Within the delegated authority and under the supervision of the Deputy Resident Representant (DRR) or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluation Specialist will be tasked with contributing, on the one hand, to the monitoring of the United Nations Framework Plan for Development Assistance (UNDAF 2015-2021), the UNDP Strategic Plan (2018-2021), the unDP-Government cooperation framework for the period 2015 to 2021, as well as Programmes/Support Projects and, on the other hand, the preparation and monitoring of the implementation of the Annual Work Plans (PTA ) related to this, as well as the preparation of the ROAR and the follow-up of the program evaluation plan, including the updating of data on the ERC platform. This will have to be done through the implementation and operationalization of an effective monitoring and evaluation system to regularly assess the progress made and the effects of UNDP Comores support. He/she should also contribute to the monitoring of the Sustainable Development Goals and the Accelerated Sustainable Development Strategy (SCA2D 2018-2021).

The M&E Specialist will be responsible of the following tasks:

  1. Monitoring and Evaluation:
  • Take part in the periodic planning of the United Nations Framework Plan for Development Assistance (UNDAF) and the development of progress reports;
  • To ensure periodic updating of the CPD's monitoring and evaluation plan and to make proposals for corrective actions to be taken;
  • Collecting data from the basic indicators for monitoring the CPD;
  • Ensure that the evaluations in the Office's monitoring and evaluation plan are completed on a dated date and ensure that their recommendations are implemented;
  • Follow the evolution of the guidelines of headquarters and the Regional Office, in the field of monitoring and evaluation and update the tools of the country office accordingly
  • Contribute to the design and approval of follow-up plans (based on SMART indicators) of the program and projects;
  • Contribute to the design of an integrated platform for monitoring and evaluating programmes and projects at the national level, through the interconnection of the various sectoral data sources supported by UNDP;
  • Identify training needs to build partner capacity in monitoring and evaluation;
  • Provide support, training and follow-up of monitoring and evaluation experts depending on the projects and national guardianship structures of the programme;
  • Provide technical assistance to program advisors, project coordinators, government experts and other partners in data collection, management and analysis;
  • Supervise data collection, computerized processing on time and preparation of working documents to meet monitoring and evaluation requirements;
  • Participate in the preparation of project/program work plans;
  • Analyze and evaluate the data to determine the level of achievement of the expected results and recommend corrective action if necessary;
  • Technically contribute to the development of integrated monitoring, evaluation and technical support in the planning, design and management of evaluations and the preparation of management's responses to evaluations as well as monitoring implementation plans by ensuring compliance with the standards and standards recommended by UNDP policies and procedures;
  • Participate in monitoring the implementation of audit recommendations;
  • Check the quality of the results entered in the office's Integrated Work Plan (IWP) and ensure that it is regularly updated in accordance with the deadline requirements and guidelines set by the head office;

  1. Reporting and Partnership:
  • Contribute to the preparation of the UNDP results-based analysis report;

  1. Quality Assurance

Effectively manages the CO program in the affected thematic/sectoral areas affected with an emphasis on quality control of formulation in the implementation of the country programme with the following results:

  • Effective application of RBM tools, setting management goals (CSB) and monitoring the achievement of results;
  • Support the design and formulation of the CO programme, particularly in the area of management, by translating UNDP's priorities into local interventions;
  • Providing high-quality management analysis and information/reports on the situation in the program, identifying operational and financial problems, proposing solutions;
  • Identifying and implementing strategies to improve the performance of national projects and documenting and optimizing resources;

Master degree or equivalent

Master`s degree or equivalent in a relevant area, e.g. Social Sciences, Management, Public Administration, Statistics, Demography, Development Planning or area related to Project Management

  • At least 5 years of professional work experience at the national and/or international level in the field of monitoring development projects as a Programme Officer or Monitoring and Evaluation (M&E) Specialist in a development agency, or other relevant projects/programmes; experience working in the UN or other international development organization is an asset;
  • Provide advice support using management approaches and results-based planning tools (RBM) in a quantitative, qualitative and participatory manner, including the planning, design and execution of monitoring systems and evaluation
  • Produce monitoring and evaluation reports; and communication products for donors and other project/program partners;
  • Knowledge of the monitoring and reporting system based on UNDP Projects Management results and international standards is required
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

A. Conception de la stratégie et développement des activités de C4D  Mener et / ou participer à une analyse complète de la situation C4D des questions sociales, culturelles, économiques et politiques dans le pays / la région, y compris par le biais de groupes de travail ou de comités nationaux / régionaux.

C. Participer à la planification budgétaire et à la gestion des fonds du programme et préparer le plan financier pour les initiatives de C4D. Contribuer activement à l’élaboration et à la diffusion en temps voulu des rapports obligatoires et spéciaux (donateurs, programmes / projets), ainsi que des documents d’information et des publications institutionnelles concernant les activités de programme à l’appui de la mission de l’UNFPA dans le pays ;  Surveiller et évaluer les résultats et les impacts des partenariats, le plaidoyer pour la mobilisation des ressources et les efforts de communication, et assurer la notification et la documentation des résultats en temps opportun.

