Under the direct supervision of Chief Aviation Officer(CAVO), the UN Volunteer will undertake the following tasks;

General administration of the Front office of the CAVO

  • Responsible for the administration of the Aviation section with 158 Staff all categories included (IS, NS, UNV, SO, IIC);
  • Receive and screen all correspondence and documents addressed to the section;
  • Prepare and response to routine correspondence, faxes, memorandum, reports, etc;
  • Review all outgoing correspondence to ensure accuracy and completeness of information and institutes follow up action. Ensure the confidentiality of information and sensitive documents;
  • Establish and maintain a proper filing system by ensuring the prompt archiving of incoming and outgoing documentation;
  • Coordinate meetings and appointments on behalf of CAVO;
  • Coordinate and liaise closely with the Office of the Chief SCMS (Pillar Head) on behalf of CAVO and the section;
  • Assist in the preparation and development of the section’s work plan;
  • Perform administration of the section’s human resource activities (recruitment, relocation, training, etc.) while ensuring consistency in the application of UN rules and procedures;
  • Provide guidance to staff with respect to administrative procedures, processes and practices in coordination with the appropriate sections or units;
  • Monitor the section’s staffing table for a variety of human resource activities;
  • Monitor the section’s leave plans to ensure continuous smooth workflow and provide advance information to CAVO to plan manpower support when needed;
  • Prepare the monthly attendance report for Aviation section UNVs based in Juba;
  • Act as Focal Point for IMTC and CDT mandatory trainings (SEA, Ebola, etc.) and ensure all staff complete UN and Mission’s mandatory trainings and report accordingly.
Secondary education

Training in administrative writing skills, strong written and oral language skills, filing and document management skills. Proficiency in Microsoft office applications.

Under the direct supervision of the UNV Programme Manager, the UNV Administrative Assistant will undertake the following tasks:

Administrative Support

  • Provide day-to-day support in areas of work, such as initiate, process, monitor, review and follow up actions related to the administration, logistic and human resources activities of the unit;
  • Assist in the review and processing of data in line with the Conditions of Service (COS);
  • Receive and screen all correspondence and other documents addressed to the UNV Field Unit;
  • Ensure all UN Volunteer files and records are complete, updated and consolidated, both online and offline, while maintaining confidentiality;
  • Draft official memos, respond to correspondences and e-mails; review/edit outgoing correspondence to ensure accuracy and completeness of information and institute follow up action;
  • Plan and organize office meetings, take minutes during the meetings and maintain records of the minutes;
  • Manage working materials such as office equipment, stationaries and documents. Report any malfunctioning office equipment for quick service and maintenance;
  • Provide overall administrative support to the UNV Field Unit and UN Volunteers.

Leave Management

  • Keep abreast of UNV COS, and different rules within UNMISS regarding Leave Management;
  • Assist UNVs in the understanding and interpretation of their Leave Entitlements based on the COS and Administrative Circulars;
  • Review and process leave requests and reports for UN Volunteers in FSS or other systems;
  • Review offline leave records and compare with online systems;
  • Act as the Attendance / Leave Monitor for the UNV Field Unit. Maintain attendance records for the office;
  • Monitor and record Attendance Records for UN Volunteers in the Mission;
  • Monitor the section’s leave plans to ensure continuous smooth workflow while other staff members are on leave, especially during holiday periods;
  • Conduct Leave Management training sessions in field locations.

Volunteer and Entitlement Management

  • Provide guidance and advice, in consultation with the Programme Manager, to UN Volunteers on Conditions of Service (COS), Internal Circulars and other documents on policies and procedures within the mission area;
  • Assist in on-boarding of New Volunteers, including check-in on FSS, booking of transit accommodation, coordinate with Reception Team and Protocol and request for Index and Business Partner number creation in UMOJA;
  • Assist in facilitating the processes for Volunteer Recruitment, as required;
  • Review and process claims and entitlements, as requested;
  • Responsible for the tracking and processing of documentation, including volunteer reassignments, Volunteer Performance Assessments, training documents and any other volunteer related documentation;
  • Any other related tasks as may be required or assigned by the supervisor.

Secondary education
  • Completion of Secondary Education. Specialized certification in Human Resources or Administration is required;
  • University Degree in Business or Public Administration would be highly desirable.

  • At least 2 years of professional work experience at the national and/or international level in Human Resources, Administration, or other relevant areas;
  • Experience with working in the UN or other international development organization is desirable

Within the delegated authority and under the supervision of HSG/TL or his/her designated mandated representative(s), the UN Volunteer Technical Officer Planning, Monitoring and Evaluation will:

  • To contribute to the development of the AFRO M&E Guide in collaboration with other ULC teams and health programmes;
  • To support in the formulation of national monitoring and evaluation (M&E) plans in collaboration with members of HIS team.
  • To undertake the monitoring the implementation health partners’ grants for national health systems strengthening within the context of UNC 2030 Partnership.
  • To contribute to the coordination of monitoring the implementation and reporting of health systems related grants within the context of GHIs support (GAVI, GF, UHC 2030-P) for PHC oriented health systems strengthening towards UHC
  • To collaborate with ULC/HSG staff at the Regional Office, IST, Country Offices, and contribute to the organization of the annual technical meetings of Directors of Policy and Planning in the African region
  • To contribute in supporting countries undertake health sector assessments & analyses such as Joint Annual Reviews (JARs), and mid-term and end of plan reviews (MTRs etc) and Joint Assessments (JANS),
  • Document good practices and lessons learned aimed at achieving results as part of the implementation national health/programme plans towards PHC oriented HSS for UHC;
  • To perform other related responsibilities as assigned, including replacing and backstopping for others as required.
Master degree or equivalent
  • First degree in health sciences, public health, global health or a related field.
  • Postgraduate degree in public health will be an asset
