Sous la supervision directe du specialiste des Affaires pénitentiaires, les volontaires des Nations Unies Asssitant (e) paralegal (e) assureront les tâches suivantes:

  • Aider les détenues femmes et jeunes filles avec les formalités devant la justice
  • Établir et maintenir le contact entre les détenues et leurs familles/ communautés/employeurs;
  • Faciliter le retour des détenus une fois libérés dans leurs familles et leurs communautés;
  • Favoriser l’accès des détenus à des formations professionnelles;
  • Recueillir les demandes des détenues femmes et jeunes filles en matière d’assistance juridique et judiciaire;
  • Faciliter la relation entre les détenues, le parquet, les juges d’instruction et le barreau,
  • Rendre des visites régulières aux détenues des prisons ciblés,
  • Accompagner le développement d’activités génératrices de revenus pour les détenues;
  • Appuyer la mobilisation des ressources pouvant permettre d’initier des projets/programmes de développement pour les communautés affectées par la crise;
  • Élaborer des rapports périodiques d’activités;
  • Travailler en synergie avec le Fond d’Assistance Judiciaire (FAJ) et les autres partenaires intervenant en milieu carceral
  • Apporter un appui et/ou conseil et toute autre tâche que le FAJ leur confiera, correspondant à leur profil ;
  • Élaborer des rapports périodiques d’activités;
  • Participer aux activités relevant du mandat de l’ONUDC pour lesquelles ils peuvent être sollicités.
Master degree or equivalent
  • Diplôme de Maîtrise en droit et de préférence option judiciaire (meilleure connaissance du Droit pénal et de la procédure pénale)

  • Au moins trois (3) années d’expérience professionnelle dans l’assistance juridique ou domaine similaire,
  • Une expérience antérieure avec un fonds/structure d’assistance juridique et/ou judiciaire ou Agences des Nations Unies notamment de l’ONUDC serait également un atout ;
  • Avoir des connaissances sur le traitement des affaires pénales serait un atout
  • Expérience/stage en milieu associatif et/ou formation de courte durée, notamment en matière de développement local et décentralisation, serait un atout

Under the direct supervision of the Project Manager, the national UN Volunteer will undertake the following three broad functions

  • Support project planning and annaul workplan formulation;
  • Support timely and effective project implementation according to plans and in compliance with Country Office Standard Operating Procedures; and
  • Provide administive support to the project for efficient project management, according UNDP procedures
  • Provide accounting and finance support.

Support project planning and annaul workplan formulation:

  • Prepare inputs to formulation of annual workplans.
  • Provide inputs to detailed implementation plans.
  • Assist in formulation of budgets.
  • Assist in formulation of procurement and HR plans.
  • Assist in revision of annual workplans, periodic revisions of procurement/HR plans ensuring that plans are updated in a timely manner and in close coordination of UNDP Country Office.

Support timely and effective project implementation according to plans and incompliance with Country Office Standard Operating Procedures

  • Initiate procurement actions for International Consultants, goods, works and services and recruitment of Service Contract actions according to HR and procurement plans.
  • Prepare requests for recruitment and contracting in UNDP format and according to Country Office (CO) Standard Operating Procedures (SOPs).
  • Compile supporting documents for procurement and recruitments processes and ensure that supporting documents are complete and in line with the CO SOPs.
  • Follow up with CO units on pending actions (procurement, recruitment, travel, transportation etc).
  • Create e-requisitions for travel and prepare Travel Authorizations, submit and follow up with UNDP CO Travel Unit (according to SOPs).
  • Prepare payment requests and submit to CO (according to SOP).
  • Ensure accuracy of COA of all payment requests.

Provide administive support to the project for efficient project management, according UNDP procedures:

  • Monitor leave of local and international project personnel, maintain updated and correct records and online systems.
  • Notify CO HR promptly on separation of project staff
  • Maintain project supplies and initiate procurement of supplies as necessary.
  • Coordinate ICT support to project with the UNDP CO. Coordinate support with ICT helpdesk.
  • Maintain filing system for the project.

Provide accounting and finance support:

  • Ensure full compliance of financial activites and records with UNDP rules, regulations, polices and procedures.
  • Processing of financial documentation (vouchers, GLJEs, supporting documents, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas, travel claims, and staff entitlements are duly processed.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Presentation of information on the status of financial resources as required.
  • Management of cash receipts and petty cash.
  • Proper receipting of goods and services and establishment of accruals.
  • Ensure that an orderly and systematic filing system is maintained in the finance unit for efficient and timely retrieval of files. Maintenance of the proper filing system, including hard and soft copy ones, for financial records and documents. Retrieve files or documents as necessary.

Print, scan vouchers and financial documents

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Bachelor degree or equivalent
  • Bachelor Degree or equivalent in Business Administration, Public Administration, or related field. Specialized certificate in administration is an advantage. Relevant Masters Degree preferred.
  • One year of relevant working experience in Project Cycle Management, Administration, Procurement, Finance and HR.
  • Advance knowledge of Microsoft Office, Windows-based applications, integrated web-based management systems and spreadsheets

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.

  1. Assist in financial management activities of the office - 25%
    1. Support the preparation of the various financial reports based on our reporting calendar.
    2. Ensure that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, and other entitlements are duly processed.
    3. Create and process transactions in the accounting system (ATLAS);
    4. Timely do reconciliations and do corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues
    5. Support in following up key documents and progress reports to ensure disbursements match deliverables and progress according to the agreements.
  2. Support programme and office administration functions (25%):
    1. Work closely with finance analyst to manage administration activities of the Tanzania country office and LFI.
    2. Assist in managing day to day office administration activities such as managing cleaners, office administration needs etc.
    3. Participate in preparation of meetings such as programme board meetings and others
    4. Assist the finance analyst in meeting various financial compliance functions.

Assist the financial analyst in her role of ensuring compliance of internal Standard Operating Procedures in Finance in consultation with office management.

  1. Support budget preparation and cost allocation (10%):
    1. Assist in preparation and modifications of budgets and application of income.
    2. Assist in preparation and modifications of the common services budget and follow up and ensure timely payments.

Timely preparation of cost-recovery bills for the services provided by, elaboration and implementation of the income tracking system and follow up on cost recovery;

  1. Support office procurement and other logistics (25%):
    1. Provides procurement support by following organization procurement rules and guidelines
    2. Assist finance analyst in periodically procurement plan and monitoring
    3. Provides support to office maintenance and assets management

Provides administrative and logistical support by supervising the logistic processes

  1. Support office cash management activities, audit and other functions (15%):
    1. Assist in timely replenishment of cash imprest for all staff and including petty cash management, reconciliation and retiring according to UN cash management rules.
    2. Assist in payments of travel advances and working on travel retirements for Tanzania team by adhering UNCDF travel rules
    3. Assist in project audit and ensures that all documents are make available to the auditors and follow up on the implementation of audit findings.
    4. Serve as back-up for team upon request as needed

Other tasks as assigned by the supervisor and the head of office

Bachelor degree or equivalent
  • University Degree in Finance, Accounting, Banking and Business Administration is required.
  • At least 2 years of combined work experience supporting accounting and finance functions in a public, private, or non-governmental organization is required.
  • Advanced computer skills including the use of the common Microsoft Office products (MS Word, Excel, etc.) and other general office tools is a plus.
  • Program management or project management experience in development organizations is a plus.

  • Work experience managing financial data, collection, financial analysis, reconciliation, and problem solving is an advantage.
