Data Management and analysis of Covid-19 related interventions:

  • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis;
  • Collects and summarizes Covid-19 related programme data, including information on procured and distributed items, track status of persons in need, and beneficiaries planned and reached for all programme assistance modalities and activities;
  • Support all sections in Covid-19 related data analysis through meaningful statistical technics.

Supporting Service Delivery of Covid-19 related interventions

  • Provide a platform to ensure that service delivery is driven by the agreed strategic priorities
  • Develop mechanisms to eliminate duplication of service delivery;
  • Gathers, organizes, and provides data on Covid-19 related programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of Food items and Non-food items distributed and technical assistance provided.

Informing strategic decision-making of UNICEF and his partners of Covid-19 related interventions

  • Undertake needs assessment and gap analysis for UNICEF-supported interventions in response to the Covid-19 epidemic.
  • Analyse, identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues
  • Collate assistance to sections and other unit’s data in accordance with clear direction, with a view to fostering efficient data reporting around Covid-19 and support programme reviews and informative decision-making;

Planning, Monitoring and reporting of Covid-19 related interventions

  • Provide tools and oversignt for easy planning, monitoring and implementation of UNICEF’s supported Education, Health and C4D programmes related to the response to Covid-19.
  • Maintain information records and monitoring plan documentation, such as records of assistance movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items;
  • Provide guidance for cooperating partners on UNICEF operational practices, monitoring tools and methods, including T4D applications, in order to support them to complete self-monitoring tasks and to contribute to the visibility of UNICEF in the coverage areas;
  • Prepare and participate in field missions for data collection for reports in relation to implemented activities related to Covid-19;
  • Liaise with implementing partners and internal counterparts to gather feedback and comments to support programme reviews and improve data reliability;
  • Contribute to the establishment of evaluation mechanisms of C4D activities (Supporting analysis of people reached, engaged and establishment of community feedback mechanisms).
  • Develop systems and tools to map UNICEF-supported interventions for Covid-19.
  • Perform other related duties as may be required or assigned by the supervisor or other sections.
Bachelor degree or equivalent
  • University degree, preferably at an advanced level, in a subject area relevant to Information and Knowledge Management

  • Three to five years of relevant professional work experience in information and data management and software development
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Formal training in sector and/or cluster information management is an advantage
  • Experience with UN and/or international NGO, including information management.

Knowledge management, archiving and documentation

Technical skills

  • Excellent knowledge of MS Excel (e.g. pivot tables and functions); proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs and reports; knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform); proven skills in using GIS and map-making packages, and in web design and software development are an asset.
  • A strong knowledge on data management and analysis software (Stata, SPSS, Epidata…….).
  • Experience in the design and ability to deliver a comprehensive data and information management system specifically for programmes whereby all implementing partners will have access to input data and information to further strengthen the evidence-based planning and decision making,
  • Experience of programming technics;
  • Experience of systems for data collection and GIS mapping (Geographic Information System);
  • Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
  • Knowledge of establishing and managing websites;
  • Strong communication and report writing skills.

Within the delegated authority and under the supervision of Chief of Knowledge Management Section of the UNECA or his/her designated mandated representative(s), the UN Volunteer Knowledge Management officer will:

  • Lead in the review of the ECA KM Strategy and work closely with the Chief of Section to institutionalise Knowledge Management Commission-wide
  • Lead in the formulation of overall institutional policies, procedures, objectives and guidelines affecting the development, maintenance planning and implementation of the of the Knowledge Management strategy and work programme of ECA;
  • Lead in the development of the ECA knowledge and information architecture and ensure that the business processes are knowledge-centric and fall within the overall ECA Knowledge Architecture framework;
  • Analyze and advise the Commission and its information clientele on innovative systems to support knowledge-enabled business processes as well as participate in system process reengineering efforts to satisfy the knowledge needs of the Commission;
  • Implement new technologies in Knowledge/information management to ensure staff throughout the Commission have modern tools for efficient access to knowledge and related information resources;
  • Routinely perform high level research and analyses, applying extensive experience in the integration of knowledge and related information resources from a wide variety of sources to enable a seamless access to knowledge in support of the Organization' s mandate;
  • Formulate, and implements policies, standards, guidelines, procedures and tools for developing, managing, preserving, disseminating, accessing ECA' s knowledge products and services including its digital archives;
  • Provide advisory services organization-wide on information/knowledge management activities based on needs assessment, business processes, workflows, technical requirements and budget analysis;
  • Participate in developing and implementing ECA' s portfolio of business process and advises requesting units on the most appropriate strategies and approaches for incorporating knowledge into the business processes

  • Advanced higher degree (Master’s or equivalent) in information technology, information science, information systems development, knowledge management, library and documentation science or related area;
