Under the direct supervision of Child Protection Specialist, the UN Volunteer will undertake the following tasks:

1. Supports to programme development and planning

• Participates throughout the process of planning and preparation to provide inputs and support to Child Protection Programmes using results-based planning methodology (RBM).
• Assists in preparation of relevant documentations for programme review and approval.

2. Programmemonitoring and delivery of results

• Participates in monitoring and evaluation exercises, programme mid-year and end-year reviews with government and counterparts to assess progress and to determine required actions to achieve results.
• Provides support to monitor Child Protection programmes through monthly data collection and analysis on key child protection indicators (SMQs and RAM) using national surveys, current research, programme reports, field visit reports etc.

3. Technical and operational support to programme implementation

• Facilitate and arrange for programme meetings including programme development and planning, support to administrative tasks as required.
• Assists in drafting of relevant meeting minutes, briefs, power points and other strategic programme materials for management use, information and dissemination.

4. Knowledge Management

• Supports the development of Child Protection Section designated page and related folders on UNICEF Enterprise Management System (sharepoint) in collaboration with the SPERE focal person and Child Protection Team. Support migration of data/resources as well as on-site support to promote collaboration platforms for increased usuage by Child Proection Team for joint planning and programming purposes.
• Assists in compiling contribution to the UNICEF HQ and ROSA E-bulletins and other requests for subsmissions.

5. Innovation and knowledge management

• Helps roll-out of U Report within the Child Protection Programme.

Furthermore, UN Youth Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Sous l'autorité du Chef de Bureau et Représentant de l’UNESCO au Gabon, et sous la supervision directe du Coordonnateur du projet, le/la Volontaire International/e en suivi/évaluation et reporting travaillera en étroite collaboration avec le M&E officer de l’UNDAF et le Coordinateur/trice du projet. Il/Elle veillera à la mise en place et mise en œuvre d’un cadre suivi-évaluation et de reporting du projet transfrontalier « Jeunes Tisserands de la paix » financé par le PBF dans les trois pays. Il/ elle, participera au renforcement des capacités de la Cellule de gestion et appuiera les agences partenaires pour assurer l’harmonisation et la transmission régulière des données requises sur le projet dans le cadre du suivi-évaluation.

Résumé des fonctions:

Le/la spécialiste en suivi-évaluation assurera les fonctions de création, de manière participative, du mécanisme de suivi et d’évaluation avec des références de base, des indicateurs, des moyens de vérification et un calendrier de la collecte des données ; définira les données et situation de référence (baseline) appropriées pour chaque résultat des projets, et coordonnera la collecte, le traitement et l’analyse des données du programme transfrontalier. Il/elle veillera, avec les équipes du projet et les partenaires, à documenter, suivre, évaluer, analyser et capitaliser le processus et les résultats. Il/elle appuiera la conduite d’activites spécifiques (enquêtes de perception, etc.), actualisera régulièrement le mapping des activités, l’élaboration et la mise en œuvre d’une stratégie de reporting, en étroite collaboration avec le/la Coordinateur/trice et le reste de l’équipe de la cellule de gestion. Il/elle travaillera en étroite collaboration avec le chargé de suivi-évaluation de l’UNDAF, les Project managers et les équipes des agences récipiendaires et leurs partenaires de mise en œuvre.

Tâches spécifiques

Assurer le suivi de la performance du projet:

• Elaborer un plan/cadre conjoint de suivi-évaluation de la mise en œuvre du projet PBF, sur la base du Prodoc soumis au PBF et en concertation avec les partenaires
• Appuyer la mise en place des systèmes de suivi et de reporting.

