Description of task

Under the general supervision of the Chief Medical Officer (CMO), the incumbent will perform the following duties:

  • Work in out-patient department for surgical and General consultation in L1 Plus clinic;
  • Perform day-to-day specialist surgical clinical duties including regular general consultations e.g. walk-in clinic, emergencies;
  • Perform damage-control surgical interventions (surgical emergencies related to gunshot injuries, vehicular accidents, work related injuries and other life-saving surgical interventions as appropriate);
  • Perform assigned elective surgical interventions;
  • Ensure that all medical and nursing staff implements standard clinical protocols, guidelines, standard patient documentation and established surgical techniques during the operations;
  • Prepare and review case histories and obtain data through interviews;
  • Determine the necessity for surgical intervention, estimate possible risks to the patient and recommend the appropriate surgical procedure required;
  • Perform to work in patient ward and follow up with patients;
  • Contribute to implementation of the WHO Integrated Management for Emergency and Essential Surgical Care (IMEESC) toolkit;
  • Conduct a needs assessment and based on that develops a plan to improve surgical services;
  • Monitor medical instruments and equipment to ensure that aseptic and antiseptic methods are adhered to;
  • Perform 24/7 on-call for any surgical emergencies and rotational weekend/night shift-call duties as per roster;
  • Refer staff to higher level of specialists as necessary;
  • Follow-up with outside specialists;
  • Provide health education;
  • Perform any other tasks required by the Chief Medical Officer/ Designee.

Description of task

Under the general supervision of the Chief Medical Officer (CMO), the incumbent will perform the following duties:

  • Perform day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations, immunizations, etc;
  • Ensure smooth clinical work flow at the clinic, supervise clinic and laboratory staff and delegate duties to the Nurses;
  • Ensure readiness for rapid response to medical emergencies and casualties. Ensure preparedness of Forward Medical Teams for deployment to casualty sites;
  • Ensure availability of medicines, hospital consumables and emergency lifesaving drugs at all times;
  • Coordinate with the Nurses, Laboratory technicians and Pharmacy staff to ensure a timely requisition for medicines and medical supplies and Laboratory reagents needed in the clinic;
  • Ensure monthly return on the consumption pattern of medicines and medical supplies used in the clinic;
  • Liaise with UN Aviation Officer and UN Security Coordinator for air evacuation of critical cases to next Level-II/III hospitals or a higher medical facilities outside the mission area, in consultation with the CMO;
  • Collaborate with the NGOs and other Humanitarian Medical units operating in the region in consultation with the Chief Medical Officer when necessary;
  • Provide health education and participate in addressing work environment and occupational health issues in his/her duty station;
  • Coordinate with Staff Counselors to support staff members with mental health issues;
  • Collaborate with TCC, PCC, and other UN medical units in the regions during medical and casualty evacuations;
  • Perform as part of the emergency response team and will as such work closely with UNDSS/UNMISS security in implementing mass casualty response;
  • Perform any other duties as may be required.

Description of task

Under the direct supervision of the Head of Field Office, the UN Volunteer will undertake the following tasks:

  • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR).
  • Ensure that the needs of persons of concern in the AoR are assessed and analysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.

Description of task

Under the direct supervision of Chief HIV/AIDS & Policy Advisor the UN Volunteer will undertake the following tasks:

Description of task

General activity:

Description of task

Under the direct supervision of the Field office Team Leader or Thematic Team leader, and overall supervision of Director of the Human Rights Division or his/her designate, the UNV Human Rights Officer will be responsible for implementing the Division’s work plans, including assisting, in conducting monitoring/ fact-finding missions, as well as reporting and advocacy activities in the area of assignment as mandated in United Nations Security Council Resolution 2567 (2021). In particular, the UN Volunteer will undertake the following tasks:

General activity: Please note that this job description is generic and therefore, activities listed below may not be carried out by all Human rights officer.

