Under the direct supervision of the Resource Mobilization Manager, the UN Volunteer will undertake the following tasks:

  • Support to Donor recognition and engagement: ensure donor requirements are met, and UNICEF’s profile and reputation is enhanced, by supporting the development and implementation of each programme section’s donor recognition and visibility plans and briefs, the development of the regular donor newsletter, and donor engagement briefs
  • Support to donor submissions: Support the timeliness and quality of all donor submissions, such as donor reports, amendments, and proposals, by consolidation and editing of programmatic, financial and narrative information, ensuring high-quality layout and branding, compliance with donor requirements and results-based management tools
  • Fundraising systems administration and maintenance: Administer, monitor and strive to improve resource mobilization and grant management systems, processes, and information in line with agreed standards; this might include donor profile and contact information, donor submissions, and fundraising guidelines

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

Process simplification:

  • Conduct process audits and identify areas for simplification;
  • In collaboration with key process owners and users,
    • Conduct ‘as is’ (value stream) mapping of major transaction processes to identify opportunities for reducing unnecessary steps, and digitalizing where appropriate;
    • Define revised ‘to be’ processes, ensuring effective alignment with policy and appropriate risk management, while streamlining process efficiency;
  • Support the implementation of transaction and process tracking tools to be able to report on processing timeliness, to enable analysis of processing bottlenecks and to present data on improvements;
  • Work with ICT to establish dashboards to capture efficiency data for major transaction flows;

  • Based on outcome of reviews, prepare updated clear and concise process documentation, including one-page summaries, workflows, checklists and standard templates as appropriate for the process (using the most appropriate visual tools - Visio, flow charts etc);
  • Design easy to access SOP library in Sharepoint, and guide staff on how to access;
  • Conduct orientations on new processes as appropriate, with support of process owners.

Support to Risk Management:

  • Support the coordination of Risk Management efforts in the country office and provide Management with inputs on planning to address identified risks;
  • Assess the effectiveness of risk management and control processes of the country office and its compliance with the organizational policies and procedures. Formulate pragmatic recommendations and secure the agreement of Management to mitigate the identified risks.

  • Support the section to organize and document meetings of child protection implementing partners;
  • Contribute to organising and facilitating monthly meetings of the Working Group on the Protection of Refugee Children in collaboration with UNHCR;
  • Contribute to designing, monitoring and implementing the humanitarian response in child protection to children affected by displacement, flooding or other emergencies;
  • Contribute to mid-year and annual reviews with child protection partners;
  • Contribute to the drafting of the annual report and other key programmatic documents (including Sitrep, HAC, mid-term review, donor reports, funding proposals and human interest stories);

Task descriptions

Under the direct supervision of Information Management Specialist at UNICEF Kenya, the UN Volunteer will undertake the following tasks:

  • Supporting UNICEF and partners in delivering the Generation Unlimited agenda leading trialling and testing of youth engagement platforms such as the youth digital marketplace, U-Report, and the generation unlimited youth challenge.
  • Collaborate with UNICEF colleagues and stakeholders on the design of projects, initiatives and pilots to quickly validate new ideas and test/assess the effectiveness of identified initiatives, including (but not limit to) monitoring progress/impact, formulating hypotheses, and supporting the assessment of initiatives.
  • Assisting the identification of frontier methodologies or adapt existing methodologies to enhance services and information for children and young people.

  • Scanning and mapping the innovation and technology ecosystem, partners and stakeholders in Kenya for initiatives and services for children including e-learning, connectivity, social enterprises etc.
  • Contribute to information management for UNICEF Kenya by developing a framework to capture the learnings from innovation and T4D in such a way that if favour critical reflection, scaling and rapid adaptation over static reporting.

2. Réaliser des vidéos adaptées de haute qualité
Assurer la production de vidéos de haute qualité en appui à la stratégie de communication et de plaidoyer et des plans d'action qui en découlent.

  • Identifier le contenu à même de refléter les efforts du programme de coopération, les activités et les résultats des programmes en vue de produire des vidéos appropriées pour promouvoir les histoires humaines des enfants et les actions et résultats du programme;
  • Transformer des documents visuels, des images, des photos ... en un ensemble cohérent qui raconte des histoires, porte des messages de plaidoyer, met en évidence les interventions du programme de coopération;
  • Recommander des supports d'information et de communication appropriés à utiliser dans la communication et les activités de plaidoyer.

