Under the overall direction of and reporting to the Head of Engineering Support Unit, responsibilities will include:

  • Assist in daily routine administrative issues, such as, but not limited to: drafting memoranda, faxes, letters etc, making copies, following up on the progress of document submission and approval status, maintaining filing system and conducting archiving for all units of Engineering Section;
  • Ensure all Engineering records, recruitment files, staffing tables and Organigrams are up-to-date;

  • Assist and advise newly arrived staff on pertinent administrative tasks prior to deployment such as accommodation requests, requests for equipment such as radio and computer, Geospatial, Information and Telecommunications Technologies (GITT) forms to accomplish, etc.;
  • Monitor, prepare, review and submit Monthly Attendance records to Time and Attendance Unit;
  • Prepare written responses to queries concerning Engineering and Human Resources related matters such as contract extensions, entitlements like home leave/family visits/ Education Grants, e-PAS, etc.;
  • Assist in distribution of outgoing/incoming correspondences to various units of Engineering Section/concerned section and conducting follow through activities;
  • Prepare supply/GITTS equipment requests, follow up on orders and deliveries;
  • Assist and advise headquarters or field based Administrative/Team Assistants within Engineering section regarding human resource/administrative related duties;
  • Manage, coordinate and advise staff on internal and external training requirements of Engineering section in coordination with the Integrated Mission Training Centre (IMTC)/training institutions such as fax confirmations, flight plans, travel requests, visa, other pertinent travel documents; preparing administrative and other training requirements for the regularly conducted Engineering conference or similar activities;
  • Plan or organise meetings, conferences, VTCs and events for the section and preparing notes, minutes or reports as appropriate.
  • Perform additional related tasks as and when required by the Chief Engineer or Deputy Chief Engineer relevant to the assignment.
Bachelor degree or equivalent

As part of the team, the incumbent will be required to perform a variety of secretarial and administrative services in support of the technical and policy activities of the Venice Office:

  1. Drafts correspondence and documents based on written/verbal prompts from the professional staff of the Office. Composes and finalizes correspondence of administrative nature. Under direct supervision of the Programme Support Officer – Finance & Administration and the guidance and of the Management Specialist, the Administrative & Operations Officer will provide effective and efficient support to administrative activities and tasks of the Stabilization Pillar. The Administrative & Operations Assistant must preserve full confidentiality and professionalism in all aspects of the assignment, maintenance of protocol procedures, and management of information flows. The key responsibilities of the Administrative & Operations Assistant are as following:
1. Ensures implementation of effective administration, operational and resource management strategies for the Stabilization Pillar and adapts processes and pro-cedures, focusing on the achievement of the following results:

• Provide high quality strategic and substantive input to design and/or make changes to the overall operational framework for the Stabilization Pillar.
• Maintain and suggest improvements for the Stabilization Pillar’s Administration and Op-erations/Finance team’s system for controlling expenditure, including accurate issuance of chart of accounts, ensuring vouchers processed are matched and completed, trans-actions are correctly recorded and posted in Atlas; travel claims and other entitlements are duly processed, receipting of goods and services and establishment of accruals are properly done in compliance with IPSAS and UNDP policies and procedures.
• Support the Programme Support Officer – Finance & Administration in stringent and consistent application of the HACT Framework, including ensuring the appropriate use of the FACE Forms, timely follow-up on assurance activities, with emphasis on third-party led spot-checks and conducting HACT audits (where relevant).
• Support the Stabilization Pillar’s preparations for Project (DIM), HACT and other audits.
• Timely follow-up on audit recommendations, and agreed follow-up actions relating to finance and operations, ensuring consistent application across the Stabilization Pillar, and update the Programme Support Officer – Finance & Administration on actions taken.
• Ensures clear and efficient process flows are in place, and work effectively for the Sta-bilization Pillar’s administration and finance support provision including as a minimum on;
o Vendor Registrations
o Processing payments
o Closure of e-requisitions and purchase orders
o Preparation of and monitoring programmatic contracts/agreements (LOAs, RPAs, etc.)
o Monitoring the aging of cash advances to Responsible Parties and flagging them to the Programme Support Officer – Finance & Administration for required action
• Ensure supporting the Stabilization Pillar team in maintaining an efficient document man-agement system for its records, including through the use of the Share Drive.
• Ensure timely operational and financial closure of the Stabilization Pillar Outputs in AT-LAS, in keeping with UNDP’s project closure requirements.
2. Provides effective support to the Programme Support Officer – Finance & Ad-ministration on administration of the Stabilization Pillar’s financial resources fo-cusing on achievement of the following results;
• Working together with the Stabilization Pillar team, develop an overview of multi-year cost projections (i.e. for programme and operations), to support resource mobilization efforts.
• Work closely with the Programme & Operations Officer to prepare Multi-year/Annual work plans/budgets based on the guidance of the Stabilization Management Specialist,

