Within the delegated authority and under the supervision of UNFPA Program Analyst or her designated mandated representative(s), the National UN Volunteer will:
Support UNFPA team in the implementation of project activities.
Contribute to drafting of media briefs, social media communication, and documentation of good practices, human stories and stories of success as well as organization of public events.
Maintain close working relationships with the media, including editors and journalists in key national and international news outlets.
Regularly and consistently monitor media publications in the thematic areas related to the Project, providing timely advice to the Project Coordinator and UNFPA Communication and Advocacy Manager, flagging the issues of concern, suggesting corrective actions to address them.
Contribute to the development and implementation of behaviour changing campaigns and awareness raising information materials.
Maintain solid working relationships with the companies-signatories to the Declaration for Gender Equality and Prevention of Domestic Violence. Provide technical support to those signed the Declaration to better implement SDGs (Goals 5 and 8) in their day-to-day operations and business strategies, and document good practices for experiences sharing.
Explore opportunities and mechanisms for engaging civil society and private sector in responding to the needs of vulnerable groups of population affected by COVID-19.
Help to maintain 4 Hands Happiness web-site and social media through drafting news items and event reports.
Perform any other duties as required by the Country Office, Regional Office and HQ.
Bachelor degree or equivalent

Degree in social work or other social sciences, social inclusion, civil society development, international relations community health, international relations, international law, human rights, gender studies, communication for development or related field. Master’s degree is preferable.

Within the delegated authority and under the supervision of Task Manager, GEF Climate Mitigation Unit, or his/her designated mandated representative(s), the UNV Finance and Programme Assistant will:

Project Design (concept phase):

  • Verify Project Identification Forms (PIFs): grammar, spelling, acronyms, uniformity in presentation/formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Upload PIFs and responses to GEF Sec reviews on the GEF Portal.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.

Project Development (PPG phase):

  • Assist the Task Manager and Administrative Officer in preparing Small Scale Funding agreements (SSFAs) / Terms of Reference for Project Preparation Grants (PPGs).
  • Ensure the project developers have the latest templates to prepare the Chief Executive Officer (CEO) Endorsement Requests, including all required GEF and UNEP annexes/appendices.
  • Verify CEO Endorsement Request and annexes: grammar, spelling, acronyms, uniformity in presentation/formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Perform consistency checks on the information provided in the different interlinked CEO Endorsement Request annexes (i.e. Budget, Workplan, Procurement Plan, and Terms of References).
  • Upload CEO Endorsement Requests and responses to GEF Sec reviews on the GEF Portal.
  • Support the Task Manager in coordinating with other UNEP units/teams, whenever needed.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.
  • Review PPG expenditure reports submitted by partners, whenever applicable.

Project Implementation:

  • Assist the Task Manager and Administrative Officer in preparing Project Cooperation Agreements (PCAs) and/or Internal Cooperation Agreements (ICAs) as well as compiling the standard appendices for recently CEO endorsed GEF projects in the Africa portfolio.
  • Track circulation of new project internalizations and all project revisions for the Africa portfolio through UNEP clearance and approval process.
  • Assist the Task Manager in reviewing agendas, terms of reference, presentations slides, participant lists, and other documents prepared by the Executing Agencies for project inception workshops and steering committee meetings of the Africa portfolio.
  • Assist the Task Manager and Administrative Officer in communicating/coordinating with Executing Agencies on timelines to submit all required UNEP/GEF reports as per the requirements of the PCA / ICA.
  • Ensure the Executing Agencies use the right templates to meet these reporting requirements, and that all sections of the reports are duly completed.
  • Support the Task Manager in reviewing the required GEF/UNEP reports submitted by the Executing Agencies from the Africa portfolio.
  • Support the Task Manager in uploading the annual PIR information on the GEF Portal.
  • Support the Task Manager in reviewing the budget and work plan revisions for assigned projects from the Africa portfolio, and in providing guidance to the Executing Agencies as necessary for them to complete the documents correctly.
  • Assist in the follow-up on outstanding financial and progress reports with the Executing Agencies.
  • Support the Task Manager in coordinating with other UNEP units/teams, whenever needed.
  • Ensure all project reports from the Africa portfolio are properly named and filed in the Climate Mitigation Unit shared database.
  • File and archive by Component and Output all project deliverables developed / issued by the Executing Agencies from the Africa portfolio into the Climate Mitigation Unit shared database.
  • Develop a tool/worksheet to track the submission, review and approval of all required GEF/UNEP reports of projects from the Africa portfolio, and keep the tracking tool up-to-date.

Project Evaluations and Closure:

  • Assist in creating/populating the evaluation database/repository with relevant project information, reports, deliverables, and documents.

