Within the delegated authority and under the supervision of UNHCR Representative or his/her designated mandated representative(s), the UN Volunteer Associate External Relations Officer will:

• Stay abreast of the challenges posed by the political context, the UN and humanitarian reform, and institutional developments in the area of forced displacement and humanitarian operations.
• Assist the implementation of a communications strategy that generates support for UNHCR’s operations from external partners (e.g. the general public, governments, partners, media, academia, NGOs, private sector and persons of concern).
• Assist in the dialogue with donors and embassies and provide relevant information on UNHCR operations and financial requirements by organizing regular briefings, bilateral meetings and missions and responding to donors’ requests for information on ad hoc basis.
• Through a consultative process with headquarters, disseminate information on UNHCR’s global funding situation and mobilize additional funds to implement programmes and projects aimed at enhancing the quality of protection for persons of concern in the country operation.
• Assist in the coordination of the drafting of, situation reports, briefing notes, background material, talking points, fact sheets, press releases and articles.
• Draft narrative and financial reports on contributions in compliance with specific donor requirements.
• Monitor earmarking level of funding for UNHCR Country operation and ensure appropriate visibility for donor contributions in compliance with UNHCR guidelines and specific donor requirements.
• Participate on behalf of the Representative and other supervisors in inter-agency cooperation and communication strategies, initiatives and tools.
• Assist in the management of information flows within the country operations by identifying priority matters, securing, analyzing and disseminating documentation and information to support country operations and corporate communication processes and priorities.
• Consolidate information on UNHCR’s country operations and identify appropriate messages for campaigns and appeals.

Under the direct supervision of the Representative, the UN Volunteer will undertake the following tasks:

• Keep abreast all developments in operations to prepare appropriate briefings and reports.
• Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
• Prepare funding submissions for donors, and draft any required after-action reports.
• Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities.
• Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster.
• Support the supervisor in preparation for meetings and missions drafting of talking points.
• Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners.
• If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.

• Provide technical support to the C4D specialist for Health (based in Nairobi), the Health Specialist/Officer based in Nairobi and Garissa / Lodwar Field Office.
• Support MoH, Health Promotion and community health Units in coordination of integrated behaviour change communication interventions at national and selected counties.
• Support establish contextualized approaches to increase acceptance and uptake of new vaccines.
• Support planning, implementation and monitoring of Advocacy, Communication and Social Mobilization activities during campaigns including Polio Campaigns and other routine immunization campaigns.
• Support UNICEF-GAVI focus counties in development and implementation of county specific communication plans.
• Support the develop and contextualization of training materials and activities to build capacity in participatory & social and behavior change communication in support of Immunization.
• Support counties in implementation of Nomadic strategies for Routine and Supplemental Immunization campaigns.
• Strengthen county level coordination mechanisms among MOH and partners involved in immunization and communication for development activities.
• Any other duty assigned by the C4D Manager or C4D Health Specialist

1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
• Provide analysis for elaboration of communication strategies; ensure gender perspective;
• Integrate communication, advocacy and outreach activities into proposals for project/programmes and other initiatives, as necessary mainly related to Women Peace and Security and Governance Flagships;
• Monitor and analyze print and social media and provide analysis to RO/HQ;
• Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials in the Mali
• Draft briefing materials both in French and English, and press releases and coordinate its dissemination through effective channels;
• Identify storylines for publication and articles;
• Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
• Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
• Follow guidelines from HQ and RO.

3. Coordinate media relations for the UNWOMEN Mali
• Coordinate the establishment of relevant relationships;
• Maintain list of relevant media in country;
• Respond to inquiries for public and UN system information materials;
• Organize roundtable discussions, press conferences and briefing session for press, as required;
• Draft talking points.
4. Coordinate the Mali’s online presence
• Coordinate Mali’s country office FB content and maintenance based on corporate requirements;
• Coordinate Mali’s social media accounts in line with corporate social media policy;
• Upload information to knowledge management system on a regular basis, including news, updates, resources.
5. Facilitate knowledge building and sharing

• Identify and synthesize best practices and lessons learned directly linked to programme goals and activities;
• Organize and conduct training and workshops on communication and advocacy, as appropriate.

• Support UN Women’s presidency of UNCG in 2018 and increase visibility of the United Nations in Mali
• Undertake other related tasks, as requested by the Line Manager

Under the overall guidance of the Head of Office and the direct supervision of the Programme Officer, Youth, the UN Volunteer will undertake the following tasks:

• Review the political, social and economic environment relevant to Youth and Innovation, and pursue opportunities for UNFPA assistance and intervention, assess implications of new policy developments and strategies on programme execution and ensure appropriate implementation.
• Support the implementation of youth programme activities, in particular the EU-funded project and ensure services are delivered on time, on budget and in compliance with donor regulations.
• Ensure that Youth Programme Implementing Partners’ management and field staff understand the technical requirements for project implementation.
• Support needs assessment, beneficiary selection and follow ups.
• Ensure that the youth programme-related activities are implemented in ways responsive to communities, partners and youth in line with UNFPA principles, values and procedures.
• Work with Youth Programme implementing partners’ staff to develop work-plans and follow up actions to ensure that activities are on track.
• Work closely with monitoring teams to monitor programme progress against both programmatic and budgetary targets, making adjustments to programme design where necessary.
• Support capacity building, entrepreneurship training and design thinking workshop.
• Support program partners to prepare timely and high quality programme and donor reports on project activities in compliance with UNFPA requirements and any other relevant external donor requirements.
• Ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting.
• Liaise and consult with internally-displaced person (IDP) communities, refugee communities and relevant organizations about the needs of IDP and refugee young people, identify gaps in services and advocate for the development of appropriate services to address those needs.
• Proactively engage with the youth to strengthen youth networks to actively lobby and advocate for participation in decision making regarding issues that affect them.
• Support youth in planning and organizing appropriate youth and community events meant to make their voices heard by the power holders.
• To help build productive relationships between youth and stakeholders in order to ensure that issues specific to the youth are considered in the planning processes.
• Work closely with the operations team to support regular spot checks on youth partners in the field and provide routine supportive supervision.
• Assist in the preparations of country events within the thematic area of responsibility, namely youth and innovation.
• Contribute to the youth programme visibility by contributing articles for newsletters, human interest stories, and the website.
• Support efforts to build the capacity of UNFPA field office partners on core issues such as social economic empowerment of youth, sexual and reproductive health, gender-based violence, Youth, peace and security, and young people in fragile contexts.
• Supervise logistical arrangements for visiting missions, ensure briefing kits are compiled, liaise with field security coordination officer (FSCO) and ensure security clearances and visas are obtained for all staff and consultants travelling to the field.
