Description of task Under the direct supervision of the Chief Engineer (CE) the duties of the Waste Management/Environmental Engineer will include but are not limited to the following: Implements the Environmental Guidelines and Policies in the mission; Supports the implementation of the Environmental Guidelines and Mission Waste Management Plan by providing technical support to field locations on request in the areas of waste management in particular; Prepares consolidated reports on environmental actions of all mission locations, sites and identifies problem areas to be addressed by the relevant Sections and Units within the mission. Reviews statements of work, contracts and services for engineering projects related to the disposal of solid waste in accordance with international, local and mission environmental standards; Formulates and evaluates waste procedures and projects for accuracy, soundness, feasibility and cost; Develops conceptual designs, feasibility studies and multi-year plans of waste management systems to be implemented in field locations; Prepares an environmental action plan, guidance materials and instructions aimed at achieving environmental objectives. Assesses existing waste management infrastructure in mission (including, but not limited to, local infrastructure) and proposes innovative technical solutions to reduce waste-related risks; Supports the development of training activities aimed at building mission capacity to meet mission environmental objectives; Keeps up to date on environmental developments. Any other duties as requested by the supervisor. Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments: Advanced University Degree (Master's or equivalent) in Civil Engineering, Environmental Specialist, Architectural, or other relevant discipline. Required experience: 60 Months Experience remark: At least 5 years implementing similar projects related to environment and waste management. Language skills: English(Mandatory), Level - Fluent French(Optional), Level - Working Knowledge Area of expertise: Civil engineering and construction supervision Area of expertise details: Advanced University Degree (Master's or equivalent) in Civil Engineering, Environmental Specialist, Architectural, or other relevant discipline. An additional 2 years of relevant work experience in combination with a relevant first university degree (Bachelor’s or equivalent) may substitute for the requirement for a Master’s degree. Good understanding of the environmental and waste management issues related to construction projects including water and sanitation and electrical projects. Knowledge of architectural, engineering and construction principles and practices as well as international environmental codes, standards and guidelines applicable to the construction industry. Experience in monitoring, reporting, development and coordination in either public or private sector organizations is an asset. Experience in the East and Central Africa Region is desirable. Description of task Under the direct supervision of the Field Engineering Officer / Chief of Unit person the duties of the Civil Engineer will include but are not limited to the following: Preparation of construction projects documents including structural details, sketches, bill of quantities, specifications, cost analysis and cost estimations. Managing the whole life cycle of the project from design stage up to finalization of the execution with different stakeholders and clients involved. Experience in preparing technical documents for procurement solicitations as per Engineering Section requirements. Prepare structural calculations and specifications for aboveground and undergrounds structures in reinforced concrete, steel, wood, masonry and stone; Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources; Preparation of monitoring reports and reporting tools of the progress of the construction activities on sites. Coordinate the above-mentioned tasks with other works and other engineers included in the project such as electrical engineers, water sanitation, environmental engineers. Assist other units such as Operations, Infrastructure, etc. when required and liaise frequently with the Building Maintenance Unit Supervisor Conducts preliminary site investigations to obtain field data such as soil characteristics, plot dimensions, existing structuresdrainage and other data required for building site selection; Ensure that the works meet the engineering standards in accordance with international codes and regulations and internal SOPs of the sections Ensure that the works meet the environmental procedures within the mission; Prepare material specifications for the purpose of raising requisitions of materials; ensure that minimum stock levels are maintained at all times; Ensure that quality control procedures are in place during implementation of the works on site. When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training; Perform other related duties as may be required. Description of task Under the guidance and direct supervision of the Head of Country Programme and close coordination with the International Shelter/WASH Specialist and National Engineer, he/she will implement the construction work undertaken by UN-Habitat partners with the aim of accomplishing the task in the most effective manner on agreed time schedule and ensure the facilitation of and smooth implementation of UN-Habitat programmes/projects. “Response to the Socio-Economic Impact of Flash Flooding through Rehabilitation of Damaged Houses and Upgrading Stormwater Facilities in Aden and Al-Hawtah in Yemen” aiming at mitigating the impact of flash flooding and reducing the risk of climate induced natural disasters to enhance resilience of vulnerable communities in Aden and Al-Hawtah Cities from recent flooding. The National Engineer represents UN-Habitat in the site level coordination meetings at the local level and ensure proper advocacy for the UN-Habitat roles and responsibilities and shares information on the progress of works on different projects on the ground, the National Engineer will: Specifically, the he/she shall: Assess the condition of shelters/houses damaged in Aden and Al-Hawtah project sites Follows up with contract related to activities and construction of drainage systems and damaged houses rehabilitation, Prepare detailed design, drawings and Bills of Quantities required Prepare regular and ad-hoc reports on the progress of works of different activities implemented at the state and locality levels; Check and verify payments made by the different counterparts, contractors and suppliers and office operations related payments and provide recommendations to Yemen office to process payments; and Support regular meetings in Aden and Al-Hawtah shelter/housing sector coordination meetings and provide information on the progress of works at the state level. Assess the needs and resources of beneficiaries in terms of shelter/housing with participation of the community and taking into consideration the implementing partners’ views and in defining appropriate solutions; Make recommendations on the procurement of all the required shelter/housing materials, equipment and tools to ensure timely implementation of plans and functioning of the rehabilitated shelter/housing. Provide technical guidance and supervision in Aden and Al-Hawtah shelter/housing projects and related activities. This includes developing standard designs for shelter and providing technical details on layout of the IDP site (streets, alleys, drainage, etc.) and bill of quantities; Liaise with the other UN agencies, Government ministries and implementing partners in order to coordinate activities encompassing shelter/housing rehabilitation activities including drainage structures Regularly liaise and coordinate with the sector specialists and host authorities and other agencies and maintain close working relationship with the specialists in the Aden Hub through coordination and information sharing mechanisms; Any other related tasks as may be required or assigned by the supervisor.
