Under the direct supervision of Information Communication Technology (ICT) Associate, the National UN Youth Volunteer will:

  • Assist with ICT inventory distribution, storage, and records management;
  • Support the Service desk team with handling service calls in Service Gateway. This includes assigning and following up on tasks;
  • Perform daily checks on ICT resources including conferencing, access and office supplies; setup and equipment in conference rooms;
  • Update and maintain mailing lists;

Sous la supervision directe du ARR/Programme du PNUD Comores, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

1. MISE EN PLACE D’UNE STRATEGIE NUMERIQUE DU PNUD COMORES

Le/la VNU-I et le Bureau de Pays en général bénéficiera de l’appui de l'équipe SIDS/PEID, en collaboration avec le Chief Digital Office, afin de réaliser une évaluation de l'état de préparation numérique des Comores. L'évaluation est basée sur une enquête auprès des principales parties prenantes et définit une cartographie de base et une base de référence pour la préparation du pays le long de 5 piliers de la transformation numérique, complétée par les sources de données disponibles.

Ce diagnostic permettra de ressortir et d’analyser l’état des pratiques numériques, d’explorer et d’identifier les innovations dans le domaine du digital et faire des recommandations pour les intégrer dans les secteurs d’intervention du PNUD aux Comores, afin d’entamer un réel tournant vers la transformation numérique du pays.

De ce diagnostic découlera un plan de transition numérique qui identifiera les défis prioritaires à adresser, les manques mais aussi les opportunités du pays. Il viendra en appui aux efforts du gouvernement en la matière et devra notamment inclure des recommandations et un plan d’action pour réduire la fracture digitale sensible au genre dans le pays.

Le/la VNU-I sera également en charge d’identifier la stratégie d’appui au numérique des partenaires au développement (comme l’Union Européenne) et de développer des pistes de collaboration en appui au Management.

Par ailleurs, il est attendu du VNU International qu’il travaille de concert avec l’unité des IT et le Management du PNUD Comores pour développer une stratégie numérique interne afin que l’Agence devienne elle-même un exemple de transition digitale, ouverte aux innovations facilitant le partage, la communication et la collaboration aux Comores. Pour ce faire, cette stratégie s’appuiera sur la nouvelle stratégie numérique du PNUD (https://digitalstrategy.undp.org/) ainsi que sur les outils et formations développées par le Chief Digital Office au sein de l’agence. Ce plan devra s’échelonner sur deux ans, avec des résultats spécifiques à atteindre dans les 12 premiers mois. Cette stratégie portera à la fois sur la « nationalisation » de la stratégie digitale du PNUD au niveau global, et sur la mise en place d’outils additionnels le cas échéant.

Le Plan pourra notamment explorer les pistes suivantes :

  • Inclusion : utiliser les numériques et réseaux sociaux pour la co-création des solutions concertées et adaptées de manière à ne laisser personne pour compte depuis la conception des solutions
  • Accélération : mettre les jeunes au cœur de nos réalisations ; l’université peut être considérer comme un potentiel partenaire pour des incubateurs innovants
  • Perception/visibilité : utiliser le numérique pour collecter les données, analyser et évaluer et capturer les résultats
  • Collaboration : Améliorer les relations avec les partenaires et le plaidoyer par le biais des numériques et utiliser le numérique pour apprendre aussi de ceux avec qui nous travaillons et partager des expériences du PNUD
  • Apprentissage : Investir dans de nouvelles opportunités d'apprentissage numérique et par le numérique de type virtual académie. Par exemple, un premier projet pilote serait les programmes CISCO Academy et Microsoft Lab en partenariat avec l’université des Comores (IUT) – ce qui permettrait aux lauréats de cet institut de sortir avec un réel potentiel de savoir-faire technique et technologique.

2. RENFORCEMENT DES CAPACITES INTERNES ET EXTERNES ET PARTAGE DE CONNAISSANCES

Le VNU international aura pour responsabilité d’organiser des sessions de formation pour les membres des Centres Ruraux de Développement Economique, les petits exploitants agricoles, les jeunes, les femmes et les PVH des zones d’intervention du PNUD afin de les sensibiliser à l’utilisation des outils digitaux, la recherche sur internet, l’utilisation des paiements mobiles, des réseaux sociaux, etc. Le VNU participera également aux discussions autour de l’e-business, le marketing digital, etc afin d’accompagner les bénéficiaires du monde agricole vers des solutions numériques simples et accessibles. Il accompagnera ainsi la transition digitale des incubateurs bénéficiaires des projets du PNUD.

Par ailleurs, le VNU organisera régulièrement des sessions de formation au sein du PNUD Comores afin de sensibiliser le personnel sur des outils numériques et informatiques intéressants et pertinents et éventuellement développer des outils ad’hoc avec les IT du bureau.

