Within the delegated authority and under the supervision of Head of the filed Coordination and Access unit or his/her designated mandated representative(s), the UN Volunteer Humanitarian Affairs Associate will:

1. Ensures implementation of operational strategies, focusing on achievement of the following results:

  • Full compliance of administrative and operational activities with UN OCHA rules, regulations, policies and strategies;
  • Provision of inputs to preparation of administrative team results-oriented workplans;
  • Drafts official Note Verbal in Arabic to support humanitarian and diplomatic objectives;
  • Acts as Duty Officer and works in 24/7 shifts on a regular basis to support ongoing notification requirements;
  • Regular engagement with the Saudi Led Coalition through EHOC;
  • Regular engagement and follow up with humanitarian partners;

2. Ensures effective and efficient functioning of the unit (OCHA DLT), focusing on achievement of the following results:

  • Contacts with visitors and staff, arrangement of appointments and meetings, and acts as an interpreter when required;

  • Translation of correspondences, when needed;
  • Prepares the DLT monthly overview on activities performed and notifications submitted.

3. Ensures effective administrative and logistical support, focusing on achievement of the following results:

  • Arrangements of travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents;
  • Administrative support to conferences, workshops, retreats;
  • Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution;
  • Maintenance and update of the filing system/notification platform, ensuring safekeeping of confidential materials;

Within the delegated authority and under the supervision of the UNCT COVID-19 Coordinator, or his designated mandated representative, the COVID-19 Response Coordination National UNV will support the following functions:
Monitoring and tracking instances of COVID-19
Support the COVID-19 Coordinator in providing up-to-date information on duty of care provisions and national and local arrangements with COVID-19 agencies’ focal points, OMT members and any other agencies, funds and programmes (AFPs) Points of Contact including COVID-19 Field Coordinators outside Kyiv.
Support the COVID-19 Coordinator in liaising with the First Line of Defense (FLOD) and share with them any relevant information and UN-specific guidelines regarding COVID-19.
Compile on weekly basis, information on number of COVID cases and FLOD activity and prepare a consolidated report for RC/RCO and COVID-19 Coordinator.
Participate in weekly meetings and summarize discussions and action points and assist in communications with relevant agencies, primarily WHO, OCHA and UNDSS.
Assisting the COVID-19 Coordinator in the initiation and management of medical relocations from non-Government controlled areas (NGCAs) in Eastern Ukraine to Government controlled areas (GCAs) and MEDEVAC requests
For moderate and severe cases that may eventually require relocation and/or MEDEVAC, assist the COVID-19 Coordinator with the agency focal points to ensure that all steps and procedures are followed early on (as per already defined steps, roles and responsibilities) and alert the COVID-19 Coordinator in case of potential bottlenecks.
Assist the COVID-19 Coordinator in compiling all necessary medical and supporting documents required for a MEDEVAC.
In line with UN entities’ rules and regulations, address all necessary COVID-19 MEDEVAC-related administrative and human resources issues associated with the patient and any eligible nonmedical escort. This includes assisting the COVID-19 Coordinator and the Agency focal point –as needed- in ensuring the readiness of all required travel documents, including coordination on the timely request for and acquisition of any required visas.
Work with the COVID-19 Coordinator to support the transportation of the patient from their location to any designated point of MEDEVAC departure.
Communications, Liaison and Support
Liaise regularly with the COVID-19 Coordinator and the FLOD for monitoring implementation of agency-specific and location-specific webinars, updating and dissemination of communication materials for personnel and dependents, and organization of UN-wide webinars on COVID-19, as needed
Assist in drafting regular, periodic messages from RC/RCO to all personnel, sharing relevant information on the joint UN-response and engagement around duty of care.
Participate in debriefing or after-action review following medical relocations and/or MEDEVAC, together with the COVID-19 Coordinator, and integrate learnings in relocation pathways (Luhansk/ Donetsk NGCAs) and MEDEVAC’s steps, roles and responsibilities.
Duty of care
Support coordination and effective implementation and provision of the first line of defense services to the UN staff and dependents.
Support communication, advocacy and awareness raising among UN staff on COIVD-19 prevention, protection, response, including facilitation of information flow, learning sessions and webinars, distribution of COVID-related guidelines and information, consolidation of information for RC and/or COVID-19 Coordinator communication to UN staff.
Provision of substantive, technical and secretariat support to the COVID-19 UN internal coordination mechanisms and structures, including particularly the Medical and Health Response Working Group, chaired by WHO:
Collect inputs for meeting agenda, produce meeting records and summarize agreed actions, follow up to on progress and support their implementation, provide assistance to the WG Chair, operation of the WG and created sub-groups/task forces, maintain and update of the WG membership list.

Knowledge Management is a central component of the Spotlight Initiative in Afghanistan. The objectives of the Knowledge Management Strategy will be: 1) to increase awareness and understanding of the SI’s implementation and impact in Afghanistan; (2) to communicate and share good practices and lessons that emerge through the implementation of the SI interventions (3) to generate local, context-specific knowledge on ‘what works’ and ‘what does not work’ to be shared on regional and global virtual knowledge platforms and (4) to strengthen women’s rights groups’, civil society groups’, and government’s capacity to generate, disseminate and use EVAWG knowledge.

As such, the Communications and Knowledge Management Officer (CKMO) will be responsible for leading and managing the following activities in keeping with the Knowledge Management Framework to be developed:

  • Knowledge capture: Collate the evidence-base on Spotlight Pillars from existing national and global resources and conduct a situation analysis to improve understanding of EVAWG in the country
  • Address knowledge gaps: Support the design of activities to specifically meet identified knowledge gaps
  • Monitoring and Evaluation lessons learned: Working with the M&E and Reporting Advisor, strategize how to identify and share innovative, context-specific monitoring and evaluation strategies of all Spotlight activities to determine ‘what works’ and ‘what does not work’. This knowledge will be shared on regional and global knowledge platforms to encourage peer support, collaborative problem-solving and strategizing, and the sharing of tools and other resources.
  • Dissemination and Public Engagement: In coordination with the Senior Coordination Officer and the RCO’s Communications and Advocacy Officer, communicate and share good practices and lessons that emerge through the implementation of the SI interventions and establish participatory mechanisms with multiple stakeholders to continually assess and discuss what works and what does not.
  • Build Knowledge Management Capacities: As requested, conduct national and/or regional knowledge exchange workshops on particular topics/practice to strengthen institutional capacity to generate disseminate and use knowledge products.

S/He will ensure that the outputs from M&E are translated into knowledge that informs programme implementation and reporting, and that KM activities are closely aligned with the SI Communication and Visibility Strategy.

A baseline survey will be conducted under this joint program by the RUNOs. Portfolio reviews for this program involving donors, community beneficiaries will be conducted to ensure that RUNO agencies “pause and reflect” on its implementation.

Strengthen knowledge management by tracking the implementation of this programme and disseminate advocacy messages and good practices.

Produce knowledge products and ensure that products (such as the baseline reports, mid-term reviews, etc.), are disseminated through various levels and platforms.

Develop a Knowledge Management Strategy, focusing on (i) identifying knowledge gaps by assessing and undertaking a mapping of existing knowledge management activities, guidelines and tools within the RCO and the RUNOs; (ii) expanding flow of knowledge and information on Spotlight; (iii) contributing to and sharing best practices and knowledge; (iv) effectively communicating and liaising with all RUNO agencies to integrate knowledge management in their systems and processes; and (v) ensuring a constant and consistent flow of information gathered on the quality of the SI including human interest/life changing stories.

S/He will work closely with the RCO’s Communication and Advocacy Officer and Monitoring, Evaluation and Reporting Officer, to build the data processes and generate information on the SI and its linkage to other ongoing UN initiatives in Afghanistan.S/He will also work closely with the Communications/Knowledge Management focal points within the RUNOs to ensure cohesive messaging and data exchange.

S/He will be assigned to the RCO, reporting directly to the Senior Coordination Officer, and the overall guidance of the Head/RCO.

  • With the Communications Officers in the RCO and RUNOs, create, promote and maintain public information campaigns on the SI.
  • Provide content management support on SI (consistency of materials, translations etc.) to the RCO Communications and Advocacy Officer (CAO) for the One UN website ensuring accuracy of information prior to posting, making sure that relevant information is clearly presented, relevant and continuously updated.
  • Manage social media under the guidance of the CAO in line with corporate web and social media policy; monitor the effectiveness of social media.
  • Prepare translations of documents in Dari/Pashto as requested.
  • Ensure clear, coherent and consistent communication about the role, strategic focus and activities of the RUNOs in the SI.
