Le/la VNU international spécialiste en communication pour le développement Polio sera chargé(e) d’initier, de développer, de mettre en œuvre, de suivre et d’évaluer toutes les interventions en communication et mobilisation sociale liées à l’initiative d’éradication de la poliomyélite, au renforcement de la vaccination de routine et, en complément et suivant les besoins, aux programmes classiques de l’UNICEF dans les districts sanitaires du bassin du lac Chad. Il s’agira de :

1. Fournir une assistance technique aux Délégations des provinces sanitaires et districts de santé pour élaborer des plans de communication fondés sur des données probantes pour les flambées épidémiques de polio et intégrant la routine, les AVS (y compris le suivi de la gestion des vaccins), les stratégies pour la vaccination des populations spéciales (nomades, déplacés internes et refugiés) et des stratégies opérationnelles pour la surveillance à base communautaire des cas de PFA ainsi que pour la recherche des enfants incomplètement ou non vaccinés en PEV de routine
2. Collaborer et conseiller les partenaires pour concevoir des stratégies fondées sur des preuves et organiser des événements C4D pendant les AVS, pour assurer l'engagement et la participation de la communauté, une portée maximale et un impact sur le changement comportemental et social.
3. Appuyer les équipes cadres des districts dans la formation des agents de premières lignes notamment les vaccinateurs et les relais communautaires dans le cadre de la préparation des campagnes de très bonne qualité, dans la supervision des activités de communication et de vaccination ainsi que la collecte des données des campagnes.
4. Diriger la revitalisation des comités de mobilisation sociale locaux dans les districts concernés pour non seulement les campagnes contre la polio mais aussi la vaccination de routine
5. Appuyer les missions de terrain dans les provinces, les districts de santé et les zones de responsabilité pour contrôler la qualité et l'effectivité des activités de communication.
6. Évaluer la capacité des points focaux de communication aux niveaux provincial et de district et proposer des activités de renforcement des capacités, y compris la mise en place d'un mécanisme de supervision de soutien pour les points focaux afin de renforcer les compétences sur le terrain en matière de communication interpersonnelle et d'enquêtes spéciales.
7. Appuyer et suivre les activités de renforcement du PEV de routine, notamment celles relatives à l’engagement communautaire pour la promotion de la demande de vaccination, la formation des acteurs en PEV pratique, le plaidoyer, la mobilisation sociale à travers la contractualisation avec des associations locales (groupements féminins, jeunes, leaders religieux), la formation des chefs traditionnels aux activités de promotion de la vaccination et de génération de la demande
8. Mener et participer aux exercices de suivi et évaluation du programme Polio / Immunisation notamment les Monitorage Indépendante et LQAS post campagne polio. Proposer des mesures correctives pour garantir l'atteinte des résultats planifiés,
9. Renforcer les capacités des équipes cadres de districts sanitaires dans la gestion des interventions dans le domaine de la C4D en faveur de l’éradication de la poliomyélite et du renforcement de la vaccination de routine pour une pérennisation des acquis ;

Documenter les interventions en C4D en faveur de l’éradication de la poliomyélite et du renforcement de la vaccination de routine, et capitaliser les expériences positives.

Within the delegated authority and under the supervision of the Communication Analyst or his/her designated mandated representative(s), the UNV Communication Assistant will:

1. Support to implementation of communications and advocacy strategies

· Prepares, updates and post, when needed, items and content to the corporate websites and social-media channels.

· Maintains information database and photo library.

· Assists in the preparation of presentations and briefing materials.

· Designing layouts for UNFPA Sudan publications including briefing materials and newsletters.

· Assists in developing and maintaining close collaboration with Sudanese media, as well as with groups and agencies whose support is essential to the achievement of advocacy and communication objectives.

· Gathers content of relevant country efforts from the file level to develop communication materials for dissemination through social and traditional media channels.

· Coordinates the communication focal points efforts at the field level.

