Within the delegated authority and under the supervision of the Programme Officer and Portfolio Manager and in close cooperation with the Administrative and Fund Management Officers, the UNV Finance Assistant will:

  • Provide support with regard to the review, analysis and preparation of the project budgets and the revisions.
  • Prepare supporting documents (narrative and supporting tables) with respect to GEF submissions and UNEP Programme of Work.

Under the overall supervision of the Head of Nairobi Convention, the national UNV will undertake the following tasks:

  • Providing support to the Nairobi Convention in tasks related to ‘Implementation of the Strategic Action Programme for the protection of the Western Indian Ocean from land-based sources and activities (WIOSAP) focusing broadly focusing broadly on demonstration projects support, development of project Guidelines and other regional frameworks,
  • Contribute to preparation of briefing notes, concept notes and presentations on the WIOSAP project in synergy with related projects of the Convention,
  • Assist to prepare legal agreements such as Small Scale Funding Agreements (SSFA) and Project Cooperation Agreements (PCA) with partners for implementation of project activities and processing through the UN Environment Partnership Portal,
  • Assist to keep track of legal agreements for the project and related projects and follow-up on their deliverables, associated payments and closure,
  • Support organization of meetings and contribute to preparation of meeting agendas, meeting concept notes, identifying participants, preparation of background and working documents, meeting reports and where appropriate, handling logistics and preparing mission reports,
  • Create and maintain an experts and institutional database of partners implementing interventions related to the WIOSAP project and other initiatives of the Convention,
  • Upload project data into the Nairobi Convention clearinghouse mechanism, undertake data analysis and trends, visualization of scenarios and identify emerging issues,
  • Draft and/or contributing to quarterly, mid-year and annual reporting on the progress in implementation of the WIOSAP project,
  • Represent the Nairobi Convention at various partners’ meeting and make presentations on the Nairobi Convention’s work and its linkages to other initiatives in the Western Indian ocean region,
  • Contribute to technical reporting on project activities and global reporting on activities related to marine and coastal management, as well as reporting on progress in attainment of relevant sustainable Development Goals (SDGs) arising from the activities of the Nairobi Convention,
  • Contribute to development of new projects to promote project sustainability through preparation of project ideas and proposals,
  • Perform other related duties as assigned.
Master degree or equivalent

Post-graduate university degree in marine sciences, environmental studies specialising in marine and coastal environment or discipline related to the work of marine biology and/or coastal ecosystems, or related area. A first-level university degree with additional technical training in marine science in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Under the direct supervision of the Regional Development Coordination Officer for Africa, the UNV is responsible for the following duties:

  1. Perform a wide array of complex responsibilities in support of program activities, projects and programmes planning and monitoring, specialized communications, and special projects.
  2. Initiate and maintain contact with internal and external departments, units, and/or organizations to help coordinate program details, identify and resolve problems, and provide specialized program information.
  3. Assist in the provision of technical advisory services to the Office projects and programmes under implementation;
  4. Support collecting, research and analysis of information on various thematic issues to support coordination activities .
  5. Compile background materials and prepare draft reports, analytical briefs, information notes, and draft letters on various topics related to the Office’s activities.

  7. Analyse trends and emerging issues on environment in African countries and identify existing and planned initiatives and programmes of other institutions that are relevant to UN Environment programme of work;
  8. Create and prepare documents, such as agendas, presentations, reports, correspondence, and curriculum/course materials, by using business or academic program standards and/or technical/scientific protocols.
  9. Initaite budget revisions and analysis and monitor the use of the project resources.
  10. Support work relating to UNDAF and UN country activities and the ongoing UN reforms.
  11. Engage in consolidation work in support to the Regional development Coordination Officer.
  12. Communicate, interpret, and clarify program related matters and specific policy information; recommend updating and/or developing policies and procedures draft.
  13. Arrange schedules, appointments, conference calls, and skype meetings with country actors to speed office projects and programmes implementation.
  14. Support conferences and events organisation, including making arrangements for staffing and technical support, facilities, registration, and catering; and providing information to participants.
  15. Maintain database, perform data entry and retrieval, create spreadsheets and reports, and compile statistics.
  16. Perform other related duties as assigned.
Master degree or equivalent

Education: An advanced university degree in International Development, Public Administration, Environmental sciences, Chemistry, Environmental management, or in a related field is required. A first level university degree in combination with two years qualifying professional experience may be accepted in lieu of the advanced university degree.

