Under the direct supervision of Associate Protection Officer, the UN Volunteer will undertake the following tasks:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
• Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
• Utilize the IDPs footprint during the planning process;
• Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
• Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
• Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
• Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
• Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
• Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
• Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
• Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
• Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;
• Support persons of concern to develop structures that enhance their participation and protection.

Within the delegated authority and under the supervision of the Senior Protection Officer in SO Jamjang. the UN Volunteer will

Within the delegated authority and under the supervision of the Senior Human Rights Officer (Coordinator), leading the implementation at the field level of the OHCHR G5 Sahel Compliance Framework Project (FC-G5S) in Bamako, Mali, and under the direct supervision of the Team Leader for Burkina Faso, or his/her designated representative(s), the UN Volunteer will perform the following tasks:

• Facilitate the implementation of human rights mandate in the designated area of responsibility (AOR);
• Contribute to the implementation of the Compliance Framework of the FC-G5S;
• Gather information, analyse and report on the human rights situation in the designated AOR, including through close cooperation with other United Nations actors and the community;
• Follow up on individual cases of violation of human rights and international humanitarian law and related issues with authorities, with the aim of stopping or preventing human rights violations or seeking remedial action by the authorities to prevent similar violations occurring in the future;
• Contribute to the design and implementation of strategies aiming at enhanced Protection of Civilians in the AoR;
• Establish and maintain cooperative contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
• Assist in conducting human rights capacity-building activities and in developing and implementing human rights training programmes per the Compliance Framework Project;
• Contribute to and/or draft various reports, communications, briefing notes, statements or other products;
• Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law;
• Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into the Project database; conduct quality control and deliver statistics and trend reports as required;
• Ensure human rights mainstreaming within UN planning and programming;
• Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including conflict-related sexual violence, within all assigned human rights activities;
• Represent the Compliance Framework Project at working level meetings, as relevant;
• When working with (including supervising) national staff or (non-)governmental counterparts, set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training; and

• Perform other related duties as required

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Under the direct supervision of Head of Field Office, the UN Volunteer will undertake the following tasks:

• Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management;
• Support UNHCR’s consultative process with local government counterparts, partners and persons of concern for effective needs assessment and planning;
• Facilitate UNHCR’s responses in addressing Sexual and Gender Based Violence (SGBV) priorities and other specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups such as persons with diverse sexual orientations and gender identities;
• Manage individual protection cases including those on SGBV and child protection;
• Monitor the integrity of UNHCR operations management standards and procedures in the Area of Responsibility (AoR) and facilitate the respect of deadlines;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners;
• Monitor and report on the protection, security and safety situation of persons of concern;
• Facilitate and monitor programmes on an Age, Gender, Diversity (AGD) basis to address identified protection needs;
• Support communities in establishing representation and coordination structures. Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Provide advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents and services to persons of concern;
• Contribute in developing and implementing an education plan for the AoR as part of the protection strategy;
• Intervene in cases of expulsion, arbitrary deprivation of nationality, and other protection incidents through close working relations with governments and other partners.
• Assess resettlement needs and apply priorities for the resettlement of individuals and groups of refugees and other persons of concern;
• Support the effective systematization and management of data to enhance monitoring, response and evaluation mechanisms;
• Contribute to initiatives to build the capacity of local partners and civil society through training and other initiatives to protect persons of concern.