  • Contribute to and/or draft communications, briefing notes, talking points, press releases, statements, bullet points, or other products;
  • Draft various internal and external reports on the human rights situation in South Sudan covering specific timeframes (e.g., daily, weekly, monthly) or themes (e.g., freedom of expression) based on submissions from colleagues based in the field and HQ. The candidate may be asked to draft reports during evening hours (i.e., daily) or weekends (i.e., weekly);
  • Provide guidance to relevant colleagues to ensure submissions from field teams are in line with OHCHR methodology on human rights reporting;
  • Provide and prepares legal analysis and research, and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc
  • Participate in legislative reviews and drafts commentaries and other relevant documents;
  • Conduct capacity building activities in areas of administration of justice and transitional justice which include advising national counterparts, facilitating and organizing workshops, supporting national criminal justice system organization, training of national actors and/or monitoring of the court and legal system;
  • Facilitate the implementation of the human rights mandate in the designated area of conflict-related violations;
  • Gather information, analyse and report on the situation of human rights in relation to the armed conflict, including through close cooperation with field teams, other United Nations actors and the community;
  • Support HRD’s analysis by maintaining a proactive situational awareness of human rights and political developments for the purpose ofgathering data on hotspots and early warning mapping and support in HRD’s information analysis;
  • Identify incidents requiring further monitoring and/or investigation, co-ordinate with field teams regarding follow-up, and analyse the potential impact of reported incidents on the human rights situation;
  • Monitor and follow up on incidents of denial of access by armed groups to locations where human rights monitoring and investigation activities are planned to take place, and coordinate with field teams and the Legal Affairs to identify possible courses of action in response;
  • Assist in developing the profiles of alleged perpetrators of human rights violations in close coordination with field teams;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law;
  • Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database; conduct quality control and deliver statistics and trend reports as required;
  • Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures;
  • Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including conflict-related sexual violence, within all assigned human rights activities;
  • Represent the UNMISS human rights office at working level meetings, as relevant;

Description of task
  • Ensure standardized M&E tools are developed, in particular mechanisms required to carry out the three levels of “rolling analysis” - country, programme and project, and fully utilized in all the geographic areas of implementation.

  • Assist in the dissemination of relevant information to IOM project managers and M&E project officers in country offices on both quantitative and qualitative monitoring aspects and for evaluation of programme/project activities, including their impact.

  • In partnership and coordination with the Regional Specialists, Project Endorsement Team and Country Offices and in line with the Regional Action Plan and mission specific strategies, provide relevant M&E information and assistance in the development of projects in particular in order to meet the mandatory requirements on M&E as set out by both IOM and donors.

  • Develop communication protocols and information-sharing tools, in coordination with programme management, field teams and programme partners, to facilitate improved information sharing between all programme participants and stakeholders.

  • In line with the annual monitoring and evaluation plans, conduct mid-term and final internal evaluations, support the development of Terms of References for external evaluations, and assist in the selection and contracting of relevant consultants.

  • Document monitoring and evaluation trends and activities on a geographic or thematic level.

  • Review M&E plans regularly and ensure their pertinence to programme goals and objectives.

  • Review monitoring reports of country offices and identify the causes of potential bottlenecks in project implementation and necessary corrective actions. As needed undertake visits to the field in coordination with project managers to support implementation of M&E and to identify where adaptations/corrections might be needed.

  • Ensure proper information flow with country offices and sharing of the outputs/outcomes of M&E findings with relevant stakeholders; facilitate discussions of monitoring data in appropriate forums in a timely fashion, also in terms of lessons learning and implications for future action. If necessary, create such discussion forums to fill any gaps.

  • Assist in the development of broader regional reports as required and in coordination with senior management to be used for internal and external communications materials, highlighting IOM programming outcome and impact across the thematic areas and when applicable, to specific sub-regions.

  • Draft and review all monitoring reports at the project activity level in the region to be shared with relevant stakeholders, including an analysis of the compliance to the Regional and country strategies. Coordinate with the Project Managers and Public Information Unit (PI) with regards to dissemination of lessons and to utilization of the outputs of M&E regional reports and findings in PI materials.