De plus, dans le cadre de la réponse COVID, le VNU I sera responsable de proposer des solutions numériques COVID19pertinentes pour faire face aux problèmes soulevés par la crise (paiement, gestion de stocks, e-service, etc.). Dans le cas où des solutions ou innovations numériques étaient retenues par le PNUD ou le SNU, le VNU sera responsabilisé pour soutenir leur développement, de l’idéation à la conception du produit, avec les partenaires identifiés.

Il assistera également l’Unité Communication afin d’appuyer la mise en place d’outils numériques utiles/interactifs pour communiquersur la vision, les résultats et les actions du PNUD aux Comores et faciliter les aspects interactifs de la stratégie de communication du bureau.

3. CREATION D’ESPACES DE COLLABORATION AVEC LES ACCELERATOR LABS DE LA REGION

Avec l’appui de l’équipe globale des SIDS/PEID, et dans le cadre de la volonté du PNUD Comores à créer des collaborations avec les accelerator labs de la région et avec le réseau des accelerator Labs des SIDS/PEID ou d’autres entités dont l’objectif est de répondre de façon innovante à des problèmes de développement en utilisant le numérique comme outil de réponse, le/la VNU International aura pour responsabilité d’aider à identifier l’écosystème régional et de possibles collaborations, et appuyer le développement de partenariats innovants en ce sens.

Il est attendu également que le VNU prépare toute présentation PowerPoint ou briefing note sur les avancées du PNUD Comores dans l’utilisation d’outils numériques ou toute autre thématique connexe.

4. CREATION DE SOLUTIONS NUMERIQUES POUR LE RELEVEMENT POST-COVID

Le PNUD Comores a pour ambition, au-delà de poser les jalons d’un relèvement socioéconomique transformationnel, d’explorer le numérique pour y rechercher des solutions adaptées aux défis rencontrés par la population et dans un contexte de Petit Etat Insulaire en développement (PEID). En particulier et de manière non exhaustive, le Bureau, notamment via le projet RFF (rapid financing facility – du Siège PNUD) et des financements TRAC 2, souhaite appuyer le développement ou intégrer les solutions suivantes dans la mise en œuvre de ses activités.

  • Paiement mobile pour les activités à haute intensité de main d’œuvre et autres activités appuyées par le PNUD et requérant un paiement aux bénéficiaires.
  • Mise en place de trois plateformes numériques avec des applications y afférentes : la plateforme des Centres Ruraux de Développement Economique, la plateforme du Secteur Privé/UCCIA ainsi que la plateforme de démocratie directe entre les citoyens et les parlementaires, dans une dynamique de renforcement de la participation des comoriennes et des comoriens à la chose publique.

  • L’appui au développement d’enquêtes et diffusion des résultats mobilisant les outils numériques en utilisant la méthodologie KoboToolbox associée à Power BI (enquêtes en ligne et visualisation sur dashboard) : ces enquêtes permettront de définir les lignes de base et l’impact des activités sur les bénéficiaires ou de mesurer par exemple l’impact socioéconomique du COVID sur les ménages les plus vulnérables, les jeunes, les femmes, ou les PVH d’une façon plus dynamique. Ces outils pourraient être par la suite utilisés dans d’autres domaines d’application.

  • Avec l’appui d’une institution partenaire et des équipes de support du PNUD au niveau régional et global, définir un modèle de traçabilité d’une culture de rente du pays (gingembre) et exploration de mise à l’échelle, en vue de favoriser une production plus durable et une répartition plus équitable des revenus de leur exploitation.

Pour chacune de ces solutions il est attendu que le/la VNU apporte une expertise technique articulée et qu’il/elle détienne une compréhension fine et en veille constante des avancées du numérique pour le développement et l’inclusion. Son expertise permettra de conseiller la formulation des solutions numériques qui seront mises en œuvre par les partenaires. Il/elle sera également en charge de réfléchir aux adaptations éventuelles pour en améliorer la pertinence.

Dans le cadre du financement TRAC 2 pour l’année 2021, le VNU I travaillera en complément des actions menées dans le cadre du RFF afin d’améliorer la gouvernance du numérique en Union des Comores ainsi que des aspects liés au renforcement de l’écosystème national pour que des jeunes entrepreneurs puissent développer des initiatives / start-up dans le domaine du digital ou améliorer leurs compétences en la matière (renforcement des capacités des jeunes, des structures d’incubation, mise en réseau, etc). Le VNU sera également partie prenante des discussions autour de l’accès à internet et l’alphabétisation/culture du numérique, notamment auprès des jeunes, des femmes et des groupes vulnérables.

Enfin, le VNU devra accomplir toute tâche additionnelle souhaitée par le ARR Programme dans la thématique liée au développement de solutions numériques pour l’atteinte des ODD en Union des Comores.

