Within the delegated authority and under the supervision of HSG/TL or his/her designated mandated representative(s), the UN Volunteer Technical Officer Planning, Monitoring and Evaluation will:

  • To contribute to the development of the AFRO M&E Guide in collaboration with other ULC teams and health programmes;
  • To support in the formulation of national monitoring and evaluation (M&E) plans in collaboration with members of HIS team.
  • To undertake the monitoring the implementation health partners’ grants for national health systems strengthening within the context of UNC 2030 Partnership.
  • To contribute to the coordination of monitoring the implementation and reporting of health systems related grants within the context of GHIs support (GAVI, GF, UHC 2030-P) for PHC oriented health systems strengthening towards UHC
  • To collaborate with ULC/HSG staff at the Regional Office, IST, Country Offices, and contribute to the organization of the annual technical meetings of Directors of Policy and Planning in the African region
  • To contribute in supporting countries undertake health sector assessments & analyses such as Joint Annual Reviews (JARs), and mid-term and end of plan reviews (MTRs etc) and Joint Assessments (JANS),
  • Document good practices and lessons learned aimed at achieving results as part of the implementation national health/programme plans towards PHC oriented HSS for UHC;
  • To perform other related responsibilities as assigned, including replacing and backstopping for others as required.
Master degree or equivalent
  • First degree in health sciences, public health, global health or a related field.
  • Postgraduate degree in public health will be an asset

  • Experience in data analysis and evidence synthesis.

Sous la supervision globale du conseiller programme et directe du chargé de programme, le/la VNU a pour responsabilité d’appuyer le chargé de programme. Il/elle contribue, par ses appuis, à l’atteinte des résultats attendus du portefeuille de projets, dans les délais impartis et le respect des normes de qualité requises. Il/elle a pour mission d’assurer la gestion administrative et financière des projets et d’appuyer les équipes de projets sur le terrain et au sein des ministères. Les tâches du VNU consistent à :

  • Apporter une assistnace à la finalisation des plans de travails annuels et à leur intégration dans le système Atlas ;
  • Etablir les révisions budgétaires sur Atlas ;
  • Appuyer le chargé de programme dans l’élaboration des plans d’achats ;
  • Préparer les réquisitions sur la plateforme électronique ;
  • Gérer et suivre les demandes de paiements émanant des équipes de projets (FACE) ;
  • Gérer et suivre les demandes d’avances ;
  • Gérer et suivre la certification des rapports financiers (CDRs) ;
  • Préparer les rencontres et les réunions et gérer les aspects organisationnels ;
  • Assister dans la prise de notes et l’élaboration des comptes rendus ;
  • Gérer les dossiers d’exonération de la TVA ;
  • Assurer la mise à jour et le classement des dossiers des projets ;
  • Tenir à jour les tableaux de suivi de la performance du programme ;
  • Appuyer les équipes de projets dans la gestion administrative et financière ;
  • Faciliter les missions de terrain ;
  • Renforcer les connaissances et la compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et en prenant activement part aux activités du programme VNU, par exemple en s’impliquant dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre ;
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil ;
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles ;
  • Contribuer à la rédaction d’articles sur les expériences de terrain à soumettre pour la publication du programme VNU/ site web, bulletin et notes de presse, etc. ;
  • Contribuer au Programme d’accueil des Volontaires des Nations Unies nouvellement arrivés dans le pays d’affectation ;
  • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations à utiliser les services de volontaires en ligne quand cela est techniquement possible.