• Contribuer au suivi de l’exécution et à l’évaluation de l’impact, y compris l’organisation de visites de terrain et de missions de suivi & évaluation conjointes sur les sites du projet
• Établir des mécanismes de collecte, d'analyse et de communication des données
• Etablir une base de données commune, de manière participative
• Organiser et prendre part à l’organisation des exercices d’évaluation et s’assurer du suivi de leurs recommandations
• Assurer la collecte des données permettant de mesurer les indicateurs du projet
• Collaborer avec les partenaires d'exécution sur le suivi qualitatif et favoriser la planification et le suivi participatifs
• Faciliter les activités conjointes de suivi et d'évaluation avec les agences partenaires, les équipes de terrain et notamment la participation des jeunes Tisserands (avec une participation égale des femmes)
• Suivre en temps réel la mise en œuvre des plans de travail, aider à identifier les obstacles à la mise en œuvre du projet, signaler les problèmes et contribuer à leur résolution rapide et conseiller la cellule de gestion (et, indirectement, le COCT et le Comité technique) sur les actions à prendre
• Contribuer au contrôle de qualité des rapports
• Préparer, au besoin, des notes d’information sur les progrès et les indicateurs de performance
• Préparer des exposés pour la diffusion des résultats du projet auprès des donateurs, des partenaires, des RC et des Gouvernements, en collaboration avec le/la Coordinateur/trice

Fournir une assistance technique aux partenaires de mise en œuvre :

• Appuyer les activités de planification, de suivi et d'évaluation
• Fournir une expertise technique dans le domaine du M&E, y compris l’éventuelle révision des indicateurs, des objectifs et des moyens de vérification
• Aider à la collecte, à la compilation et à l'analyse des données du projet, en mettant l'accent sur les bonnes pratiques
• Contribuer à la préparation des rapports semestriels et annuels

Développement et diffusion des connaissances :

• Coordonner la collecte, documenter et diffuser les bonnes pratiques et leçons apprises pour améliorer la performance des projets

Promotion du mandat du programme des VNU

Les Volontaires de l’ONU sont encouragés à intégrer le mandat du Programme VNU dans leurs affectations et à promouvoir le bénévolat à travers l’implication des communautés dans leurs activités. Dans ce sens, les Volontaires de l’ONU devraient dévouer une partie de leur semaine, toujours dans le cadre de leur affectation en tant que VNU Spécialiste en Suivi/Evaluation à :

• Renforcer leurs connaissances et compréhension de l’impact potentiel du volontariat au sein des communautés, à travers:

• La recherche dans leur domaine d’affectation.
• La connaissance des organisations communautaires à but non-lucratif du milieu, tout en développant et en appliquant des méthodes traditionnelles de mobilisation et engagement communautaire.
• Des activités de plaidoyer afin de promouvoir la connaissance de mécanismes par lesquels les citoyens mobilisent les communautés.
• L’encouragement des individus à se porter volontaires pour renforcer leurs communautés.

• Bâtir des relations avec des nombreuses organisations locales (publiques et privées), groups et individus; participer dans des initiatives communautaires et assister dans la publication de leurs histoires sur le site WorldVolunteerWeb.org.
• Encourager, mobiliser and appuyer les collègues et d’autres VNU à mieux comprendre les liens entre leur domaine d’affectation et le volontariat.
• Faire le suivi de l’impact de l’engagement volontaire dans le [mentionner le domaine d’intervention du volontaire] au niveau communautaire.
• Contribuer à la rédaction d’articles sur les expériences de terrain à soumettre pour la publication de la part du Programme VNU (site web, bulletin et notes de presse, etc.).

Under the supervision of Private Partnerships Specialist, the UNV Private Partnerships Associate will:

Communication for Private Sector donor Visibility and Trust Building

• Organize and participate in communication/content production missions in the field (storytelling, photography and video recording) to produce content mainly for private sector donors, human interest stories, and produce ad hoc requests by private sector partners/donors;
• Create, edit, repurpose and publish a wide variety of engaging content for digital channels, using audiovisual products (videos, photos, newsletters etc.) targeting the private sector;
• Ensure the accurate, timely and effective delivery of digital content, optimized for search and audience engagement, working closely with the digital team;
• Create and document best practices on LinkedIn and support the office’s efforts in communicating on the platform;
• Provide support in creating and curating content to be disseminated through UNICEF Lebanon platforms contributing to trust building, brand positioning and donor visibility, among other strategies linked to UNICEF Lebanon Private Fundraising and Partnerships Strategy;
• Analyze what works and what does not on LinkedIn, share findings with the digital team and coordinate initiatives to enhance reach and engagement with target audiences through this platform;
• Identify articles, stories, resources, or other content that is relevant to share on LinkedIn, highlighting UNICEF Lebanon results;
• Assist in mapping/identifying major LinkedIn UNICEF accounts and private sector accounts of relevance to the private sector strategy;
• Generate weekly, monthly, and quarterly reports on the social media key performance indicators (LinkedIn and Twitter);
• Monitor targeted private sector accounts, UNICEF accounts and other UN accounts on LinkedIn to identify partnerships, inspiring content, etc.;
• Assist with logistics and coordination of LinkedIn activities and live coverage events;

