  • Coordination: establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; work with first responders such as the UN disaster assessment and coordination team (UNDAC) and on-site operations and coordination centre (OSOCC) to ensure a smooth transition of information tools and services; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners; advocate for the use of data standards and common platforms, and for the open exchange of information;

Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.

S/He will work closely with the RCO’s Communication and Advocacy Officer and Monitoring, Evaluation and Reporting Officer, to build the data processes and generate information on the SI and its linkage to other ongoing UN initiatives in Afghanistan.S/He will also work closely with the Communications/Knowledge Management focal points within the RUNOs to ensure cohesive messaging and data exchange.

S/He will be assigned to the RCO, reporting directly to the Senior Coordination Officer, and the overall guidance of the Head/RCO.

  • With the Communications Officers in the RCO and RUNOs, create, promote and maintain public information campaigns on the SI.
  • Provide content management support on SI (consistency of materials, translations etc.) to the RCO Communications and Advocacy Officer (CAO) for the One UN website ensuring accuracy of information prior to posting, making sure that relevant information is clearly presented, relevant and continuously updated.

Within the delegated authority and under the supervision of the UNCT COVID-19 Coordinator, or his designated mandated representative, the COVID-19 Response Coordination National UNV will support the following functions:
Monitoring and tracking instances of COVID-19
Support the COVID-19 Coordinator in providing up-to-date information on duty of care provisions and national and local arrangements with COVID-19 agencies’ focal points, OMT members and any other agencies, funds and programmes (AFPs) Points of Contact including COVID-19 Field Coordinators outside Kyiv.
Support the COVID-19 Coordinator in liaising with the First Line of Defense (FLOD) and share with them any relevant information and UN-specific guidelines regarding COVID-19.
Compile on weekly basis, information on number of COVID cases and FLOD activity and prepare a consolidated report for RC/RCO and COVID-19 Coordinator.
Participate in weekly meetings and summarize discussions and action points and assist in communications with relevant agencies, primarily WHO, OCHA and UNDSS.
Assisting the COVID-19 Coordinator in the initiation and management of medical relocations from non-Government controlled areas (NGCAs) in Eastern Ukraine to Government controlled areas (GCAs) and MEDEVAC requests
For moderate and severe cases that may eventually require relocation and/or MEDEVAC, assist the COVID-19 Coordinator with the agency focal points to ensure that all steps and procedures are followed early on (as per already defined steps, roles and responsibilities) and alert the COVID-19 Coordinator in case of potential bottlenecks.
Assist the COVID-19 Coordinator in compiling all necessary medical and supporting documents required for a MEDEVAC.
In line with UN entities’ rules and regulations, address all necessary COVID-19 MEDEVAC-related administrative and human resources issues associated with the patient and any eligible nonmedical escort. This includes assisting the COVID-19 Coordinator and the Agency focal point –as needed- in ensuring the readiness of all required travel documents, including coordination on the timely request for and acquisition of any required visas.
Work with the COVID-19 Coordinator to support the transportation of the patient from their location to any designated point of MEDEVAC departure.
Communications, Liaison and Support
Liaise regularly with the COVID-19 Coordinator and the FLOD for monitoring implementation of agency-specific and location-specific webinars, updating and dissemination of communication materials for personnel and dependents, and organization of UN-wide webinars on COVID-19, as needed
Assist in drafting regular, periodic messages from RC/RCO to all personnel, sharing relevant information on the joint UN-response and engagement around duty of care.
Participate in debriefing or after-action review following medical relocations and/or MEDEVAC, together with the COVID-19 Coordinator, and integrate learnings in relocation pathways (Luhansk/ Donetsk NGCAs) and MEDEVAC’s steps, roles and responsibilities.

Bajo la supervisión directa de la Asociada de Programa y Finanzas de ONU MUJERES, la voluntaria o voluntario tendrá las siguientes funciones y responsabilidades:

  1. Velar por el cumplimiento de los procedimientos y normas establecidas en los manuales de UN WOMEN, sobre temas administrativos:

  1. Elaborar y generar reportes e información financiera y otra información contable solicitada de manera oportuna y con datos confiables.