ensuring compliance with the cost-sharing agreements. • Continuous analysis and monitoring of the Stabilization Pillar’s expenditure, commit-ments, and cash resources, to ensure alignment with approved workplans/budgets, third party cost-sharing agreements, Project Board decisions.
• Prepare regular periodic analyses, and forecast, to present to the Programme Support Officer – Finance & Administration, to enable timely decision-making.
• Based on analyses, if required prepare budget revisions, and ensure accurate reflection in ATLAS, supported with the required paper-trail.
• Ensure the required range of ATLAS based reports are relied upon to arrive at the most accurate picture of the Stabilization Pillar’s finances.
3. Supports Administrative Issues for smooth Project Implementation on the Stabi-lization Pillar focusing on achievement of the following results:
• Support the Stabilization Pillar’s resource mobilization efforts by preparing budgets, en-suring accurate reflection of funding needed, as a minimum capturing programming, communications, M&E, operations, Country Office direct project costs, general man-agement support costs and where relevant the 1% development coordination levy.
• Support the Management Specialist with the preparation of cost-sharing agreements, for review and clearance by Stabilization Pillar and Country Office, for finalization.
• Ensure up to-date tracking system is in place to monitor all cost-sharing agreements, including the tracking of revenue/tranches under the agreements. Accordingly, liaise with the Finance Unit on controlling the Accounts Receivables for the Stabilization Pil-lar.
• Ensure the timely and quality preparation of financial reports for donor, project board, corporate reporting requirements, and other ad-hoc requirements are in place as re-quested.
4. Facilitation of knowledge management and skills building focusing on achieve-ment of the following results:
• Proactively follows up to stay abreast with relevant UNDP policy and practice develop-ments relating to operations, including through engagement in UNDP’s online knowledge management platforms.
• Based on identified needs in consultation with the Programme Support Officer – Fi-nance & Administration and the Stabilization Pillar team, prepares orientations/update sessions on relevant policies and procedures relating to administration, finance and other operational matters, including on the use of ATLAS.
• Where required provides cross-project/cross- pillar knowledge building efforts, with a view to share good practices and lessons learned from the Stabilization Pillar.

    Essential

    Social media management and visualization:

    • Manage UNDP Kazakhstan social media - Twitter, Instagram, Facebook: a) develop content strategy; b) plan content posting; c) perform regular engagement monitoring and analysis;

    • Develop and design the (Twitter, Instagram, Facebook) ;

    • Undertake social media audit at the end of 2021;

    • Design infographics, presentations and other corporate material (leaflets,

Within the delegated authority and under the supervision of Chief of Field Office or his/her designated mandated representative(s), the UNV C4D Officer will:

  1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, cultural, economic, communication and political issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning C4D strategy and interventions in the region.
  • Collect, draft and/or organize materials and related documentations for C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess the impact of C4D activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with relevant Regional Bureaus, Programme Officers, the C4D unit, and other relevant stakeholders
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific Communication for Development components with objectives and activities aimed at different levels:
    • behavior development/change individual/household/facility levels;
    • community participation, social change and collective action at community level; and
    • social mobilization of community-based organizations and advocacy for decision makers;
  1. Support to the implementation of C4D activities

  • Collaborate with internal and external partners to provide operational and technical support to the design of C4D strategies, and research, develop, test, produce and use quality C4D materials and/or organize events and activities to ensure maximum outreach and impact on behavioral and social change of target audience.
  • Assess and recommend potential contacts, networks, resources and tools to support the maximum impact and outreach of C4D initiatives.
  • Follow up on the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

  1. Advocacy, networking and partnership building

  • Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Provide technical support to UNICEF, regional sector bureaus and partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D

  1. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with national/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
  • Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
  • Provide technical and coordination support to C4D trainings at regional, Zonal, and Woreda levels for Government counterparts, partner organizations, and their volunteer networks.
  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, medias, etc.) in terms of coordination, planning, monitoring of C4D interventions including use of emergency communication materials for creating a strategic network of social mobilization trainers

  1. Monitoring and Reporting

  • Undertake regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments / KAP surveys
  • Compile regional C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps
  • Participates in regional and Zonal coordination mechanisms and follow up on C4D tasks
  • Any other related tasks as may be required or assigned by the supervisor.