Conduct Research and due diligence on Local Private Sector Prospects

• Monitor communication of partner organizations, UN agencies, relevant to the area of private partnerships and fundraising;
• Implement in-depth open-source research on prospect local organizations and feed into the overall local due diligence process;

Administrative support

• Support in private sector event coordination;
• Support in completion of the Contribution In-Kind process liaising with the Supply section as needed;
• Under the coordination of the section’s focal point for partners field visits, support with private sector donor field visits;
• Liaise with Supply and programme colleagues to get updates on private sector related operations, (e.g. Distribution of in-kind donations, etc.);Other tasks related to the area of private partnerships might be required depending on updated plans or areas of the UNV’s interest.

Under the overall supervision of the Chief of Programme Planning and Monitoring the UN Volunteer will be responsible for:

• Monitoring, Evaluating and Research Planning: Provide technical support to ensure that the Country Office and national partners use a well-prioritised and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution

• Situation Monitoring and Assessment: Provide technical support to ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

• Programme Performance Monitoring: Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

• Evaluation: Provide technical support to ensure that a well-prioritised and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.

• M&E Capacity Building: Provide technical support to ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.

• Communication and Partnerships: Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Within the delegated authority and under the supervision of the MSU Program Associate or his/her designated mandated representative(s), the External Relations and Reporting UNV will:

1. Support the oversight of quality donor reports through substantive inputs and editing, focusing on achievement of the following results:

· High-quality donor reports produced according to the standard UNFPA formatting and style, customized to donor interests and requirements

· Technical units responsible for drafting and reviewing donor reports informed in a timely fashion of specific issues that require re-drafting of the donor report

· Any Cover letter to the donor report drafted, summarizing achievements of the reporting period, commenting on future plans

· Success stories, project/program results and other outcomes of special interest or note identified and brought to attention of supervisor and management for advocacy and donor relations purposes

· other related tasks as may be required or assigned by the supervisor.

2. Manages the process and flow of donor reporting and other donor-related matters, including support to donor relations and fundraising, focusing on achievement of the following results:

· Efficient and effective production of quality donor reports in a timely fashion and with a results-based focus; reports issued on DARTS.

· Donor reporting systems regular updated and maintained; management of reporting infrastructure refined and strengthened;

· Donor report origination, review and clearances and sign-off on narrative report monitored for timeliness; liaison with Finance unit and alignment of financial reporting with narrative report

· Routine and extraordinary donor correspondence as needed, including acknowledgements for contributions and pledges, requests for no-cost extensions

· Monitor earmarking level of funding for UNFPA Country operation and ensure appropriate visibility for donor contributions in compliance with UNFPA guidelines and specific donor requirements.

3. Support to strengthen internal donor reporting capacity, focusing on achievement of the following results:

· Donor reporting process codified, including areas of responsibility and timeframes for actions, in consultation with other responsible technical units; disseminated and updated, as necessary

4. Provides support to UNFPA’s advocacy, and resource mobilization activities, focusing on the achievement of the following results:

· Editorial support to proposals, ensuring proposals are clear and technical input by GBV and RH and PD units is coherent and clear to a non-technical audience

· Management of proposal writing, including coordination of input by different technical units, finance and other

· Monitoring and tracking of proposals submitted to donors, and tracking newly-signed agreements; responding to capacity needs of information sharing and quality control to support improved and more coherent donor relations

· Assist in the dissemination of information to internal and external audiences, by keeping mailing lists up to date, and disseminating key documentation and information to support country operations and corporate communication processes and priorities.

· Promote visibility of UNFPA’s work and donor support, and advocate for support for the people of concern through ensuring on-site visibility, external reporting and inputs for online/digital content (including leading and supervising multi-media production).

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
