Under the direct supervision of PME Chief, the Information Management Officer will be responsible to provide support to the PM&E section in performing the below mentioned planning, monitoring, studies and evaluation tasks which are related to UNICEF Jordan’s COVID 19 response especially in the areas of Risk Communication and Community Engagement Efforts (RCCE).

1- Support the office-wide annual work planning, reporting, review and risk management activities;

  • Provide scheduling and logistical support for individual evaluations and evaluation field visits;
  • Support the application of quantitative and qualitative data collection and analysis tools, techniques and approaches in the area of COVID-19;
  • Ensure that that evaluation findings and recommendations are followed- up;
  • Submit evaluation and study reports to the UNICEF database;
  • Assist in monitoring of evaluation management responses;
  • Participate in meetings, workshops and other fora to discuss the importance and usefulness of evaluation results;
  • Update IMEP and undertake knowledge management activities in support to the evaluation function.

3- SDG monitoring

  • Work with other UN agencies in supporting any SDG monitoring related tasks;
  • Assist the country in embedding evaluation evidence in Voluntary National Reviews (VNRs);
  • Provide support to the development of training materials for national counterparts and implementing partners.

The purpose of this assignment is to strengthen the monitoring and reporting against the national costed action plan for NCDs and of projects funded by The Defeat-NCD Partnership Fund. The incumbent will be responsible to support collection and use of high-quality data in project evaluations, provide technical advice on project planning, data collection methods, data analysis, data quality assurance, result-based management, and compiling regular reports on various projects funded by The Defeat-NCD Partnership Fund. Within the delegated authority and under the guidance of the NCD Coordinator for Myanmar, the Monitoring & Evaluation Specialist will carry out the following tasks:

  • Establish an effective M&E system for the delivery of Defeat-NCD Fund and implementing partners' results.
  • Provide technical support to the different funded projects in identifying baseline, targets and indicators for specific interventions; synergize the integration and incorporation into related workplans, ensuring alignment with Defeat-NCD Funds outcomes and outputs.
  • Facilitate the monitoring of the technical programmes, design methodologies, risk management matrices, tools, and indicators for monitoring the implementation of projects and operations; evaluating the quality of outputs including the management, coordination, effectiveness and action plans to inform programme direction for NCD prevention and control in the country.
  • Prepare periodic reports based on analysis of project activities and progress towards targets and measurable indicators, provide quality assurance of project reports, project proposals, and other project documents.
  • Provide support to the project teams in compiling reports, improving their data quality, indicator-based reporting and analysis of trends and the achievement of project objectives/outcomes.
  • Determine the data information elements that are required internally and externally to support the NCD coordination and decision-making in country; ensuring its reliability, validity and accuracy that feeds programme performance monitoring, and that data and results are included in various reports; country studies and knowledge sharing products.
  • Build and strengthen national capacities for monitoring and evaluation of different NCD projects, through conducting needs assessment, defining training needs, develop strategies to achieve targets and facilitate implementation of training activities.
  • Design standardized methods for knowledge and liaise with WHO and other professional M&E knowledge networks to identify innovations and lessons learned that may be relevant for the country and partners to improve their M&E functions.

Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.

S/He will work closely with the RCO’s Communication and Advocacy Officer and Monitoring, Evaluation and Reporting Officer, to build the data processes and generate information on the SI and its linkage to other ongoing UN initiatives in Afghanistan.S/He will also work closely with the Communications/Knowledge Management focal points within the RUNOs to ensure cohesive messaging and data exchange.

S/He will be assigned to the RCO, reporting directly to the Senior Coordination Officer, and the overall guidance of the Head/RCO.

  • With the Communications Officers in the RCO and RUNOs, create, promote and maintain public information campaigns on the SI.
  • Provide content management support on SI (consistency of materials, translations etc.) to the RCO Communications and Advocacy Officer (CAO) for the One UN website ensuring accuracy of information prior to posting, making sure that relevant information is clearly presented, relevant and continuously updated.

The Monitoring and Reporting Advisor will be part of the Monitoring, Evaluation and Reporting Team providing technical support to Project Advisors, including IEC and ECC and will work under the supervision and guidance of the Monitoring and Reporting Specialist.

The M&R Advisor will assist the project with the development and revision of the log frames, risk and issues logs; and timely reporting to UNDP and donor partners about progress updates. In addition, the Monitoring and Reporting Advisor will support IEC and ECC M&E Units with their own M&E planning and internal reporting.

The M&R Advisor will assist development of weekly and monthly reporting and will contribute to quarterly and annual reports in line with UNDP formats and standards, One UN quarterly, bi-annual and annual reports as applicable; and donor specific reports to EU. He/she will work closely with other Project Advisors and Specialists to implement the UNESP Communication and Visibility Plan.