Within the delegated authority and under the supervision of the Senior Programme Officer/Portfolio Manager, the UN Volunteer Project Management Assistant will:

  • Support oversight and monitoring of ongoing projects to ensure they are on track and any issues are resolved promptly.
  • Maintain an overview of the status of assigned project portfolio, issue alerts and propose remedial measures when necessary.
  • Coordinate periodic progress reporting on assigned projects in UNEP, GEF and GCF formats, portals and platforms.
  • Maintain close communication with project focal points in different countries and ensure responsiveness to their requests.
  • Drafting, reviewing and editing a variety of reports, studies and other documents.
  • Documenting lessons learnt in the implementation of the projects.

Résumé des fonctions clés:

  • Assurer la mise en œuvre effective du plan de suivi & évaluation du plan prioritaire
  • Renforcer les capacités nationales en gestion ciblée sur les résultats et suivi & évaluation

  • Assurer la visibilité du PBF à travers des outils de communication adaptés

1. Assurer la mise en œuvre effective du plan de suivi & évaluation du plan prioritaire :

  • Assurer un appui technique en matière de suivi & évaluation des projets individuels et des rapports semestriels et annuels ;
  • Élaborer un système dynamique de collecte de données afin de pouvoir régulièrement mesurer les résultats des projets sur le terrain et proposer les ajustements nécessaires ;
  • Animer des séances de formation (au besoin) sur la Gestion Axée sur les Résultats (GAR);
  • Appuyer la formulation et le suivi des indicateurs ;
  • Coordonner la préparation des revues/ rapports semestrielles et annuelles du programme de consolidation de la paix et assurer la remise des rapports à temps en documentant les bonnes pratiques
  • Assurer un suivi & évaluation régulier des activités, la bonne réalisation des produits et effets du plan prioritaire et des projets y afférents ;
  • Elaborer les termes de référence pour les études et évaluations à réaliser dans le cadre de la mise en œuvre du plan de suivi & évaluation du plan prioritaire pour la consolidation de la paix (PPCP) et des projets financés par le PBF ;
  • Appuyer la réalisation des évaluations à mi-parcours et finale du plan prioritaire ;
  • Mettre en place un système de gestion des connaissances et de leçons apprises sur la base des résultats des différents projets ;
  • Produire des études de cas sur la base de leçons apprises à partager avec la communauté de pratiques sur le PBF.

2. Renforcer les capacités nationales en gestion axée sur les résultats et en suivi & évaluation :

  • Faire une analyse de la situation sur les capacités en suivi & évaluation des structures nationales d’exécution ;
  • Élaborer des modules de formation en suivi & évaluation ;
  • Appuyer le renforcement des capacités en suivi & évaluation.

3. Appuyer le développement des bases de données :

  • Appuyer la mise en place de base de données du plan prioritaire ;
  • Vérifier la qualité des données collectées ;
  • Élaborer un tableau de bord des indicateurs et assurer son suivi.

4. Assurer la visibilité du PBF à travers des outils de communication adaptés :

  • Identifier et mettre en place les moyens de communication les plus adaptés pour une meilleure diffusion de l’information et la promotion des activités du PBF ;
  • Appuyer la conception et la mise en œuvre de différents outils et supports de communication permettant d’améliorer la visibilité et aussi de rapporter sur les projets et activités du PBF ;
  • Rédiger et réviser les articles ainsi que les publications en français et en anglais sur la consolidation de la paix ;
  • Appuyer l’organisation des évènements du PBF en termes de communication.
  • Créer les comptes professionnels sur le PBF du Tchad et animer les réseaux sociaux (Twitter, Facebook, etc.) pour diffuser les discussions et réalisations liées aux activités des projets PBF au Tchad et assurer l’évaluation de ces outils de communication (nombre de visites, nombre de personnes atteintes, etc.) ;
  • Mener des entretiens thématiques avec des partenaires, des bénéficiaires et autres parties liées au programme de consolidation de la paix pour élaborer des documentaires, films, vidéos, et bonnes pratiques sur les activités du Système des Nations Unies.

Assurer une veille médiatique sur le PPCP et la mise en œuvre du programme de consolidation de la paix