Bachelor degree or equivalent

At least first degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Communication, Public Relations and Health Promotion and Education) with emphasis on communication planning for behaviour development, social mobilization, participatory communication and research training and impact evaluation of communication interventions.

Under the direct supervision of the Chief Human Resources Officer, the UN Volunteer will undertake the following tasks:

Administration of UNV Support Office:

  • Assess needs of the mission’s different departments and encourage the inclusion of UN Volunteers in budget submissions.
  • Administration of the 18 UN Volunteers serving with MINURSO, in accordance with UNV Conditions of Service (COS). Provision of guidance on UNV COS, MINURSO/UN regulations and advice on any developments affecting the volunteers.
  • Oversee the identification, selection and recruitment of UNV candidates in consultation with the receiving MINURSO Section and UNV HQ. Schedule interviews’ time and date in coordination with short-listed candidates. Prepare the comparative evaluation and all other documentation necessary for the recruitment process. Monitor interviews (act as an ex officio).
  • Keep an updated UNV database for appropriate control of personnel records and claims, and maintain all relevant documentation such as contracts, beneficiary forms, performance appraisals, and forward relevant copies to UN Volunteers HQ.
  • Coordinate the issues related to time and attendance, including Rest & Recuperation (if applicable) and leave requests.
  • Initiate processes for disbursement of entitlements such as VLA, claims, advances, reimbursements; and help with financial issues regarding UN Volunteers, including certification of medical expense insurance claims. Process terminations/resignations and arrange repatriation travel upon completion of assignments.
  • Monitor the working and living conditions of serving UN Volunteers; discuss performance and any issues with their supervisors and counterparts; extend personal support and guidance to the UN Volunteers and volunteers in Western Sahara by sharing concerns and advice, and build up a mutual support network for volunteers in Western Sahara.
  • Coordinate the activities of the annual celebration of the International Volunteer Day celebrated on 5 December and encourage volunteers to embrace the ideals of volunteerism and be advocates for volunteer action through interaction with other committees, participation in recreational activities and provision of promotional materials.

Given the expanding role of the UNICEF’s education section, to reach out to the most vulnerable and excluded children of Tanzania, through the out of school children programme under (EAC on pipeline), disability programme (with the need to conduct a survey on the learning needs of children with disability, and assessment of the sub nation support for the learning of children with disabilities), the increasing demand for gender and adolescent programming as well as the response to emergency in education, the UNV will work to provide technical support and assistance in facilitating implementation o the output 2 activities under the leadership of the UNICEF Chief of Education, the UNICEF Education Specialist and in support of the Government. The UNV will support, the day to day performance of the section especially in output 2, with the focus on all activities related to the Integrated Programme for Out of School Adolescents (IPOSA) and other out of school children programmes, will also work with the education specialist on issues of logistics e.g. transfer of funds to education partners and ensuring timely liquidation. The UNV will also work collaboratively with the government ministries (MOEST, PORALG) and regional and local government authorities

Overall the successful candidate will support the education section in the implementation of inclusive basic education activities in consultation with the Chief of Education and Education Specialist in Dar Es Salaam Office. The UNV will have the following specific tasks:

  1. Participate in dialogue meeting with implementing partners (both government and non-government partners).
  1. Coordinate working arrangements in strengthening the out of school children pro-gramme including the sector-wide coordination of educational issues
  1. Provide both technical and financial support at the decentralized level working’ closely with PORALG and LGAs
  1. Manage and monitor DCTs for both central government and PORALG
  1. Support day to day follow up of the implementation of IPOSA, digital learning and adolescent programming.
  1. Participate in report review and resources mobilization including writing of fundable research proposals
  1. Spot challenges facing various implementation units at MOEST and PORALG and propose solutions.
