Under the direct supervision of the Operations Manager, and overall supervision of the Deputy Resident Representative, the UN Volunteer will undertake the following tasks:

Ensure elaboration and implementation of operational strategies focusing on achievement of the following:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
  • Market research of local vendors, analyzing their capacity and ensuring that an updated, viable vendor database is routinely monitored.
  • CO Procurement business processes mapping and control of the workflows in the Procurement Unit.
  • Identification of cost saving and cost reduction strategies.
  • Implementation of a well-functioning vendor management system from market research, sourcing, pre-qualification, management of local long term agreements and management of a routinely updated vendor database.
  • Training and capacity building for all CO staff in the processing of e-procurement modalities, receiving, e-bidding mechanisms and payment of vendors as per responsibilities outlined in the internal control framework.

Procurement management

  • Ensures efficient management of procurement processes for timely and efficient delivery of the goods and services as defined in the procurement plan.
  • Ensures proper monitoring of the procurement processes to eliminate deficiencies in procurement.
  • Monitors supplier’s performance with respect to the quality and timely delivery of goods and services
  • Ensures proper tendering and bidding procedures, including submissions to the Local Contracts Committee and the Advisory Committee on Procurement, when needed.
  • Ensures the methodical keeping of files as necessary for audit purposes.
  • Promote and monitor the transparency of the procurement and contractual processes, and the use of international best practices.
  • Promote the incorporation of standard procurement forms within the unit and the use of instruments for planning and scheduling processes.

Quality Control

  • Reviews the requests for procurement, specifications, and evaluation reports, and participate in contractual negotiations when required.
  • Promotes and supervises compliance with the regulations established by the Contracts, Assets and Procurement Committee (“CAP”) and the Advisory Committee on Procurement (“ACP”) and ensures quality review of submissions for the ACP.
  • Implements recommendations from internal and external audits assuring that corrective measures are placed in practice, when necessary.

Human Resources

  • Customizes and develops procurement-related training material to contribute to capacity building of all clients.
  • Shares experience/ best practices on the procurement network.
  • UNDP Procurement Certification programme (Mandatory)

  • Ability to lead procurement processes using specific procurement methods (RFQ, ITB, and RFP).

Master degree or equivalent

Master’s Degree or equivalent in Business Administration, Law, Public Administration, Finance, Economics or related field.

  • A minimum of 5 years of relevant experience; of which, 2 years at the international level in procurement management and 2 years in UNDP are desirable;
  • Excellent knowledge of tools, procedures and international standards for the purchase of goods and services within the context of development support programs;
  • Knowledge of UNDP administrative and financial management procedures is highly desirable;
  • Procurement certification is highly desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems
  • Knowledge of PeopleSoft ERP (ATLAS) is highly desirable prerequisite
  • Fluency in written and spoken French is required and good knowledge in English. Knowledge of Arabic is desirable.

Sous la supervision directe de Mme Amélie Voninirina, Coordonnateur du projet GBCI (veuillez