· Assists in producing advocacy and communication materials such as short movies, high quality images, other printed and audio-visual products.

· Contributes in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based, traditional media and social media.

· Assists in supporting donor’s visibility efforts by contributing to communication and visibility products customized to various donor’s requirements.

· Assists in working with Social Media Analyst to implement the UNFPA Sudan Communication SOPs.

· Assists in Creation and promotion of campaigns to local, national and international media on UNFPA Programme and achievements.

· Develops and maintains close contacts with national stakeholders, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.

2. Advocacy

· Support the establishment of the Sudan Volunteers Club (SVC).

· Assists the coordination between Sudan Volunteers Club members and UNFPA Programme.

· Follows up the Sudan Volunteers Club activities on the states level.

· Assist in developing and maintaining close collaboration with youth networks on the filed level.

3. Administrative support

· Supports all administrative tasks of the Communications Unit such as contracts and work-plan flows and administrative/ budget tools.

· Supports financial management and budgeting.

· Provides logistical support for missions, events and outreach for corporate communications of the organization.

· Provides all other administrative support as required to the Communications Unit

· Support with formatting of external facing reports and documents.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

· Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

1. Provide substantive support to the planning and design of external communication and outreach/advocacy strategies and plans
• Provide analysis for elaboration of communication strategies; ensure gender perspective;
• Integrate communication, advocacy and outreach activities into proposals for project/programmes and other initiatives, as necessary mainly related to Women Peace and Security and Governance Flagships;
• Monitor and analyze print and social media and provide analysis to RO/HQ;
• Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.
2. Coordinate and contribute substantively to the development and dissemination of advocacy materials in the Mali
• Draft briefing materials both in French and English, and press releases and coordinate its dissemination through effective channels;
• Identify storylines for publication and articles;
• Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
• Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
• Follow guidelines from HQ and RO.

3. Coordinate media relations for the UNWOMEN Mali
• Coordinate the establishment of relevant relationships;
• Maintain list of relevant media in country;
• Respond to inquiries for public and UN system information materials;
• Organize roundtable discussions, press conferences and briefing session for press, as required;
• Draft talking points.
4. Coordinate the Mali’s online presence
• Coordinate Mali’s country office FB content and maintenance based on corporate requirements;
• Coordinate Mali’s social media accounts in line with corporate social media policy;
• Upload information to knowledge management system on a regular basis, including news, updates, resources.
5. Facilitate knowledge building and sharing

• Identify and synthesize best practices and lessons learned directly linked to programme goals and activities;
• Organize and conduct training and workshops on communication and advocacy, as appropriate.
6. Others
• Support UN Women’s presidency of UNCG in 2018 and increase visibility of the United Nations in Mali
• Undertake other related tasks, as requested by the Line Manager

Under the direct supervision of Protection Officer, the UN Volunteer will undertake the following tasks:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
• Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
• Utilize the IDPs footprint during the planning process;
• Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
• Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
• Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
• Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
• Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
• Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
• Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
• Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
• Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;

Support persons of concern to develop structures that enhance their participation and protection.

• Provide technical support to the C4D specialist for Health (based in Nairobi), the Health Specialist/Officer based in Nairobi and Garissa / Lodwar Field Office.
• Support MoH, Health Promotion and community health Units in coordination of integrated behaviour change communication interventions at national and selected counties.
• Support establish contextualized approaches to increase acceptance and uptake of new vaccines.
• Support planning, implementation and monitoring of Advocacy, Communication and Social Mobilization activities during campaigns including Polio Campaigns and other routine immunization campaigns.
• Support UNICEF-GAVI focus counties in development and implementation of county specific communication plans.
• Support the develop and contextualization of training materials and activities to build capacity in participatory & social and behavior change communication in support of Immunization.
• Support counties in implementation of Nomadic strategies for Routine and Supplemental Immunization campaigns.
• Strengthen county level coordination mechanisms among MOH and partners involved in immunization and communication for development activities.
• Any other duty assigned by the C4D Manager or C4D Health Specialist
