Description of task Under the direct supervision of the Programme Area Management, Infectious Hazard Preparedness Unit (IHP) of WHO Health Emergencies, the IHP Technical Officer will undertake the following tasks: Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports and communications required for strategic decision making. Design and support case studies to document success stories, best practices and lessons learned concerning the COVID-19 pandemic response and other emerging infectious diseases in EMR context; Support and coordinate evidence gathering exercise/studies on COVID-19 and other emerging infectious diseases; Support the monitoring and evaluating the implementation of the priority activities under COVID-19 and other emerging infectious diseases; Prepare and disseminate disease outbreak news, technical documents, updates and assessments to key stakeholders, as required using standard tools and templates Compile and synthesize existing reports and produce manuscripts for knowledge dissemination on COVID-19 and other emerging infectious diseases in EMR context in scientific journals; Participate in developing and conducting training activities with Member States on management of disease outbreaks and other acute emergencies; Provide input to communications and information products related to COVID-19 and other diseases outbreaks as required. Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments: Bachelor’s degree or higher technical diploma in International Relations, social sciences, public policy, public health, or other related field from an accredited academic institution. Required experience: 60 Months Experience remark: A minimum of five years' experience, at the national and/or international levels, emergency programmes and/or countries in the Region. Working in the UN or other international development organization is an asset. Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. Public Health, Epidemiology, Infectious Diseases or area related to emergency; At least two years of relevant professional experience in project management in a public health or closely related field; Excellent oral and written skills; excellent drafting, formulation, reporting skills; Accuracy and professionalism in document production and editing; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; Sound security awareness; Have affinity with or interest in Public Health and humanitarian volunteerism as a mechanism for durable development, and the UN System. Description of task Under the direct supervision of the Representative, the UN Volunteer will undertake the following tasks: Keep abreast all developments in operations to prepare appropriate briefings and reports. Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required. Prepare funding submissions for donors, and draft any required after-action reports. Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities. Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster. Support the supervisor in preparation for meetings and missions drafting of talking points. Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners. If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities. Description of task Within the delegated authority and under the supervision of UNHCR Representative or his/her designated mandated representative(s), the UN Volunteer Associate External Relations Officer will: Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations. Assist the implementation of a communications strategy that generates support for UNHCR’s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern). Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors’ requests for information on ad hoc basis. Through a consultative process with headquarters, disseminate information on UNHCR’s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation. Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles. Draft narrative and financial reports on contributions in compliance with specific donor requirements. Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements. Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools. Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities. Consolidate information on UNHCR’s country operations and identify appropriate messages for campaigns and appeals.
