Under the direct supervision and guidance of the Chief of Mission in Qatar and in close coordination with the Regional Resources Management Unit in the Regional Office (RO) Cairo, the successful candidate will be responsible for maintaining the administrative and financial functions of the Country Office.

  1. Assist in monitoring the financial management for all activities in Qatar, including the oversight of financial expenditure and accountability and undertake financial analysis of projects implemented in the country.
  2. Prepare donor financial reports in accordance with IOM regulations and established procedures.
  3. Forecast cash flows in Qatar and ensure daily control of funds disbursed; and ensure funding is received in accordance with donor agreements.
  4. Assist in preparing the annual budget for IOM Qatar, in coordination with the relevant project managers. Monitor the budget control process and analyze variances between budget(s) and actual expenditures on a monthly basis and assist in the preparation of budgets for new projects.
  5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
  6. Ensure compliance with general instructions of IOM and relevant permanent instructions namely in the areas of general administration, finance and human resources.
  7. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
  8. Review the status and monitor the proper maintenance of Vendor Accounts in accounting system.
  9. Responsible for procurement of goods and services of the Country Office, ensuring that all received goods are in accordance with the terms and specifications of the respective Purchase Orders (POs). and that all procurement processes made in the office are in line with IOM instructions and guidelines and coordinated with the Global Procurement and Supply Unit, as needed.
  10. Assist with the Country Office’s administrative functions, including recruitment, personnel administration, and other related activities, in accordance with the Organization's policies and procedures. Maintain and update personnel files and records of staff.
  11. Ensure provision of basic administrative support services to the office, including preparation of routine draft correspondence, faxes, memoranda and reports.
  12. Liaise with relevant units at Headquarters (HQ) and Regional Office (RO) in Cairo with regard to the financial and administrative activities of IOM Qatar.
  13. Prepare/request travel authorization, security clearances, DSA and travel expense claims as required by Chief of Mission.
  14. Provide assistance responding to audit queries and follow up on audit recommendations.

The Young Women Leaders Programme is an opportunity for 10 young women from the global South to bring their voices, passion and commitment to Gender Equality by learning and contributing across UN Women’s operations in New York City for one year.

Each UN Youth Volunteer under the Young Women Leaders Programme will work closely under the supervision of an experienced UN Women subject matter expert, to develop a work and learning plan.

A specific set of tasks mutually agreed upon between the Young Women Leader (YWL) and supervisor will be drawn from the following broad areas of work taking into consideration career aspirations, individual motivation and organizational needs.

Candidates will be matched with one of the available positions in the area below based on their expression of particular interest.

The Communications & Advocacy Section is responsible for proactively advancing the strategic positioning of UN Women and its mandate in this context through effective outreach through its strategic communications capacity and function. The Resource Mobilization (RM) Section, which is part of the Strategic Partnerships Division leads the development of Resource Mobilization strategies to reach the targets for voluntary contributions in support of the UN Women Resource Mobilization and Partnership Strategy 2018-2021 to deepen and broaden the donor base in order to secure the resources required to fulfil UN Women's mandate in line with the Strategic Plan. The Strategy, Planning and Resources and Efficiency Division (SPRED) is responsible for advising Senior Leadership on integrating corporate strategy with the resources and setting measurement standards to ensure the organization is working toward achieving the goal of Gender Equality and Women’s Empowerment (GEEW) in line with the SDG’s, the 2030 Agenda and the UN Women Strategic Plan. The Division monitors compliance with the standards and safeguards for the risks that have been identified to improve decision-making and achieving results while increasing transparency and accountability to its Governing Bodies and Stakeholders. The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. Under the direct supervision of the Representative, the UN Volunteer will undertake the following tasks:

  • Keep abreast all developments in operations to prepare appropriate briefings and reports.
  • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
  • Prepare funding submissions for donors, and draft any required after-action reports.
  • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities.
  • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster.
  • Support the supervisor in preparation for meetings and missions drafting of talking points.
  • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners.
  • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

Within the delegated authority and under the supervision of UNHCR Representative or his/her designated mandated representative(s), the UN Volunteer Associate External Relations Officer will:

  • Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
  • Assist the implementation of a communications strategy that generates support for UNHCR’s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
  • Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors’ requests for information on ad hoc basis.
  • Through a consultative process with headquarters, disseminate information on UNHCR’s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
  • Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
  • Draft narrative and financial reports on contributions in compliance with specific donor requirements.
  • Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements.
  • Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
  • Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
  • Consolidate information on UNHCR’s country operations and identify appropriate messages for campaigns and appeals.