General:

  • Provide general administrative and coordination support to the Task Manager and the Administrative Officer.
  • Maintain and keep up-to-date project folders/files.
  • File and archive documentation and reports in the Climate Mitigation Unit shared database, following the standard file naming convention.
  • Perform other related duties as assigned by the Task Manager.
Master degree or equivalent

Master´s Degree in business administration, finance, accounting or actuarial studies

OR

Bachelor´s Degree in business administration, finance, accounting or actuarial studies with 2 additional years of work experience in the area.

Sous la supervision directe du Spécialiste aux Opérations le/la Volontaire des Nations Unies effectuera
les tâches suivantes:
Gestion des Contrats et des LTA :
- Mettre à jour quotidiennement le tableau de suivi des contrats et des LTA géré par le Bureau et ceux gérés par les agences soeurs mais utilisés dans le cadre du One UN;
- Alerter l’UPM ou les services bénéficiaires avant termes des contrats et LTA;
- Procéder au processus d’évaluation des contrats auprès des bénéficiaires; élaborer, partager et collecter les fiches d’évaluation ;
- Effectuer le renouvellement ou la résiliation des contrats et LTA suivant les notes d’évaluation;
- Envoyer les avenants des contrats ou LTA pour circuits de signature auprès des deux parties ;
- Scanner et classer les contrats ou LTA signés par les deux parties ;
- Partager aux ayant droit (Bureau, Projets, OMT) ;
- Appuyer à l’élaboration des correspondances nécessaires à la demande des évaluateurs.

Gestion du recouvrement de coûts relatifs aux services rendus par le PNUD:
- Générer périodiquement les paiements reçus dans ATLAS provenant des Projets et des Agences éligibles au Cost Recovery ;
- Récupérer les factures émises auprès de l’Unité Finance;
- Faire la réconciliation des deux états ;
- Relancer les Projets et les Agences qui n’ont pas encore effectué leur paiement des services rendus ;
- Mettre à jour quotidiennement le tableau de suivi et du Microsoft Teams des services rendus par les Opérations ainsi que ceux des autres unités passant au niveau du VNU Jeune ;
- Etablir les états des services rendus y afférents ou alerter les autres unités de la necessité de rocéder au recouvrement de coûts;
- Transmettre ces états à l’Unité Finance.

Appui aux tâches quotidiennes après le Delinking PNUD/BCR:
- Appuyer à l’élaboration des MOU sous la gestion du BCR (OMT, PMT, UNCG, ONUSIDA, OHCHR);
- Collecter les informations et les signatures auprès des agences concernées ;
- Appuyer à l’élaboration des Travel Request, Travel Expenses, Requisition, Receipt ;
- Collecter les services rendus au BCR en vue du recouvrement de côut et élaborer les états ;
- Appuyer à la vérification quotidienne de la plateforme Iris pour assurer que les services soient rendus et les recouvrements de coûts effectués.

Gestion des comptes des fournisseurs locaux et internationaux:
- Mettre à jour quotidiennement le tableau de suivi pour les paiements des fournisseurs et partager aux superviseurs ;
- Prendre les informations de tous les paiements dans Atlas hebdomadairement;
- Envoyer ces paiements aux fournisseurs ;
- Répondre aux fournisseurs qui demandent la situation de leurs paiements ;
- Demander la situation des factures impayées du PNUD et des Projets tous les deux mois ;
- Faire la relance des paiements auprès des responsables ;
- Faire le relais entre les fournisseurs, l’unité Finance et les unités/Projets concernant la situation des factures et des paiements ;
- Faire la réconciliation des comptes fournisseurs si besoin ;
- Appuyer aux réunions avec les fournisseurs concernants la situation des factures et des paiements

Autres tâches administratives :
- Appuyer au suivi des demandes de services du Bureau auprès des unités;
- Etre le point focal des formulaires utilisés au niveau du Bureau ;
- Faire des contrôles du système de codification et d’archivage électronique des documents du Bureau afin de faciliter la recherche et leur localisation ;

- Appuyer aux collectes d’informations, de données et de signatures auprès des agences soeurs ou des partenaires dans le cadre des activités de l’OMT ;
- Appuyer aux collectes des données concernant le nombre de personnel et dépendants du PNUD et de toutes les agences du SNU pour les activités de l’OMT ;
Autres tâches financières:
- Alimenter le tableau de contrôle des dépenses du Bureau et élaborer le rapport périodique pour les Superviseurs ;
- Appuyer au contrôle de la mise en oeuvre de la stratégie de réduction des coûts, et élaborer le rapport périodique pour les Superviseurs ;
- Appuyer aux paiements des factures et aux reconciliations des paiements du Bureau.
