Under the direct supervision of the Head, Nairobi Convention Secretariat, the national UNV will undertake the following tasks:

  • Providing support to the Nairobi Convention in tasks related to the implementation of the EU funded project entitled “Enforcing Environmental Treaties in African, Caribbean and Pacific (ACP) Countries (ACP-MEA Phase III)” focused on capacity building and reinforcing the Nairobi Convention governance frameworks and associated protocols, including the current work programme of the Nairobi Convention,
  • Contribute to preparation of briefing notes, concept notes and presentations on the ACP-MEA Phase III project in synergy with related projects of the Convention,
  • Assist to prepare legal agreements such as Small Scale Funding Agreements (SSFA) and Project Cooperation Agreements (PCA) with partners for implementation of project activities and processing through the UN Environment Partnership Portal,
  • Assist to keep track of legal agreements for the ACP-MEA Phase III project and related projects and follow-up on their deliverables, associated payments and closure,
  • Support organization of meetings and contribute to preparation of meeting agendas, meeting concept notes, identifying participants, preparation of background and working documents, meeting reports and where appropriate, handling logistics and preparing mission reports,
  • Create and maintain an experts and institutional database on ocean governance and marine spatial planning, database on the Protocol concerning protected areas and wild fauna and flora in relation to coastal and marine ecosystems health and indicator monitoring, database on ocean acidification in the Western Indian Ocean (WIO) region, database on marine litter in the WIO region,
  • Upload project data into the Nairobi Convention clearinghouse mechanism, undertake data analysis and trends, visualization of scenarios and identify emerging issues,
  • Draft and/or contributing to quarterly, mid-year and annual reporting on the progress in implementation of the ACP-MEA Phase III project,
  • Represent the Nairobi Convention at various partners’ meeting and make presentations on the Nairobi Convention’s work and its linkages to other initiatives in the Western Indian ocean region,
  • Contribute to technical reporting on project activities and global reporting on activities related to marine and coastal management, as well as reporting on progress in attainment of relevant sustainable Development Goals (SDGs) arising from the activities of the Nairobi Convention,
  • Contribute to development of new projects to promote project sustainability through preparation of project ideas and proposals,
  • Perform other related duties as assigned.
Master degree or equivalent

Post-graduate university degree in marine sciences, environmental studies specialising in marine and coastal environment or discipline related to the work of marine biology and/or coastal ecosystems, or related area. Under the direct supervision of the Public Information Officer for the Nairobi Convention, the UNV will assist in the following tasks:

  • Support the update and launch of the Nairobi convention website; include writing articles and website articles and other content for SAPPHIRE/WIOSAP
  • Lead team in compiling weekly News Round-up for regional and international readership;
  • Maintain the Nairobi Convention experts’ database and support communication with the Government focal points and Institution partners;
  • Assist with Newsletters for the Nairobi Convention Projects, presentations, briefing notes and other informational materials;
  • Provide technical, administrative and logistical support to carry out social media campaigns. This includes recommending strategy and procedures to ensure effective implementation, online community engagement and participation, and optimum outreach and impact;

Under the direct supervision of an Officer in the section, the UN Youth Volunteer will be part of a team implementing an Evaluation Module for the monitoring and conducting of evaluations as part of the assessment of project performance within the project cycle (for the Evaluation Office); and developing a system for the Safeguard Risk Identification System (Policy and Programme Division). The specific tasks of the UN Youth Volunteer include the following:

1. Evaluation Module (Evaluations Office)

  • Develop the Evaluation Module as per the requirements
  • Ensure linkages to other UNEP-wide applications where required (PIMS, etc)
  • Draft, write and produce other standard application documentations, such as user manual or guidelines.
  • Support with data fixes and issue resolution (bugs) raised once system is launched.

Within the delegated authority and under the supervision of the UNEP Climate Change Mitigation Unit Task Manager for Africa or his/her designated mandated representative(s), the UNV Programme Assistant will be responsible for the following duties:

Project Design (concept phase):

  • Verify Project Identification Forms (PIFs): grammar, spelling, acronyms, uniformity in presentation / formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Upload PIFs and responses to GEF Sec reviews on the GEF Portal.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.

Project Development (PPG phase):

  • Assist the Task Manager and Administrative Officer in preparing Small Scale Funding agreements (SSFAs) / Terms of Reference for Project Preparation Grants (PPGs).
  • Ensure the project developers have the latest templates to prepare the Chief Executive Officer (CEO) Endorsement Requests, including all required GEF and UNEP annexes / appendices.
  • Verify CEO Endorsement Request and annexes: grammar, spelling, acronyms, uniformity in presentation / formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Perform consistency checks on the information provided in the different interlinked CEO Endorsement Request annexes (i.e. Budget, Workplan, Procurement Plan and Terms of References).
  • Upload CEO Endorsement Requests and responses to GEF Sec reviews on the GEF Portal.
  • Support the Task Manager in coordinating with other UNEP units / teams, whenever needed.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.
  • Review PPG expenditure reports submitted by partners, whenever applicable.

