Under the direct supervision of the senior legal adviser or a legal officer, the UN Volunteer will undertake the following tasks:

  • Assists other members of the Legal Affairs Unit in reviewing legal documents, instruments, or other material, identifying important issues, similarities and inconsistencies, etc.
  • Assists in preparing drafts of background papers, studies, and reports.
  • Conducts legal research and assist in preparing legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly and Security Council Resolutions, UN/UNMISS internal Rules and Regulations, UNMISS Status of Forces Agreement (SOFA), UNMISS mandate, particularly its protection of civilians aspect, privileges and immunities, peace and security, institutional questions, treaty law and practice, UN administrative law;
  • Assists in preparing agreements, Memorandums of Understanding and contracts with governments, international organisations, and other public or private entities including drafting and resolving claims and disputes.
  • Assists in providing legal advice on human resources and other administrative matters.
  • Assists in servicing and advising as well as serving as a member of, as appropriate, diplomatic conferences, commissions, committees, boards, task forces and other bodies, including preparing background materials, summaries of issues and views of delegations, etc.
  • Assists with presenting the UNMISS induction programme on UNMISS SOFA and distribution of information and sensitizing local authorities and the local population to SOFA.
  • Perform or undertake other duties as requested by other members of the Legal Affairs Unit.
Master degree or equivalent

An advanced university degree (i.e. master’s degree or equivalent) in law or a relevant related field is required. A first level university degree (i.e. bachelor’s degree) in law in addition to two extra years of qualifying experience may be accepted in lieu of the advanced degree.

At least two years of progressive responsible professional legal experience in law, including legal analysis, research and writing, at a law firm, governmental legal office, legal office of an international organization or of an NGO.

Bajo la supervisión directa de la Especialista en Educación en Emergencias y el programa de WASH en Escuelas, el/la Voluntario(a) de la ONU llevará a cabo las siguientes tareas:

  • Cubrir el rol de punto focal del programa UNICEF WASH en el estado, manteniendo las relaciones y la coordinación con las instituciones locales para el desarrollo del programa Salud en tus Manos, específicamente autoridades de educación, salud, operadores de agua y saneamiento, y comités escolares; a fin de garantizar una buena comunicación sobre los objetivos del proyecto, y promover la aceptación y sostenibilidad de las acciones en uno de los siguientes estados: Oaxaca, Michoacán e Hidalgo (Se contratará 1 UNV por cada Estado).
  • Supervisar y coordinar con el socio implementador las visitas a las escuelas seleccionadas, los diagnósticos WASH y la instalación de lavamanos, vigilando que las acciones se desarrollen de acuerdo a los planes establecidos en conjunto, que la comunicación con las contrapartes escolares y de gobierno sea efectiva y respetuosa, y que en todo momento el SI se conduzca de acuerdo a los valores y estándares de UNICEF. Esto implica movilización a terreno para acompañar el socio en los diagnósticos sobre la situación de los servicios de agua, saneamiento e higiene en las escuelas beneficiadas por la iniciativa, así como el acompañamiento en los días de instalación, con el objetivo de garantizar que se cuenta con las condiciones adecuadas para el funcionamiento de las estaciones de lavado de manos. En cada estado se cuenta con una meta de entre 70 y 100 estaciones de lavado de manos, por lo que se deberán supervisar las acciones en un promedio de 60 escuelas por estado.
  • Dar seguimiento y apoyo al proceso de distribución de insumos de higiene y limpieza donado por UNICEF, de acuerdo con las cantidades especificadas por escuela y facilitando procesos que permitan hacer llegar los insumos a aquellas escuelas que tengan dificultades para hacerlo.
  • Si las condiciones sanitarias lo permiten, y las escuelas reabren durante el periodo de la asignación, coordinar de la mano de los socios implementadores, el desarrollo de la fase educativa de Salud en tus Manos para el cambio de hábitos en torno a prácticas de higiene y prevención ante COVID-19 dentro de las escuelas.
  • Planificar, apoyar y elaborar las acciones administrativas necesarias para asegurar el buen desarrollo del proyecto. Apoyar la agenda y logística de posibles visitas de monitoreo del equipo WASH, Educación o Representación, desde la Ciudad de México.
  • Gestionar la documentación de registro creada, según los protocolos de gestión documental de la oficina, en coordinación con los equipos correspondientes en la oficina central.
  • Promover la inclusión de género, Reducción de Riesgos para Desastres y la Adaptación al Cambio Climático y la Protección de la Infancia como ejes transversales de la inciativa.
  • Elaborar reportes e informes de cumplimiento de actividades, según necesidad, y mantener informado el equipo UNICEF WASH en Escuelas de manera constante, especialmente en caso de cambios o ajustes necesarios para el complimiento del programa.

El beneficio principal de prestar servicio como Voluntario/a ONU es la satisfacción personal que brinda la asignación de voluntariado, puesto que implica repercutir de manera positiva en favor de la paz y el desarrollo. Sin embargo, el programa Voluntarios de las Naciones Unidas ofrece apoyo durante su asignación de varias maneras. El programa UNV cubrirá:

  • Contrato de seis meses sin posibilidad de extensión ya que le programa cuenta con una duración y metas específicas a alcanzar a lo largo del periodo señalado.
  • El viaje de traslado al lugar de la asignación y subsidio de instalación y repatriación (si es aplicable) serán provistos en el caso de que el destino de trabajo no se encuentre a una distancia razonable del local de residencia del voluntario.
  • Un subsidio VLA (Volunteer Living Allowance) de **MXN 23,651.75** que será proporcionado mensualmente para cubrir los costos de alojamiento, vivienda y gastos normales de subsistencia.
  • Los seguros de vida, salud e invalidez permanente están incluidos (el seguro de salud para un máximo de tres personas a cargo), así como un subsidio de reinstalación por un servicio satisfactorio.
  • El/la voluntario/a tendrá derecho a vacaciones anuales y baja médica (si aplicable), cursos de aprendizaje virtuales y capacitación.
  • UNICEF cubrirá los costos de movilización a terreno desde las cabeceras municipales a las escuelas establecidas en el cronograma de visitas.
  • Se requiere disponibilidad a tiempo completo.

Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.

S/He will work closely with the RCO’s Communication and Advocacy Officer and Monitoring, Evaluation and Reporting Officer, to build the data processes and generate information on the SI and its linkage to other ongoing UN initiatives in Afghanistan.S/He will also work closely with the Communications/Knowledge Management focal points within the RUNOs to ensure cohesive messaging and data exchange.

S/He will be assigned to the RCO, reporting directly to the Senior Coordination Officer, and the overall guidance of the Head/RCO.

  • With the Communications Officers in the RCO and RUNOs, create, promote and maintain public information campaigns on the SI.
  • Provide content management support on SI (consistency of materials, translations etc.) to the RCO Communications and Advocacy Officer (CAO) for the One UN website ensuring accuracy of information prior to posting, making sure that relevant information is clearly presented, relevant and continuously updated.
  • Manage social media under the guidance of the CAO in line with corporate web and social media policy; monitor the effectiveness of social media.
  • Prepare translations of documents in Dari/Pashto as requested.
  • Ensure clear, coherent and consistent communication about the role, strategic focus and activities of the RUNOs in the SI.
  • Produce well written/quality materials that enhance external and internal communication