  • Savoir appuyer techniquement le développement d’outils numériques utiles et répondant à des besoins précis de bénéficiaires ou institutions. Il/elle doit aussi être en mesure d’évaluer des propositions de partenariats pour le développement d’outils numériques, et de faire des recommandations pour améliorer les fonctionnalités de certains outils (paiements mobiles par exemple), en tenant compte de l’infrastructure existante dans le pays et des possibilités de renforcement rapide de celle-ci.

  • Ensure data for key Programme and management indicators reports are collected, analyzed and made available to the field office management;
  • Compile/synthesise the data and provide data/information to the Section and national partners to facilitate planning; assess the impact of the programmes and policies; and report on the progress being made;
  • Support the Sector/Sub-Sector and other coordination meetings in aspects related to information management; and contribute to strengthen management of sector information databases and systems; produce and maintain relevant information products, including Sector/Sub-sector information reports, databases, basic and thematic maps; and support the preparation of periodic reports on sector activities at national and state level as required;
  • Support the Programme Monitoring Officer to ensure the technical leadership of UNICEF in obtaining key information on affected populations by emergency and disasters and participate in assessment missions including interagency missions

Under the general supervision of the Monitoring Officer and the technical guidance of the Chief Planning, Monitoring & Evaluation, the UN Volunteer will provide support in a range of programme and coordination issues, both in the field and at country office level. Her/his tasks will include but will not be limited to the following:

  • Ensure that the performance of UNICEF assisted programmes undertaken by government and other implementing partners is systematically monitored to ensure that the activities are regularly tracked and expected changes are measured and recorded. Joint monitoring visits with the participation of relevant partners are encouraged;
  • Ensure data for key Programme and management indicators reports are collected, analyzed and made available to the field office management;
  • Compile/synthesise the data and provide data/information to the Section and national partners to facilitate planning; assess the impact of the programmes and policies; and report on the progress being made;
  • Support the Sector/Sub-Sector and other coordination meetings in aspects related to information management; and contribute to strengthen management of sector information databases and systems; produce and maintain relevant information products, including Sector/Sub-sector information reports, databases, basic and thematic maps; and support the preparation of periodic reports on sector activities at national and state level as required;
  • Support the Programme Monitoring Officer to ensure the technical leadership of UNICEF in obtaining key information on affected populations by emergency and disasters and participate in assessment missions including interagency missions
  • Support the monitoring of high frequency humanitarian indicators with a specific focus on using routine and administrative data collection for better preparedness, targeting and coordination of effective humanitarian response.

Support the Programme Monitoring Officer for the management of the monthly/quarterly monitoring plan and ensuring the use of e-tools for planning, implementation and follow up of field visits.

Development of the learning management platform and deployment of a learning management system:

  • Collaborate with the LMS Administrator and MESC curriculum division in populating the LMS system for Samoa using e.g. Moodle with content
  • Undertake a need assessment inquiry to support development of content and training that are demand responsive.
  • Identify knowledge gaps of staff in the effective implementation of the learning management system and support capacity development through appropriate training programmess.
  • Provide technical support in maintaining content within the learning management system by creating and uploading modules and courses, granting access and role-based user permissions, updating course content, and running reports.
  • Develop and publish course templates for reuse by educators in designing courses for online and blended learning delivery.
  • Support subject matter experts in the design and creating of learning materials and maintenance processes.
  • Periodically Monitor the quality of courses hosted on the learning management system with time-bound reviews/audit of course status, and coordination to eliminate duplication, conflicting or redundant content.
  • Create and Manage community/discussion forum/ social media feed system within the learning management system including functionality, appearance, tabs, and settings.
  • Identify and communicate opportunities for process and quality improvements, provide feedback on usage, defects, and suggest enhancements.

  • Publish and archive online or blended learning solutions.

  • Work with the Information Technology and Curriculum department of MESC to develop relevant learning outcomes and corresponding modes of delivery
  • Analyze reporting data and recommend strategic direction for MESC and education sector, or others, as appropriate.
  • Create and manage the overall course structure and sets up courses based on specifications from the curriculum staff.
  • Manage tracking of course revisions and history.
  • Build online assessments and evaluations in the learning management system for courses.

Troubleshooting:

  • Work with the curriculum staff to troubleshoot and resolve technical issues related to accessing the learning management system and course content, in particular for persons with disabilities.

Training of trainers for teachers, key personnel nominated by education sector and the librarians:

  • Together with the LMS Administrator, conduct basic training in using digital technologies for education for 100 students with disabilities
  • Conduct capacity development training for trainers of teachers, teachers, and MESC curriculum division staff, NUS nominated staff and others from the education sector on the preparation and delivery of online content and e-assessment of learners.
  • Conduct training of trainers in designing and delivering online courses using Moodle LMS
  • Together with the LMS Administrator, support training of 100 teachers from 20 schools to use assistive technologies for ensuring inclusion of the students with disabilities.

The Monthly Living Allowance (MLA) is about USD 2,418.72 and an additional monthly family allowance will be paid for recognized dependents as per the UNV Conditions of Service.