Project Implementation:

  • Assist the Task Manager and Administrative Officer in preparing Project Cooperation Agreements (PCAs) and/or Internal Cooperation Agreements (ICAs) as well as compiling the standard appendices for recently CEO endorsed GEF projects in the Africa portfolio.
  • Track circulation of new project internalizations and all projects revisions for the Africa portfolio through UNEP clearance and approval process.
  • Assist the Task Manager in reviewing agendas, terms of reference, presentations slides, participant lists and other documents prepared by the Executing Agencies for project inception workshops and steering committee meetings of the Africa portfolio.
  • Assist the Task Manager and Administrative Officer in communicating / coordinating with Executing Agencies on timelines to submit all required UNEP/GEF reports as per the requirements of the PCA / ICA.
  • Ensure the Executing Agencies use the right templates to meet these reporting requirements, and that all sections of the reports are duly completed.
  • Support the Task Manager in reviewing the required GEF/UNEP reports submitted by the Executing Agencies from the Africa portfolio.
  • Support the Task Manager in uploading the annual PIR information on the GEF Portal.
  • Support the Task Manager in reviewing budget and workplan revisions for assigned projects from the Africa portfolio, and in providing guidance to the Executing Agencies as necessary for them to complete the documents correctly.
  • Assist in the follow-up on outstanding financial and progress reports with the Executing Agencies.
  • Support the Task Manager in coordinating with other UNEP units / teams, whenever needed.
  • Ensure all project reports from the Africa portfolio are properly named and filed in the Climate Mitigation Unit shared database.
  • File and archive by Component and Output all project deliverables developed / issued by the Executing Agencies from the Africa portfolio into the Climate Mitigation Unit shared database.
  • Develop a tool/worksheet to track the submission, review and approval of all required GEF/UNEP reports of projects from the Africa portfolio, and keep the tracking tool up-to-date.

Project Evaluations and Closure:

  • Assist in creating / populating the evaluation database / repository with relevant project information, reports, deliverables and documents.

General:

  • Provide general administrative and coordination support to the Task Manager and the Administrative Officer.

Within the delegated authority and under the direct supervision of the GAN Coordinator and in close collaboration with the Regional Climate Change Coordinator in Africa, the UNV Regional GAN Liaison for Africa will be:

  • Supporting the regional adaptation networks for Africa (Ebafosa, AAKNet and EPIC Africa) and supporting bi-directional connections between regional networks and GAN (exploring ways for GAN to work to support and connect the regions)
  • Liaising and reaching out to other actors and networks in the region to strengthen, consolidate and expand the regional presence of GAN
  • Gathering information about initiatives, activities and adaptation tools and resources (e.g. webinars, publications and guidelines) carried out by in the region and feeding the information from stocktaking into GAN knowledge platform
  • Convening stakeholders into regional meetings (webinars, sessions) to exchange information and practical examples about barriers to the uptake of nature-based solutions to adaptation (NBS for adaptation), otherwise known as ecosystem-based adaptation (EbA), to feed into the recommendations for the Global EbA Fund.
  • Developing surveys, conducting research and outreach to gather information, evidence, synthesize knowledge and create case studies from regional adaptation work including projects in the regions on best practices, barriers to EbA adoption and uptake, for feeding into the Global EbA Fund, UNEP normative work and global processes including UNFCCC
  • Supporting and organizing virtual or in-person adaptation events, webinars, seminars or sessions
  • Writing press releases that cover CCAU projects in the Africa region
  • Writing blog posts that capture the success stories from CCAU projects in the Africa region
  • Writing the text for project webpages for CCAU’s projects in the Africa region
  • Writing project factsheets/briefing notes for CCAU projects to capture and communicate the key information and approaches of the project

Within the delegated authority and under the supervision of the Head of Reporting & Data Analysis or his/her designated mandated representative(s), the UNV Operational Information Management and Performance Reporting (OIM & PR) Officer will:

  1. Liaise with Country Office (CO) units, including Programme, VAM, Monitoring & Evaluation, Logistics, External Relations, Communications, and Resource Management, to collate information for corporate reports including Situation Reports (internal and external), Country Briefs, etc.
  2. Support the unit to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.
  3. Collate, review and analyze the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.
  4. Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  5. Support the preparation and coordination of the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions to ensure consistency and overall quality of information.
  6. Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  7. Support the CO in emergencies by preparing, organizing and providing secretarial support to Operational Task Forces (OTFs).
  8. Contribute to initiatives for developing robust information-sharing and knowledge management systems within the CO, including supporting the drafting of any OIM & PR related guidance and improvements to Corporate Performance Reporting.
  9. Support in liaising with HQ divisions to submit corporate reports and storage of reports and briefing documents on corporate repositories and archives.
  10. Any other related tasks as may be required or assigned by the supervisor.
Master degree or equivalent

Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Under the supervision of the UNEP Climate Mitigation Unit Administrative Officer (AO) Nairobi, and with local supervision of the UNEP Climate Mitigation Unit Task Manager for Latin America and the Caribbean, the UN Volunteer will be responsible for the following duties:

Project Design And Development:

  • Verify documents for overall accuracy, consistency and uniformity in presentation and ensure comprehensiveness and compliance, cross-check consistency of figures in tables with the text of the reports, and verify references to other reports and documents and ensure that all necessary corrections are incorporated.
  • Assist in preparation of budgets with respect to project documents.
  • Initiate set up of third party banking details for executing agencies.

Project Implementation:

  • Provide guidance to Executing Agencies on financial reporting as per the project cooperation agreement with that agencies, and on the templates to be used for meeting these reporting requirements
  • Track circulation of new project internalizations and all projects revisions through UNEP clearance and approval process
  • Prepare fund documents for budget allocations and prepare the necessary documents in the ERP Operating system.
  • Provide guidance to Executing Agencies on the expenditure report template; review expenditure reports to ensure (a) correct amount and objects of expenditures have been charged (b) validity of charges (c) availability of funds; provide feedback to Executing Agencies as necessary in order for the agency to complete the document correctly.
  • Initiate processing of expenditure recording.
  • Assist in the follow-up on outstanding financial and technical reports with the executing agencies.
  • Develop tools on tracking the financial report of all Executing Agencies, and keep these tools up-to-date
  • Provide guidance to Executing Agencies on the cash advance template, review cash advances received and provide feedback to Executing Agencies as necessary in order for them to complete the document correctly.
  • Process cash advances and follow up on remittances of funds, process UNDP fax authorizations and sub-allotments to Executing Agencies
  • Notify payees on status of payments and investigate complaints of non-receipt.
  • Prepare budget revision templates, provide guidance to Executing Agencies on the budget revision template, review budget revisions received and provide feedback to Executing Agencies as necessary in order for them to complete the document correctly.
  • Create Special Service Agreements/ Purchase Orders /Travel Requests (TVRQ)/Travel advances (RCTAs).
  • Assist in the Reconciliation of project accounts against independent audit certificates received from executing agencies.

Inform Executing Agencies of upcoming financial reporting requirements

Project Evaluation And Closure:

  • Update project database with relevant project information on revision/closure of project.
  • Assist in provision of financial information required in Project Implementation Review (PIR), Mid-term review/Evaluation and Terminal Evaluation.
  • Assist in the preparation of project completion and closing revision and supporting schedules.
  • Prepare request for refund of unspent balances.

General

  • Provide general administrative support.
  • Maintain and keep up-to-date project files
  • File and archive documentation in soft and hard copies and keep log of archived files.
  • Draft/prepare routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Perform other related duties as assigned.
Master degree or equivalent

Master´s Degree in business administration, finance, accounting or actuarial studies OR Bachelor´s Degree in business administration, finance, accounting or actuarial studies with 2 additional years of work experience in the area.

Under the direct supervision of the MED POL Programme Management Officer, the International UN Volunteer will undertake the following tasks:

  1. Collect available/existing information on measures/instruments to prevent, control and monitor discharges of marine litter from wastewater treatment plants, aquaculture activities, riverine inputs, and ships, with a particular focus on microplastics, emerging pollutants and packaging waste in the Mediterranean.
  1. Collect available/existing information on sources of plastic pollution and their pathways and propose measures to prevent and reduce generation of plastic waste in the Mediterranean.
  1. Provide technical and administrative support to MED POL activities related to marine litter management, with a focus on:
  1. Marine litter monitoring
  2. Upgrading the Regional Plan for Marine Litter Management in the Mediterranean, and in particular in coordinating the tasks/activities of the Working Group for Marine Litter Management; supporting aspects related to planning, preparations and convening of the “best practices meeting on the implementation of the regional plan on marine litter to prevent/reduce plastic pollution;” and assisting in matters related to marine litter to be addressed in UNEP/MAP’s institutional meetings (MED POL, MAP Focal Points meetings and COP22)
  3. Supporting MEDPOL on aspects related to the Plastic Waste Partnership initiative; Global Partnership for Marine Litter and the Mediterranean Node; Regional Cooperation Platform on Marine Litter Management; Technical Group on Marine Litter (TGML); Marine Litter MED II Project including deliverables of legal instruments to be concluded with the Contracting Parties in the framework of this project

  1. Prepare a final report on tasks completed and summary outputs achieved in the framework of this Terms of Reference (ToR) with regards to technical and administrative tasks.

Advanced university degree (Master’s degree or equivalent) in environmental management, science or related field, with a particular focus on marine litter, marine litter management measures or related disciplines. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
