Minimum age: 35 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Within the delegated authority and under the supervision of Health Manager or his/her designated mandated representative(s), the UN Volunteer Medical Doctor will:

  1. Clinical Duties:

  • Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies, stabilization of critical patients,etc,
  • Overall supervision, management, coordination clinical operations of the Fever Clinic, Isolation ward,etc, during the outbreak/pandemic;
  • Establish the health protocol at the level of dedicated quarantine establishments for UN Staff (Humanitarian Corridor…) in collaboration with the Ministry of Health;Monitor UN personnel placed in quarantine (Humanitarian corridor etc);
  • Clinically monitor suspect cases 19 and sampling;
  • Launch investigation about the context of contamination by SARS-CoV-2 of contaminated staff and dependents in order to identify the main contaminating factors and put in place the appropriate measures;
  • Collaborate closely with the dedicated FUNHECE Polyclinic for the management of confirmed cases: constitution of a pool of specialists, clinical follow-up of positive cases treated at home, hospitalized cases, evaluation of cases for EVASAN;
  • Ensure the epidemiological investigation of confirmed cases, list closely contacts and follow them up;
  • Follow up and tracking of the positive cases and direct contacts;
  • Support the management of positive or suspected COVID-19 cases in line with standard case management protocols;
  • Undertake day-to-day occupational health duties: pre-placement and periodic medical examinations prepare UN staff for travelling providing immunizations, malaria prophylaxis, travel kits, etc; unless otherwise advice by the UN Health Manager;
  • Refers staff to outside specialists as necessary;
  • Follows-up with outside specialists;
  • Provides health education and health promotion programs, with special emphasis to the prophylaxisof the relevant diseases of the outbreak;
  • Organizes/Participates in addressing work environment and occupational health issues.
  1. Medico Administrative Duties: (Depending of the Duty Station, these tasks normally belong to the UN Health Manger):

  • Advises Administration on medical standards for recruitment, sick leave, and medical evacuations/repatriations as per United Nations policies and guidelines;
  • Participates in drafting and implementation of business continuity and crises preparedness plans for the duty station/mission;
  • Manages/Supports day-to-day operations;
  • Deputizes for the UN Health Manager during his/her absence, when applicable.
  1. Supervisory Administration of the Fever Clinic:

  • Supervises laboratory technicians’ nurses and medical administrative staff; ensures availability ofdrugs and medical supplies and proper functioning of medical equipment;
  • Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g., health education, dedicated training related to the pertaining outbreak) health education, health promotion and prevention, first aid and CPR);
  • Organize the shift roster to ensure coverage of the fever clinic 24/7.
  1. General:

Performs other related duties as required. Work implies frequent interaction with the following:

  • Staff at large
  • Staff within work unit
  • Staff counsellors
  • Senior management throughout the Organization
  • Security personnel
  • All specialized agencies
  • Military Physicians

Master degree or equivalent

-University Degree in Medicine or specialized in Work Medicine with experience in the field of heath care for workers

-Minimum requirement is a general practitioner Medical Officer with a degree in Medicine

Area of Expertise Requirement:

  • Residency/internship/extensive experience in Emergency Medicine, Trauma care, ICU, Surgery,
  • Anaesthesiology or Internal medicine will be an added advantage.
  • There is a need for recruiting General Practitioners who have continuous medical education and experience (not just formal education).
  • Knowledge in the following continuous medical education and certification is highly desirable as this experience; will ensure that training can be given to staff members as well as experience in stabilization and referral of medical and trauma emergencies:
  1. Advanced Trauma life Support (ATLS);
  2. Basic Cardiac Life support (BCLS;
  3. Advanced Cardiac Life Support (ACLS);
  4. Prehospital Trauma Life Support (PHTLS);
  5. Knowledge in clinical and occupational, tropical/travel medicine and emergency responses;
  6. Aeromedical evacuations;
  7. Ability to provide first aid training to staff members

Her/his tasks will include but will not be limited to the following:

  • Ensure that the performance of UNICEF assisted programmes undertaken by government and other implementing partners is systematically monitored to ensure that the activities are regularly tracked and expected changes are measured and recorded. Joint monitoring visits with the participation of relevant partners are encouraged;
  • Ensure data for key Programme and management indicators reports are collected, analyzed and made available to the field office management;
  • Compile/synthesise the data and provide data/information to the Section and national partners to facilitate planning; assess the impact of the programmes and policies; and report on the progress being made;
  • Support the Sector/Sub-Sector and other coordination meetings in aspects related to information management; and contribute to strengthen management of sector information databases and systems; produce and maintain relevant information products, including Sector/Sub-sector information reports, databases, basic and thematic maps; and support the preparation of periodic reports on sector activities at national and state level as required;
  • Support the Programme Monitoring Officer to ensure the technical leadership of UNICEF in obtaining key information on affected populations by emergency and disasters and participate in assessment missions including interagency missions
  • Support the monitoring of high frequency humanitarian indicators with a specific focus on using routine and administrative data collection for better preparedness, targeting and coordination of effective humanitarian response.