  1. Revisarla pertinencia del gasto en relación con la matriz de planificación y verificar la ejecución conforme a normas y procedimientos de UN WOMEN, (en caso de fondos en avance y/o anticipo de fondos).

  1. Asegurar que todos los pagos procesados cuenten con la documentación suficiente de respaldo, facturas, cotizaciones, contratos, , aprobaciones y cualquier otro requerimiento que mande la norma que rige UN Women.

  1. Dar seguimiento que los gastos efectuados en ningún momento excedan los presupuesto aprobados y el efectivo autorizado en cada presupuesto del proyecto y presupuesto Institucional.

  1. Colaborar en la elaboración, seguimiento y control de inventarios con la información actualizada y reportada trimestral, semestral y anualmente.

  1. Verificar que toda la documentación cursada en las solicitudes de pago sea original y contenga toda la información requerida para el pago.

garantizar que toda la documentación y aprobaciones para las misiones estén actualizadas y respondan a la normativa para solicitud de tickets aéreos y cálculo de viáticos.

  1. Manejar el sistema Atlas, e-requesition, vouchers, generación de reportes y revisiones presupuestarias.

  1. Apoyar en la elaboración de de informes financieros, revisiones de presupuesto y seguimiento por donante.

  1. Colaborar en la mantención de los archivos administrativos, con toda la documentación justificativa de compras y pagos efectuados y copias de la documentación de respaldo de las solicitudes de pago (físico y digital)
  1. Comprobar la asignación presupuestaria para los procesos de adquisición de bienes y/o servicios de acuerdo con el plan de compras, dando las alertas necesarias.
  1. Colaborar en la gestión de los procesos de contratación de RRHH: Apoyo en el control y seguimiento plazos de contratos, vacaciones, licencias de personal, ARC y otros de recursos humanos.

Within the delegated authority and under the supervision of Deputy Resident Representative / Programme or his/her designated mandated representative(s), the UN Volunteer project officer will:

  • Coordinate all activities related to the UNDP-TEF entrepreneurship programme in Mali;
  • Contribute to the mobilization of youth networks, national stakeholders, civil society actors, UN agencies, financial and technical partners, and the private sector in order to identify beneficiaries, small enterprises, etc.
  • Contribute to the analysis and validation of appropriate monitoring and evaluation tools and ensure their consistency with the program results framework and the partnership agreement between UNDP and TEF;
  • Ensure that the UNDP-TEF program is articulated with other ongoing youth initiatives in Mali, including with YouthConnekt.
  • Ensure the design of a management arrangement framework (Task Force within UNDP, Technical Monitoring Committee, Steering Committee) with the national party, youth networks, the private sector, and relevant partners.
  • Monitor the budget delivery against agreed activities and timelines.
  • Ensure adequate and comprehensive delivery of the Training of trainers activity
  • Support the formulation of a strategy for mobilizing additional resources to ensure the sustainability of the program at the national level and scale up at the regional level;
  • Develop tools for the program monitoring and evaluation plan;
  • Ensure the quality control of the program, in line with the national priorities in Mali and with the United Nations strategic frameworks.
  • Ensure the quality control of data relating to the entrepreneurship program collected in the field before their compilation;
  • Ensure the effective management of the program in Atlas (budget delivery, financial reports, quality assurance etc.);
  • Prepare and submit periodic reports (quarterly, annual) in accordance with the agreement established between UNDP and TEF;
  • Define the risks and assumptions linked to the program and implement measures to mitigate the risks identified.
  • Ensure the implementation of the program monitoring plan to support 100 participants chosen according to pre-defined criteria of representativeness and diversity, and document their results during and after the implementation of the program.
  • Establish statistics and set up a database for young people benefiting from training and / or financial support from the program;
  • Contribute to the dissemination of results, including good practices, in collaboration with the Office's Communication Unit;