The M&R Advisor will assist management of the online activity management matrix, and support updating of the UNESP monitoring plan and implementation plan for submission to Governance for Peace Programme Unit. The M&R Advisor will participate in Country Office led M&E working group meetings to share lessons and contribute to coordination efforts in the Country Office.

Key Results/Indicators

  • Development and implementation of project planning and monitoring system;
  • Development and implementation of the monitoring plan in line with the Annual Work Plan and UNDP standards;
  • Updating of Risks and Issues Logs in line with UNDP standards;
  • Donor reporting; and
  • If applicable, review of the Results Resources Framework, with electoral-related project indicators.

Establishment and ongoing implementation of a standardized project reporting mechanism including effective and timely reporting to internal and external stakeholders.

The SI M&E and Reporting Advisor (SI-MRA) will be part of a team within the RCO providing technical support to both the RCO and the Recipient UN Organisations (RUNOs) implementing the SI programme, namely: UNICEF, UNFPA, UN Women, and UNDP. S/He will work under the overall guidance of the Head/RCO, and under the direct supervision of the National SI Senior Coordination Officer.

The SI-MRA is expected to assist the RUNOs with the development of the M&E log frames, risk logs and to implement a sound internal monitoring system that will capture all aspects of the programme. The SI-MRA will provide timely progress updates to the RCO.

In addition, the SI-MRA will work closely with the RUNO’s and RCO M&E staff, to coordinate data collection, provide technical assistance where needed, and ensure that the M&E and Reporting Plan is incorporated into their planning.

The SI-MRA, in collaboration with the Senior Coordinator and the RUNO focal points, is the main person responsible for coordinating the establishment and implementation of the project’s monitoring, evaluation, and reporting systems, also working closely with the RCO’s Monitoring, Data and Reporting Officer.

The SI-MRA is further responsible for developing the required SI reports, updates, and progress documents, in line with SI formats/guidelines and standards, as well as working closely with the SI Communications Officer to produce knowledge products for stakeholders. S/He will work closely with other electoral project Advisors and specialist to gather and transfer data and produce accurate electoral reports and flow of communication.

The SI-MRA will form a M&E-R working group with the RUNOs’ focal points to develop the tools and templates for data collection, evaluation and reporting, as well as design the plan for M&E-R activities throughout the project life.

Key Results/Indicators

  • Thorough development and in-depth implementation of project M&E-R at the highest standards as per the SI project document;
  • Lead the development and implementation of the project’s M&E plans, including review of indicators, targets, means of verification and monitoring steps at output and activity level, and in line with the Annual Work Plan and per UN standards;
  • Take the lead to develop plans and monitoring the project’s Risks and Issues matrix’s in line with UN standards;
  • Develop and refine the project’s internal monitoring system to gather results-based project progress data and input from primary sources (RUNOs), as well as secondary/external sources;
  • In collaboration with the Senior Coordination Officer, review the project Results Resources Framework.

Establishment and ongoing implementation of a standardized project reporting mechanism including effective and timely reporting to internal and external stakeholders.

  • Take the lead in writing the required Project Reports, capturing in a comprehensive analytical manner project progress against Results Framework; including the documentation of success stories, achievements, lessons learned, risks and issues;
  • Take the lead in developing project Updates to donors and stakeholders in a timely manner, using the most professional writing and SI formatting requirements;
  • Actively participate in the development of project management-related documents and concise reports and power-point presentations for various project meetings and workshops;
  • Support the Senior Coordination Officer and Head/RCO, and work closely with the SI Communication Officer and RUNOs to ensure accurate and timely project progress reporting and communication to donors and stakeholders in line with SI requirements.

Capacity building/advisory support to RUNOS and partners to establish an internal Planning and M&E system, facilitating the set-up of progress reports to the RC, RUNOs, EU, GoIRA, and stakeholders.

  • Support the RUNOs to identify M&E indicators that measure the social impact of the SI activities;
  • Provide capacity building efforts as needed to the RCO and RUNOs to set up a system of internal monitoring and regular and systematic internal data collection to monitor progress and produce internal reports for project management;
  • Assist the RUNOs and RCO in developing a system to produce the required progress reports;
  • Support the RUNOs to identify Key Performance Indicators (KPIs);
  • Support the RUNOs to produce required evaluative reports, drawing on KPIs;
  • Consult with the RUNOs, in coordination with the Senior Coordination Officer, to assess needs of staff and to organize opportunities for training and education, as appropriate;
  • Lead the project’s regular reporting and progress updates, and document capacity building support.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