D. A. Conception de la stratégie et développement des activités numériques  L'UNFPA Mali possède un site avec plusieurs visiteurs, il a été côté premier au niveau de la réunion avec un plus grand nombre des visiteurs pour promouvoir le plaidoyer et obtenir des résultats en faveur des femmes et des filles et pour offrir un monde où chaque grossesse est souhaitée, chaque accouchement est sûr et le potentiel de chaque jeune est épanoui.  La Représentation de UNFPA Mali est à la recherche d'un spécialiste des communications numériques pour aider le bureau à gérer les médias numériques (sites Web/Facebook et à aligner la communication numérique dans toute l'organisation et préparer des infographes pour l’évolution de la communication).  Le candidat idéal possède de l'expérience dans la création et la conduite de campagnes de communications numériques et dans la gestion de contenu et de production de sites Web pour une organisation de développement international.  Le spécialiste des communications numériques agira en tant que point focal de l'UNFPA Mali. The Monitoring and Reporting Advisor will be part of the Monitoring, Evaluation and Reporting Team providing technical support to Project Advisors, including IEC and ECC and will work under the supervision and guidance of the Monitoring and Reporting Specialist.

The M&R Advisor will assist the project with the development and revision of the log frames, risk and issues logs; and timely reporting to UNDP and donor partners about progress updates. In addition, the Monitoring and Reporting Advisor will support IEC and ECC M&E Units with their own M&E planning and internal reporting.

The M&R Advisor will assist development of weekly and monthly reporting and will contribute to quarterly and annual reports in line with UNDP formats and standards, One UN quarterly, bi-annual and annual reports as applicable; and donor specific reports to EU. He/she will work closely with other Project Advisors and Specialists to implement the UNESP Communication and Visibility Plan.

The M&R Advisor will assist management of the online activity management matrix, and support updating of the UNESP monitoring plan and implementation plan for submission to Governance for Peace Programme Unit. The M&R Advisor will participate in Country Office led M&E working group meetings to share lessons and contribute to coordination efforts in the Country Office.

Key Results/Indicators

  • Development and implementation of project planning and monitoring system;
  • Development and implementation of the monitoring plan in line with the Annual Work Plan and UNDP standards;
  • Updating of Risks and Issues Logs in line with UNDP standards;
  • Donor reporting; and
  • If applicable, review of the Results Resources Framework, with electoral-related project indicators.

Establishment and ongoing implementation of a standardized project reporting mechanism including effective and timely reporting to internal and external stakeholders.

  • Assist in writing project reports (weekly, monthly, quarterly and annual) and donor-specific reports, against the results framework, including documentation of success stories;
  • Assist development of project updates to donors and stakeholders;
  • Assist development of presentations for various project meetings and workshops;
  • Assist development of communication products to donors and stakeholders.

Capacity Building advisory support to IEC and ECC on M&E and reporting.

  • Work closely with the IEC and ECC M&E Unit and the Training and Capacity Building Department, as well as other relevant key personnel to develop monitoring systems to track implementation of the operational concept and strategic plan;
  • Support the IEC and ECC to set up a system of internal monitoring, data collection to monitor progress and production of internal reports for management;
  • Assist the IEC and ECC in developing and implementing a system to guide progress reporting to electoral stakeholders;

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Master degree or equivalent

Master’s Degree, e.g. Monitoring and Evaluation/ Political/Social Sciences, Business Administration, Public Administration, Communication, or other.

  • Strong M&E and Results Based Management experience, preferably with UNDP context;
  • Proven analytical skills to collect, synthesize, analyse data for compiled analytical reporting writing, including identification of lessons learned and risks/issues;
  • Strong report writing skills to internal and external partners;
  • Experience in M&E capacity building advisory to stakeholders;
  • Working experience in Afghanistan or a demonstrable knowledge/understanding of the current electoral-political context is desirable;
  • Ability to motivate others, involve all members of a team, inspire a sense of ownership and responsibility among staff, and elicit consistently high-quality output;
  • Ability to quickly adapt to change, and to remain calm under pressure;
  • Time management and organizational skills, with the ability to undertake multiple tasks;

  • Previous work experience in Afghanistan is an asset; knowledge of Afghanistan’s culture, tradition and Islamic context certainly an advantage;
  • Ability to work in a multi-cultural environment with sound understanding and capability to empower and develop the capacity of national counterparts;
  • Knowledge of cultural and traditional values and norms within an Islamic country context is advantageous;
  • Excellent interpersonal skills and excellent command of oral and written English.
