Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Under the direct supervision and guidance of the Chief of Mission in Qatar and in close coordination with the Regional Resources Management Unit in the Regional Office (RO) Cairo, the successful candidate will be responsible for maintaining the administrative and financial functions of the Country Office.

1. Assist in monitoring the financial management for all activities in Qatar, including the oversight of financial expenditure and accountability and undertake financial analysis of projects implemented in the country.
2. Prepare donor financial reports in accordance with IOM regulations and established procedures.
3. Forecast cash flows in Qatar and ensure daily control of funds disbursed; and ensure funding is received in accordance with donor agreements.
4. Assist in preparing the annual budget for IOM Qatar, in coordination with the relevant project managers. Monitor the budget control process and analyze variances between budget(s) and actual expenditures on a monthly basis and assist in the preparation of budgets for new projects.
5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
6. Ensure compliance with general instructions of IOM and relevant permanent instructions namely in the areas of general administration, finance and human resources.
7. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
8. Review the status and monitor the proper maintenance of Vendor Accounts in accounting system.
9. Responsible for procurement of goods and services of the Country Office, ensuring that all received goods are in accordance with the terms and specifications of the respective Purchase Orders (POs). and that all procurement processes made in the office are in line with IOM instructions and guidelines and coordinated with the Global Procurement and Supply Unit, as needed.
10. Assist with the Country Office’s administrative functions, including recruitment, personnel administration, and other related activities, in accordance with the Organization's policies and procedures. Maintain and update personnel files and records of staff.
11. Ensure provision of basic administrative support services to the office, including preparation of routine draft correspondence, faxes, memoranda and reports.
12. Liaise with relevant units at Headquarters (HQ) and Regional Office (RO) in Cairo with regard to the financial and administrative activities of IOM Qatar.
13. Prepare/request travel authorization, security clearances, DSA and travel expense claims as required by Chief of Mission.
14. Provide assistance responding to audit queries and follow up on audit recommendations.
15. Perform such other duties as may be assigned.

The Young Women Leaders Programme is an opportunity for 10 young women from the global South to bring their voices, passion and commitment to Gender Equality by learning and contributing across UN Women’s operations in New York City for one year.

Each UN Youth Volunteer under the Young Women Leaders Programme will work closely under the supervision of an experienced UN Women subject matter expert, to develop a work and learning plan.

1. Administration – Degree in Business & Administration.

The Division of Management and Administration is responsible for the operational support and management of financial, and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders’ evolving business needs and advisory support.

2. Communications & Advocacy – Degree in communications, public relations, journalism, media, public relations

The Communications & Advocacy Section is responsible for proactively advancing the strategic positioning of UN Women and its mandate in this context through effective outreach through its strategic communications capacity and function. UN-Women has increasingly and with measurable success and impact used campaigns to drive awareness and engagement on gender equality issues; these are conceptualized and spearheaded by the Communications and Advocacy Section which consists of a team with various communications backgrounds in amongst others, media relations, social media, video and photography, digital content, publications and editing.

3. Partnership & Resource Mobilization – Degree in economics, business management, social sciences, public administration, international relations, communications, women's studies

The Resource Mobilization (RM) Section, which is part of the Strategic Partnerships Division leads the development of Resource Mobilization strategies to reach the targets for voluntary contributions in support of the UN Women Resource Mobilization and Partnership Strategy 2018-2021 to deepen and broaden the donor base in order to secure the resources required to fulfil UN Women's mandate in line with the Strategic Plan. Funding sources include governments, the private and voluntary sector, National Committees and other UN entities.

