Summary of Key Functions:

Under the direct supervision of the WASH Manager the UN WASH Specialist will undertake the following tasks:

  1. Provide technical support to UNICEF Kampala office to manage the KOICA funded WASH in School programme in Karamoja effectively and efficiently. Specifically,
    • Support the WASH Unit to undertake procurement for the WASH in school Infrastructure in a timely and quality manner;
    • Collect and prepare WASH in school programme reports for the donor including monitoring and reviewing budgets for the programme;
    • Co-ordinate and support exchange visits and learning events between the Uganda programme team and Korean counterparts;
    • Conduct regular field monitoring visit to project sites in Karamoja region;
    • Assist in the preparation of technical documents relevant for the WASH in schools that could be used for the visibility for the program

  1. Provide technical support to the Moroto Zonal Office to develop capacities related to WASH in schools.

  • Monitor and analyze current events, public opinion and press, identify issues and trends, and advise management on appropriate action/response. Draft analytical reports on the humanitarian situation in the area, as requested;

  1. Support the Senior Programme Manager in lead the development and strengthening of Monitoring and Evaluation (M&E) systems, including learning and accountability and generation of reliable data for results-based management of the emergency unit overall and to strengthen project implementation.
  2. Support the development of new project proposals, including development of logical frameworks, setting realistic and gender-sensitive indicators and targets;
  3. Regularly update monitoring performance measurement with COVID-19/Shelter/NFI/DRR staff, such as quality benchmarks and indicator and performance tracking for IOM and partner’s projects.
  4. Undertake and oversee regular field monitoring and evaluation visits with field staff and in coordination with the Senior Programme Manager to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
  5. Support sound ethical and methodological design and implementation approach for KAPs surveys as well as PDM and monitoring plans, ensuring that gender sensitivity and gender analysis is integrated.
  6. Lead on quantitative data analysis and report writing for the unit’s assessment, KAP surveys and others surveys related to the behavior change strategy;
  7. Establish and management of community-based complaint-response mechanisms in areas where interagency mechanisms are not functional, including working with IOM PSEA focal points to ensure safe handling of SEA reports.
  8. Support project management with the preparation of timely Donor Reports to ensure compliance with key programme indicators and objectives.
  9. Prepare external evaluations and conduct internal performance and impact evaluations and other accountability reports as required; including draft of analysis of the findings and recommendations.
  10. Support the development of improved information management systems within the office;

Assist in the Coordination of the UNODC Regional Programme for West Africa (2016-2020):

  1. Lead knowledge management and information sharing initiatives:
  1. Develop and implement the Knowledge Management Strategy to share public information, good practices and lessons learned across relevant communities of practice (COP), stakeholders and academia in collaboration with other partners in the UN system;

Within the delegated authority and under the supervision of UNISS/ISU Director or his/her designated mandated representative(s), the UN Volunteer Special Assistant will be part of the ISU team based in Dakar and she/he report to the Team Leader/Director. She/he liaise with key partners such as UNOWAS, UN Agencies, DCO, R-UNDG, etc. in discharging the following duties and responsibilities:

1) Provides effective executive-level support to the ISU Team Leader/Director

  • Synthesizes and summarizes information for the Director to facilitate decision-making;
  • Prepares and/or coordinates preparation of, substantive policy briefs, speeches and detailed presentations and other materials as needed for the Director’s internal and external use;
  • Facilitates the flow of communication between teams, particularly between Dakar, New York and regional entities to ensure establishment of efficient workflows;
  • Manages the communication linkages within the ISU;
  • Contributes to aligning business processes and the rationalization of workflows where needed;

2) Manages the flow of communication and data in and out of the ISU and the efficient and strategic use of the Director’s time

  • Serves as the chief aide and liaison to the ISU Director and as primary manager of the director’s daily agenda;
  • Uses sound judgment to sort through issues requiring the ISU Director’s attention as well as other demands on the Director’s time, to prioritize decision-making by the ISU Director;
  • Develops and maintains a tracking system to assist the ISU Director in following up on assignments and confidential correspondence;
  • Liaises with ISU partners and other relevant parties to ensure proper coordination of and preparation for the Director’s official missions and visits;
  • Prioritizes and coordinates travel plans for the ISU Director and oversees meeting arrangements;
