Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.

S/He will work closely with the RCO’s Communication and Advocacy Officer and Monitoring, Evaluation and Reporting Officer, to build the data processes and generate information on the SI and its linkage to other ongoing UN initiatives in Afghanistan.S/He will also work closely with the Communications/Knowledge Management focal points within the RUNOs to ensure cohesive messaging and data exchange.

S/He will be assigned to the RCO, reporting directly to the Senior Coordination Officer, and the overall guidance of the Head/RCO.

  • With the Communications Officers in the RCO and RUNOs, create, promote and maintain public information campaigns on the SI.
  • Provide content management support on SI (consistency of materials, translations etc.) to the RCO Communications and Advocacy Officer (CAO) for the One UN website ensuring accuracy of information prior to posting, making sure that relevant information is clearly presented, relevant and continuously updated.
  • Manage social media under the guidance of the CAO in line with corporate web and social media policy; monitor the effectiveness of social media.
  • Prepare translations of documents in Dari/Pashto as requested.
  • Ensure clear, coherent and consistent communication about the role, strategic focus and activities of the RUNOs in the SI.

Master degree or equivalent

Advanced university degree (Masters or equivalent) preferred in Communications, Media, Journalism, Literature, Arts, Social Sciences, Humanities, Social Science or related field; or a Bachelor’s degree in the above fields with additional two years of relevant experience.

Under the direct supervision of the Adolescent Development Active Participation (ADAP) specialist (NO-3) the UNV provides professional, technical, operational and administrative assistance on rolling out and facilitating all work related to Generation Unlimited from development planning to delivery of results. This includes preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate the Generation unlimited development and implementation as well as follow-up with UNICEF team and partners, programme progress, monitoring, evaluation, reporting and draft possible proposals for fundraising.

He/she will be responsible for the following key functions/accountabilities:

  1. Develop and operationalize a mechanism for adolescents and young people participation in decision making:

Support in developing and working with the adolescents counselling teams in SoP:

To promote adolescent’s participation and encourage the government and UN agencies to work with young people the UNV will support the coordination between young people and different UN agencies and government bodies to give young people and an active role to participate in decision making and programs related to them. The UNV will work closely with young people and partners to equip young people with the needed skills and knowledge to work actively with the policy makers and service providers.

  • Support Adolescents active participation, including in decision making. Coordinate with the UNVs supporting GenU initiative to ensure their active role in decision making at all levels of implementation and documentation.
  • Develop mechanisms for adolescent participation in planning, implementation, monitoring and evaluation of policies targeting them.
  • Document the information related to adolescents needs and services.
  • Work closely with young people to identify challenges and solutions which could help the UN agencies and government in the development of national policies and design of a national strategy to address these challenges.

2. Support in the documentation on the Generation Unlimited initiative (GenU).

  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fundraising for the Adolescent and Youth component of the country’s programme. These include Human Interest Stories, reports or factsheets and other relevant documents on UNICEF ADAP work or GenU in SoP.
  • GenU documentation and reporting; Support in data gathering and information from partners to include in the reports requested by the RO and HQ. Work closely with Regional Office (RO) colleagues to provide them with latest developments on GenU
  • Support in the coordination with all stakeholders taking part in the GenU initiative. Provide expertise and advocate for the initiative, providing information and situation of GenU at global level and in SoP.

  1. Support the implementation of GIGA initiative State of Palestine.

  • Support in the coordination and information sharing between MoE and UNICEF.
  • Support in mapping the school connectivity in SoP, by providing the information requested from the MoE to UNICEF innovation team in HQ.
  1. Technical and operational support in the development of the National Youth Volunteering Service programme.

  • Work closely with the UNVs hosted at the PMO and UNFPA, and report to the ADAP specialist on the achievements and challenges faced on the implementation of the agreed on deliverables under the work plan will be developed between the UN agencies and the PMO to support the platform.

Under the direct supervision of the Field office Team Leader and the regional coordinator, or Thematic Team leader, and overall supervision of Director of the Human Rights Division or his/her designate, the UNV Human Rights Officer will be responsible for implementing the Division’s work plans, including assisting, in conducting monitoring/ fact-finding missions, as well as reporting and advocacy activities in the area of assignment as mandated in United Nations Security Council Resolution 2514 (2020). In particular, the incumbent will:

  • Contribute to and/or draft communications, briefing notes, talking points, press releases, statements, bullet points, or other products;
  • Draft various internal and external reports on the human rights situation in South Sudan covering specific timeframes (e.g., daily, weekly, monthly) or themes (e.g., freedom of expression) based on submissions from colleagues based in the field and HQ. The candidate may be asked to draft reports during evening hours (i.e., daily) or weekends (i.e., weekly);
  • Provide guidance to relevant colleagues to ensure submissions from field teams are in line with OHCHR methodology on human rights reporting;
  • Provide and prepares legal analysis and research, and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc
  • Participate in legislative reviews and drafts commentaries and other relevant documents;
  • Conduct capacity building activities in areas of administration of justice and transitional justice which include advising national counterparts, facilitating and organizing workshops, supporting national criminal justice system organization, training of national actors and/or monitoring of the court and legal system.
  • Facilitate the implementation of the human rights mandate in the designated area of conflict-related violations;
  • Gather information, analyse and report on the situation of human rights in relation to the armed conflict, including through close cooperation with field teams, other United Nations actors and the community;
  • Support HRD’s analysis by maintaining a proactive situational awareness of human rights and political developments for the purpose of gathering data on hotspots and early warning mapping and support in HRD’s information analysis;
  • Identify incidents requiring further monitoring and/or investigation, co-ordinate with field teams regarding follow-up, and analyse the potential impact of reported incidents on the human rights situation;
  • Monitor and follow up on incidents of denial of access by armed groups to locations where human rights monitoring and investigation activities are planned to take place, and coordinate with field teams and the Legal Affairs to identify possible courses of action in response;
  • Assist in developing the profiles of alleged perpetrators of human rights violations in close coordination with field teams;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law
  • Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database; conduct quality control and deliver statistics and trend reports as required;
  • Undertake risk assessment in the framework of Human Rights Due Diligence Policy (HRDDP) and monitor implementation of mitigating measures;
  • Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including conflict-related sexual violence, within all assigned human rights activities;