4. Strategic Planning – Degree in international development or public administration, economics

The Strategy, Planning and Resources and Efficiency Division (SPRED) is responsible for advising Senior Leadership on integrating corporate strategy with the resources and setting measurement standards to ensure the organization is working toward achieving the goal of Gender Equality and Women’s Empowerment (GEEW) in line with the SDG’s, the 2030 Agenda and the UN Women Strategic Plan. The Division monitors compliance with the standards and safeguards for the risks that have been identified to improve decision-making and achieving results while increasing transparency and accountability to its Governing Bodies and Stakeholders. Specifically, the Division 1) formulates policies and procedures aligned to the corporate objectives, internal controls and risk management 2) coordinates strategic, programme and budget plans, 3) manage resource allocation from all sources and 4) monitors and reports on corporate programme and budget implementation in line with the UN Women Strategic Plan

5. UN Coordination – Degree in international development, public administration, public policy, or other relevant social science field

The UN System Coordination Division leads, coordinates and promotes the accountability of the United Nations system in its work on gender equality and the empowerment of women” at the global, regional and country levels, including the coordination of gender Equality and Women’s Empowerment dimensions of the 2020 agenda, facilitating the UN SWAP implementation at System and Country Level, mainstreaming gender across the UN System and providing capacity development support to other agencies as needed

6. Policy Support – Degree in social sciences, human rights, gender/women's studies, international development

The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and program advice, including through policy analysis and gender mainstreaming. UN Women leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

UN Women provides Policy support in the areas of Economic Empowerment, Ending Violence Against Women (EVAW), Humanitarian Action, Leadership and Governance, Peace and Security, and Research and Data

1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
• Provide analysis for elaboration of communication strategies; ensure gender perspective;
• Integrate communication, advocacy and outreach activities into proposals for project/programmes and other initiatives, as necessary mainly related to Women Peace and Security and Governance Flagships;
• Monitor and analyze print and social media and provide analysis to RO/HQ;
• Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials in the Mali
• Draft briefing materials both in French and English, and press releases and coordinate its dissemination through effective channels;
• Identify storylines for publication and articles;
• Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
• Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
• Follow guidelines from HQ and RO.

3. Coordinate media relations for the UNWOMEN Mali
• Coordinate the establishment of relevant relationships;
• Maintain list of relevant media in country;
• Respond to inquiries for public and UN system information materials;
• Organize roundtable discussions, press conferences and briefing session for press, as required;
• Draft talking points.
4. Coordinate the Mali’s online presence
• Coordinate Mali’s country office FB content and maintenance based on corporate requirements;
• Coordinate Mali’s social media accounts in line with corporate social media policy;
• Upload information to knowledge management system on a regular basis, including news, updates, resources.
5. Facilitate knowledge building and sharing

• Identify and synthesize best practices and lessons learned directly linked to programme goals and activities;
• Organize and conduct training and workshops on communication and advocacy, as appropriate.

• Provide technical support to the C4D specialist for Health (based in Nairobi), the Health Specialist/Officer based in Nairobi and Garissa / Lodwar Field Office.
• Support MoH, Health Promotion and community health Units in coordination of integrated behaviour change communication interventions at national and selected counties.
• Support establish contextualized approaches to increase acceptance and uptake of new vaccines.
• Support planning, implementation and monitoring of Advocacy, Communication and Social Mobilization activities during campaigns including Polio Campaigns and other routine immunization campaigns.
• Support UNICEF-GAVI focus counties in development and implementation of county specific communication plans.
• Support the develop and contextualization of training materials and activities to build capacity in participatory & social and behavior change communication in support of Immunization.
• Support counties in implementation of Nomadic strategies for Routine and Supplemental Immunization campaigns.
• Strengthen county level coordination mechanisms among MOH and partners involved in immunization and communication for development activities.

Under the direct supervision of the Representative, the UN Volunteer will undertake the following tasks:

• Keep abreast all developments in operations to prepare appropriate briefings and reports.
• Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
• Prepare funding submissions for donors, and draft any required after-action reports.
• Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities.
• Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster.
• Support the supervisor in preparation for meetings and missions drafting of talking points.
• Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners.
• If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

Within the delegated authority and under the supervision of UNHCR Representative or his/her designated mandated representative(s), the UN Volunteer Associate External Relations Officer will:

• Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
• Assist the implementation of a communications strategy that generates support for UNHCR’s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
• Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors’ requests for information on ad hoc basis.
• Through a consultative process with headquarters, disseminate information on UNHCR’s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
• Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
• Draft narrative and financial reports on contributions in compliance with specific donor requirements.
• Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements.
• Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
• Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
• Consolidate information on UNHCR’s country operations and identify appropriate messages for campaigns and appeals.
