Within the delegated authority and under the supervision of the WHO Representative or his/her designated mandated representative(s), the UNV Communications Specialist will:

The purpose of this assignment is to support the WHO Country Office in communicating on relevant health issues, developments and findings; promoting the work of WHO at national level; and contributing to communications activities on delivering the European Programme of Work at country and regional levels. Key duties include:

  • To develop, coordinate, implement and evaluate an EPW communications action plan for the WHO Country Office.
  • To plan and develop, with support from Country Office (CO) and RO (Regional Office) staff when necessary, communications messages and products on country work for public and professional groups (policy-makers and health professionals, media, web and social media audiences, and the public).
  • To develop and deliver selected public health and health care campaigns (e.g. communicable and non-communicable diseases, vaccination, mental health, digital health, health care workers, health system developments, universal health coverage, the Sustainable Development Goals), including messages, written and multimedia materials, dissemination and follow-up.
  • To contribute to Regional communications strategies and plans, and coordinate/ share information with the Regional communications team on key communications activities including capacity-building.
  • To network, coordinate and manage the contacts of key communications counterparts among UN partners, authorities and communications outlets at national level.
  • To ensure proper visibility and support to partner engagement initiatives and collaboration (including development partners and donors) through development and dissemination of relevant communications products.
  • To provide support to CO/RO in managing resource partner engagement including assisting in proposal development and reporting.
  • To support the WHO Representative on strategic external and internal communications.
  • Any other related tasks as may be required or assigned by the supervisor.
Bachelor degree or equivalent
  • Bachelor’s degree in a relevant area, social and political science, international relations, development studies, communications, public relations, journalism or social sciences.

  • At least 2 years of professional work experience at the national and/or international level in communications, or other relevant programmes; experience with social media, web communications, resource mobilization, and media relations is an asset, as is experience working in the UN or other international development organization.

Under the direct supervision and guidance of the Chief of Mission in Qatar and in close coordination with the Regional Resources Management Unit in the Regional Office (RO) Cairo, the successful candidate will be responsible for maintaining the administrative and financial functions of the Country Office.

  1. Assist in monitoring the financial management for all activities in Qatar, including the oversight of financial expenditure and accountability and undertake financial analysis of projects implemented in the country.
  2. Prepare donor financial reports in accordance with IOM regulations and established procedures.
  3. Forecast cash flows in Qatar and ensure daily control of funds disbursed; and ensure funding is received in accordance with donor agreements.
  4. Assist in preparing the annual budget for IOM Qatar, in coordination with the relevant project managers. Monitor the budget control process and analyze variances between budget(s) and actual expenditures on a monthly basis and assist in the preparation of budgets for new projects.
  5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
  6. Ensure compliance with general instructions of IOM and relevant permanent instructions namely in the areas of general administration, finance and human resources.
  7. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
  8. Review the status and monitor the proper maintenance of Vendor Accounts in accounting system.
  9. Responsible for procurement of goods and services of the Country Office, ensuring that all received goods are in accordance with the terms and specifications of the respective Purchase Orders (POs). and that all procurement processes made in the office are in line with IOM instructions and guidelines and coordinated with the Global Procurement and Supply Unit, as needed.
  10. Assist with the Country Office’s administrative functions, including recruitment, personnel administration, and other related activities, in accordance with the Organization's policies and procedures. Maintain and update personnel files and records of staff.
  11. Ensure provision of basic administrative support services to the office, including preparation of routine draft correspondence, faxes, memoranda and reports.
  12. Liaise with relevant units at Headquarters (HQ) and Regional Office (RO) in Cairo with regard to the financial and administrative activities of IOM Qatar.
  13. Prepare/request travel authorization, security clearances, DSA and travel expense claims as required by Chief of Mission.
  14. Provide assistance responding to audit queries and follow up on audit recommendations.
  15. Perform such other duties as may be assigned.

1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
• Provide analysis for elaboration of communication strategies; ensure gender perspective;
• Integrate communication, advocacy and outreach activities into proposals for project/programmes and other initiatives, as necessary mainly related to Women Peace and Security and Governance Flagships;
• Monitor and analyze print and social media and provide analysis to RO/HQ;
• Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials in the Mali
• Draft briefing materials both in French and English, and press releases and coordinate its dissemination through effective channels;
• Identify storylines for publication and articles;
• Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;

3. Coordinate media relations for the UNWOMEN Mali
• Coordinate the establishment of relevant relationships;

• Organize roundtable discussions, press conferences and briefing session for press, as required;

4. Coordinate the Mali’s online presence
• Coordinate Mali’s country office FB content and maintenance based on corporate requirements;

• Upload information to knowledge management system on a regular basis, including news, updates, resources.
5. Facilitate knowledge building and sharing