  • Assist in identifying, contracting and monitoring external organizations/firms that are sub-contracted to implement surveys and studies required for monitoring Programmes/projects’ performance, outcomes and impacts. Draft Terms of Reference for monitoring sub-contractors when relevant and related contracts.

  • Contribute to the design of a “quick guide” for missions in the region to develop and maintain RBM based programming, in coordination with RBM/ODG Headquarters.

  • Design and organize regular training sessions and on the job training to project staff in the region in order to:

a. promote adherence to agreed standards of implementation.

b. create greater awareness of reporting requirements;

c. encourages widespread use of appropriate data collection methods; and

d. gather feedback regarding the effectiveness of these methods.

  • Participate in monitoring and evaluation missions commissioned/organized by external partners and donors and facilitate access to M&E data to relevant stakeholders.

  • Perform such other duties as may be assigned.

  • Proven capacity to develop, implement and coordinate M&E and research programmes;
  • Strong analytical skills and demonstrated managerial and organizational ability are required;
  • Proven experience in the following, the logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory);
  • Experience in Planning and implementation of M&E systems, Training in M&E development and implementation, Facilitating learning-orientated analysis sessions of M&E data with multiple stakeholders;
  • Experience in Information analysis and report writing;
  • Knowledge of MS office is a must and advanced statistical skills are an advantage.
  • Demonstrated ability to meet deadlines and to write clearly and accurately;
  • Knowledge and understanding of migration issues in the region is an advantage.

Description of task

Under the direct supervision of the Senior Administrative Assistant and the overall guidance of the WHO Representative, the International Volunteer- Finance and Operations will:

  • Contribute to both financial and administrative operation as for budgetary and financial transactions in the implementation of office operations and Programmes. This includes provision of goods and services, general administration, operational planning, monitoring, and reporting on a timely basis.
  • Assist in monitoring aspects of the implementation of office operations and country activities, funds for project/ programme budget levels and financial expenditures, according to the approved country workplan.
  • Initiate and process different transactions in GSM, including procurement of goods and services. Follows up with concerned parties the receipt of deliverables and finalization of payments.
  • Assist with verifying accuracy, consistency and integrity of financial data and information, and reviewing financial and budgetary transactions for compliance and within delegated authority of the UNV assignment.
  • Coordinate the supply and distribution/delivery of international shipments, monitor, and assess quality, quantity, and safety of the received goods; oversee clearance and proper storage of goods and initiate duty exemption requests.
  • Monitor on-going shipments, pipeline information, insurance claims and other data, brief supervisors of any unforeseen problems pertaining to discharge, clearing operations, deliveries, etc and recommend solutions / corrective actions.
  • Assist in all office operations related to security, logistics, premises management, and fixed assets.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Under the direct supervision of the Public Health Specialist and the overall guidance of the WHO Representative, the International Volunteer- Quality of Care Specialist will:

  • Support in implementation of WHO activities in the hospital sector and quality of care in coordination with MOH and other partners.
  • Support in establishment of WHO collaborating centers with relevant entities that best benefit WHO’s vision.
  • Contribute to WHO Oman efforts in tackling the NCD burden through multisectoral action and facilitate the development and implementation of NCD health programmes and activities, including NCD research, WHO multi-country project on palliative care, and mental health interventions.
  • Analyze data of best practices in implementing NCD prevention and control strategies and prepare and disseminate information.
  • Contribute to the preparation of awareness-raising/advocacy materials in coordination with the Technical and Communication Teams.
  • Prepare oral presentations and related informational materials.
  • Exchange information with counterparts in technical departments at HQ, Regional and Country Offices, and with donor and development partners (UN and bilateral) on country efforts related to quality of care, patient safety and non-communicable diseases.
  • Ensure quality assurance and relevance of engagements with partners and institutions and make recommendations regarding WHO’s support.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Under the direct supervision of the Chief Engineer (CE) the duties of the Project Manager (engineer) will include but are not limited to the following:
