Within the delegated authority and under the supervision of the BMP Project Manager or his/her designated mandated representative(s), the UNV Training and Market Development Assistant will:

  • Study the project’s training programme and syllabus for the border agencies; provide input and support to relevant personnel to improve the training programme.
  • Assist the project’s National Training and Liaison officer in organization and conducting training and educational activities on Integrated Border Management, cross-border cooperation, and related subjects, including provision of innovative solutions for conducting training in a challenging and restrictive environment (i.e. due to Covid-19 issue).
  • Assist the project team in assessing cross-border trade between Tajikistan and Afghanistan at the cross-border markets, and provide consultative input and support in enhancing cross-border markets.
  • Cooperate with relevant project personnel to analyze BMPs synergies with the Livelihoods Improvement in Tajik-Afghan Cross-Border Areas (LITACA) project, and assist in improving coordination and synergies between the two projects.
  • Support project personnel in development of knowledge and learning materials for border agencies and border-adjacent community members on improving cross-border cooperation with neighboring countries.
  • Study international best practices in the fields related to Border Management through both online and offline research and provide inputs into the project’s infrastructure, equipment supply, training and cross-border trade components.
  • Join project’s field missions wherever possible for acquaintance with field activities and provision of the on-the-site support as needed.
  • Support relevant project staff by drafting, proof reading, and editing communication materials, reports, knowledge and learning materials, press releases, etc.
  • Assist project team in undertaking logistical tasks, such as acceptance, inspection and handover of specialized border management equipment to project beneficiaries.

Within the delegated authority and under the supervision of the Budget Officer/Fund Management Officer, the UN Volunteer Project Management Assistant will:

BUDGET MANAGEMENT:

  • Prepare cost estimates and budget proposals, in terms of office resource requirements such as staff and non-staff requirements, including programmatic aspects; reviews, analyses and revises data with respect to the finalization of the budget proposals.
  • Provide support to programme officers with respect to the elaboration of resource requirements for budget submissions.
  • Administer the allotments in accordance with the established procedures including redeployment/reallocation of funds.
  • Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Monitor budget implementation and determine/recommend reallocation of funds when necessary.
  • Monitor expenditures to ensure that they remain within authorized/approved levels.
  • Review all requisitions generated by the Umoja system for goods and services to ensure correct objects of expenditure have been charged and confirm availability of funds.
  • Prepare relevant documentation with respect to budget performance submissions.
  • Review and make appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.

FINANCIAL MANAGEMENT:

  • Assist in the preparation of the Science Division project budgets and reports:

1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
• Provide analysis for elaboration of communication strategies; ensure gender perspective;
• Integrate communication, advocacy and outreach activities into proposals for project/programmes and other initiatives, as necessary mainly related to Women Peace and Security and Governance Flagships;
• Monitor and analyze print and social media and provide analysis to RO/HQ;
• Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials in the Mali
• Draft briefing materials both in French and English, and press releases and coordinate its dissemination through effective channels;

3. Coordinate media relations for the UNWOMEN Mali
• Coordinate the establishment of relevant relationships;

4. Coordinate the Mali’s online presence
• Coordinate Mali’s country office FB content and maintenance based on corporate requirements;

5. Facilitate knowledge building and sharing

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Under the direct supervision of the Representative, the UN Volunteer will undertake the following tasks:

  • Keep abreast all developments in operations to prepare appropriate briefings and reports.
  • Prepare periodic reports, i.e. donor updates, internal sitreps, briefing notes for senior managers, and activity-specific reports as required.
  • Prepare funding submissions for donors, and draft any required after-action reports.
  • Develop and maintain working relationships with the government, NGOs, and UN agencies to ensure cooperation in inter-related activities.
  • Support the UNHCR-led Cluster activities by preparing and distributing minutes, assisting in the organization of meetings; occasionally chairing meetings, and serving as the general secretariat for the relevant Cluster.
  • Support the supervisor in preparation for meetings and missions drafting of talking points.
  • Organize and accompany missions for VIP visitors, delegates to visit refugee sites or the activities of UNHCR implementing partners.
  • If there is no Public Information (PI) focal point in country, serve as PI focal point, contributing to and coordinating press events, interviews, PI missions and other activities related to information dissemination to the general public to promote UNHCR activities.
Bachelor degree or equivalent

International Relations, Political Science, Journalism, Communications, Business of Public Administration.

A minimum 2 years of experience in a field related to external relations, communications, media relations or reporting.