3. Soutenir la mise en œuvre et le suivi des plans d'actions de communication
Soutenir la stratégie de communication du programme de pays, les campagnes et priorités régionales et mondiales, comme indiqué dans le plan de travail.

  • Participer à l'élaboration des plans d'actions de communication et de plaidoyer annuels;
  • Apporter un soutien approprié à la mise en œuvre des plans d'actions de communication et de plaidoyer selon les directives du superviseur;

Under the direct supervision of Deputy Representative, the international UN Volunteer will undertake the following tasks:

Reporting

  • Ensure that internal and external donor reports are produced with high quality and in a timely manner;
  • Track reports due for donors and develop a coherent system for centralizing, recording and monitoring the Country Office's commitment so specific terms and conditions of funding;
  • Prepare a process to track the completion and transmission of donor reports;
  • Develop practical ways to assist Programme Officers with a clear, high quality standard for writing English-language donor reports (e.g., by developing templates that incorporate simplification and harmonization of reporting with other UN agencies);
  • Assist in the development, consolidation, drafting and editing of English-language quality reports and papers, for example: the Annual Report, the Mid Term Review Summary, Country Programme Documentation, etc.;
  • Provide support to conceptualize and draft outlines for project proposals;
  • With substantive inputs from Programme Officers and field staff, finalize and format English language project proposals;
  • Liaise with PFO, GRO, RO and National Committees in identifying prospective donors and ensuring that project proposals are drafted in compliance with criteria set out by donors;
  • Ensure the completion and correct transmission of project proposals to required addressees;
  • Ensure timely reporting on COVID19-related commitments with newly-engaged donors, notably USAID, Canada, Japan, etc.;
  • Monitor, in collaboration with budget team, the effective expenditure of COVID19-related funds in compliance with funding proposals.

Partnerships

  • Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization;
  • Support the office in expanding UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private sector, international financial institutions and/or relevant constituencies;
  • Review and regularly update annual partnership engagement and resource mobilization plans, and assist the office for their implementation;
  • Support the office in identifying COVID19-related funding opportunities as well as strategic partnerships;

Within the delegated authority and under the supervision of Chief of Field Office or his/her designated mandated representative(s), the UNV C4D Officer will:

  1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, cultural, economic, communication and political issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning C4D strategy and interventions in the region.
  • Collect, draft and/or organize materials and related documentations for C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess the impact of C4D activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with relevant Regional Bureaus, Programme Officers, the C4D unit, and other relevant stakeholders
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific Communication for Development components with objectives and activities aimed at different levels:
    • behavior development/change individual/household/facility levels;
    • community participation, social change and collective action at community level; and
    • social mobilization of community-based organizations and advocacy for decision makers;

  1. Support to the implementation of C4D activities

  • Collaborate with internal and external partners to provide operational and technical support to the design of C4D strategies, and research, develop, test, produce and use quality C4D materials and/or organize events and activities to ensure maximum outreach and impact on behavioral and social change of target audience.
  • Assess and recommend potential contacts, networks, resources and tools to support the maximum impact and outreach of C4D initiatives.
  • Follow up on the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).
  1. Advocacy, networking and partnership building

  • Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Provide technical support to UNICEF, regional sector bureaus and partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D
  1. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with national/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
  • Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
  • Provide technical and coordination support to C4D trainings at regional, Zonal, and Woreda levels for Government counterparts, partner organizations, and their volunteer networks.
  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, medias, etc.) in terms of coordination, planning, monitoring of C4D interventions including use of emergency communication materials for creating a strategic network of social mobilization trainers

5. Monitoring and Reporting

  • Undertake regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments / KAP surveys
  • Compile regional C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps
  • Participates in regional and Zonal coordination mechanisms and follow up on C4D tasks
  • Any other related tasks as may be required or assigned by the supervisor.

Master degree or equivalent

Advanced university degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, Communication, Public Relations and Health Promotion and Education)

  • A minimum of two years with at least one-year experience in planning and implementing C4D/SBCC programmes with emphasis on communication planning for behavior development, social mobilization, participatory communication and research training and impact evaluation of communication interventions;

Un certificat ITIL Foundation ou une certification de support client équivalente est un atout.