tâches suivantes:
 Gestion financière du projet
- Participer à l’élaboration du budget du Plan de Travail Annuel et des plans opérationnels ;
- Faire le suivi budgétaire ;
- Gérer les trésoreries ;
- Préparer toutes les demandes de paiement, la tenue des dossiers financiers et la préparation des rapports
financiers exigés conformément aux règles et procédures financières de mise en oeuvre nationale ;
- Classer les pièces et les documents du programme ;
- Etablir les états financiers : état des décaissements, rapprochement bancaire ;
- Assurer la liaison sur la conduite de l'audit du projet et assurer l'accès des auditeurs aux documentations du
projet, au personnel et aux institutions impliquées dans le projet
- Faire le suivi des exercices d’audit du projet
 Gestion administrative
- Tenir des registres et des fichiers de documentation et des rapports financier et technique ;
- Suivre les dossiers d’acquisition des biens et des services ;
- Appuyer le Coordonnateur dans la rédaction des rapports et dans le suivi des activités d’évaluation du projet ;
- Prendre les notes lors de réunions de projet et rédiger les correspondances au besoin.
 Gestion logistique
 Aider à l'organisation d'événements (réunions, séminaires, ateliers, formations, missions, etc.) et assurer les
arrangements logistiques appropriés ;
 Gérer les stocks de fournitures de bureau et consommables informatiques ;
 Préparer les arrangements de voyage internes et externes pour le personnel du projet et
 Suivre l’utilisation des véhicules ;
 Mettre à jour l’inventaire des biens durables ;
 Soutenir l'achat de biens et services, suivre l'émission des contrats et des paiements ainsi que le maintien, le
développement et la mise à jour d’un registre des actifs ;
 Entreprendre d’autres taches exigées par le projet.
En plus de ce qui précède, les Volontaires des Nations Unies sont censés :
 Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation
mise à disposition par le programme VNU, les publications externes et prendre
activement part aux activités du programme VNU, par exemple s’impliquer dans les activités
commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
 Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du
pays d’accueil.
 Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation
dans les réflexions substantielles.
 Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication
du programme VNU/ site web, bulletin et notes de presse, etc.
 Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés
dans le pays d’affectation;

 Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou
encourager les individus et les organisations à utiliser les services de volontaires en ligne
quand cela est techniquement possible.

Within the delegated authority and under the supervision of the Administrative Officer or his/her designated mandated representative(s), the UNV Procurement Assistant will:

  1. Assist in preparing Invitations to Bid (ITB), Requests for Proposals (RFP) and other bidding documents calling for the supply of goods, works and services on competitive basis ensuring full compliance of procurement activities with WHO rules, regulations, policies and strategies;
  2. Assist in managing bidding processes, bid evaluations and supplier selections;
  3. Correspond with vendors regarding prices, product availability, and delivery.
  4. Prepare purchase requisitions and contracts for the review and approval of relevant authorities, in full compliance with WHO regulations and rules;
  5. Prepare adjudication reports and documents for the Contract Review Committee (CRC)
  6. Track and update the suppliers’ database, prepare suppliers' performance evaluations, identify and take appropriate action regarding suppliers who repeatedly fail to comply with the terms and conditions of their contracts.
  7. Work closely with the WHO Global Service Center (GSC), Regional Office and HQ Procurement Teams to follow up on shipments and provide updates on delivery status or delays; resolve any outstanding issues;
  8. Provide notice of shipment to consignees; prepare claims for lost, damaged or incorrect shipments and assist in obtaining settlements as necessary; coordinate the resolution of claim issues with suppliers concerning their non-compliance with contractual terms and conditions.
  9. Provide updated information on procurement cases status to relevant colleagues.
  10. Process the purchase of a variety of commodities for the Organization; analyze purchase authorizations for adequacy of specifications and other requirements; work with domestic and international vendors to provide overall order fulfilment; negotiate and analyze costs; select or recommend sources of supply, as necessary, to ensure effective competition;
  11. Review bids or quotations; analyze them for conformity to specified requirements and for price, delivery and other considerations such as warranty, maintenance, compatibility, etc.; negotiate with suppliers and award contracts based on considerations of all factors;
  12. Review and issue purchase orders, contracts and amendments; ensure inclusion of complete and accurate specifications, terms and conditions;
  13. Prepare justification and analysis reports for procurement to be submitted to the Contract Review Committee (CRC) for approval;
  14. Contact vendors to obtain product price and availability information to facilitate identification and selection of suppliers, evaluation of specifications; provide technical advice to requisitioners regarding appropriate products, substitutes or alternatives; keep informed of new products and market conditions, etc.;
  15. Participate in the review, analysis and evaluation of procurement systems for modifications, improvements and streamlining of processes
  16. Perform any duties, as required by the functional supervisor.
