Youth Offer in the Sahel and West and Central Africa in general.
  • Support in creating long-form research pieces and content based on the know-how collected.

Supporting other marketing and communications efforts

  • Support with ideation as well as execution of the social media and content strategy.
  • Offer extended support to the UNDP Dakar Hub for any specific tasks on research writing and communications.

Description of task

Under the direct supervision of the Programme Manager, the UN Volunteer will undertake the following tasks:

  1. Support effective and efficient delivery of project results, which entails inter alia:

  • Support coordination efforts with other implementing partners;

  • Ensure synergies between the project and other UNDP projects and EU-funded anti-corruption projects, to ensure strengthening the achievement of integrated results;
  • Facilitate knowledge-building and management;
  • Ensure that project lessons learned, and best practices are captured, documented and periodically shared with relevant stakeholders;
  • Support procurement process for hiring of external assessments and evaluations
  • Analyse results and lessons learned and recommend strategies for improved delivery of project activity results and outputs;
  • Support a regular review of risks that impact project implementation and identify mitigation measures.

  1. Coordination and Partnerships, which entails inter alia:

  • Maintain regular communication and coordination with relevant partners, to implement activities in a timely manner;
  • Facilitate a good working relationship and collaboration between key government partners and UNDP;
  • Support to strengthen partnerships between government entities and civil society organizations, including through improved planning;

Description of task

Within the delegated authority and under the supervision of the project coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support Officer will assist in the implementation of activities that are carried out under the “GMCP GARS” dealing with maritime crime and criminal justice chain. In particular the UN Volunteer will undertake the following tasks:

  • Development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme particularly those related to Maritime Crime, and Criminal justice, including support to prisons holding piracy prisoners transferred from third party states and other criminal justice support delivered in the region and broader prison reform in Somalia, e.g Joint Correction Programme;
  • Conduct research to identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities in the region, including on improved detention and transfer activities;
  • Provide input on project/programme and/or budget re-visions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime and detention and transfer;
  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
  • Related to the above task, support monitoring and evaluation activities of the GARS Programme support by developing, participating and supporting evaluation of prison support activities, including compiling and collating information to be submitted to UNODC prison experts and management for further analysis;
  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues in the region;
  • Provide administrative and substantive support to the regional programme coordinator in view of consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing back-ground documents and presentations, handling logistics, etc;

Description of task

Within the delegated authority and under the supervision of Chief of WASH or his/her designated mandated representative(s), the UN Volunteer WASH Monitoring and Reporting Officer will:

  • Support the WASH zonal offices in the development of the 2021 Annual Review and prepare annual reports

Description of task

Under the general supervision of the Chief Medical Officer (CMO) and direct supervision of the Head Nurse/Medical officers, the UN volunteer will undertake the following duties:

  • Manage a walk-in clinic in a remote location under austere and often demanding conditions;
  • Attend to all staff members in a walk-in clinic to provide routine medical/nursing care, first aid and assessing fitness to work;
  • Respond to all medical emergencies and assisting medical officers in providing adequate care;
  • Refer to the UN Medical Officer and ensure effective liaison between the patient and outside primary health care providers/hospitals, following-up on referrals and hospitalisation;
  • Maintain proper documentation in the staff members’ medical files as well as the electronic medical records, such as nurses notes, vaccinations, incident reports and reports on work-related illnesses/injuries;
  • Provide immunization and health education to staff members;
  • Despense the requisite treatments and medications;
  • Ensure operation of nursing equipment, regular maintenance requirements, maintenaning equipment inventories, evaluating new equipment and techniques;
  • Maintain medical supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies, verifying receipt of supplies, using equpments and supplies as needed to accomplish job results;
  • Provide necessary guidance on health maintenance and disease prevention;
  • Initiate care and clinical interventions according to patient's condition and in accordance with local policies;
  • Maintain hygienic and safe working environment in compliance with the healthcare procedures;
  • Assist in providing medical support during evacuation and repatriation;
  • Proactively participate in health promotion activities by advising patients on different issues related to physical and mental health;
  • Prepare patient for different intervention and escort patient to other medical facilities as required;
  • Ensure safety of the patients while performing the duties;
  • Plan and organize training and teachings (First Aid, current health issues) for staff members;
  • Perform other duties as required.
